HomeMy WebLinkAbout01062015NRB MinutesmYOF 5RATSN HOME OF PELICAN ISLAND MINUTES NATURAL RESOURCES BOARD REGULAR MEETING TUESDAY, JANUARY 6, 2015 - 6:00 P.M. 1225 MAIN STREET, SEBASTIAN, FL "To improve the quality of life in Sebastian by nurturing the balanced relationship between our citizens and our environment by protecting, preserving and promoting our natural resources" Chairman Northcott called the Natural Resources Board meeting to order at 6:00 p.m. 2. The Pledge of Allegiance was recited. 3. ROLL CALL Present: James Clifton Rose Glaser Gil Gordian — Vice Chairman Ann Lucier George Millar Alan Northcott — Chairman Bob Progulske Andrea Ring Also Present: Frank Watanabe, P.E., City Engineer Jeanette Williams, Recording Secretary 4. APPROVAL OF MINUTES: November 18, 2014 Workshop The November 18, 2014 Workshop minutes were rttiefktiotrslyapproved. with a voice vote of 7-0. APPROVAL OF MINUTES: December 2, 2014 Regular Meeting The December 2, 2014 Regular Meeting minutes were unanimously approved. 5. ANNOUNCEMENTS - None 6. PUBLIC INPUT - None Natural Resources Board Meeting January 6, 2015 Page Two 6:39 pm 7. OLD BUSINESS A. Update on tortoise crossing signs at Pelican Island Elementary The City Engineer said he visited the site and will place tortoise warning signs on Barber Street eastbound just past Midway Court and westbound past Empire Terrace, outside the school zone. B. Update on oyster mat project Mr. Gordian reported that the Lagoon Preserve is offering five to six 5 -gallon buckets that he will pick up tomorrow morning. Mr. Millar reported a Melbourne seafood packaging plant has two bins at 1300 lbs. each available for pickup Thursday morning at 11:00 a.m. The City Engineer said he would arrange to have a City truck pick up the shells and take the bins back to the plant. Eagle Scout Candidate John Giordano and Mr. Gordian will spread the shells on the pallets Thursday afternoon. John Giordano said he has access to center console boats to confirm the GPS coordinates for the permits. Mr. Progulske reported the Army Corp permit will require a site plan. Paul Giordano suggested assembling 250 mats using the Scouts and SRHS Green Club at the school and then assembling the second phase at Camp Oklawaha during the summer. Paul Giordano said the Green Club was planning to assemble on Friday afternoon or a Saturday. Paul Giordano said the Eagle Scout process requires the legal permits be obtained before the project is started, the project is called the Oyster Bed Restoration, John plans to seek Council approval of the project and the solicitation of donations at their January 28'' meeting. Mr. Progulske distributed an e-mail he received from USACE Project Manager Tamy Dabu regarding the Army Corp permit. (See attached.) The City Engineer said the City's Environmental Specialist can assist in creating a CAD drawing of the vicinity with the GPS coordinates with the cross sections. If needed, the City Engineer will sign and seal any documents for the permitting. Discussion followed on planting and securing the assembled mats. 8. NEW BUSINESS A. Staff Table at 2015 EcoFest — March 1. 2015 —11 am to 4 pm Chairman Northcott reported that the Board was invited to staff a table at the event and demonstrate mat assembly. MOTION by Chairman Northcott and SECOND by Mr. Millar to man a table at the 2015 EcoFest passed with a voice vote of 8-0. The Board will assign shifts at the February meeting. MEMBER MATTERS Chairman Northcott asked if the tortoises were being protected with the vegetation clearing underway at the Stormwater Park. Mr. Gordian asked if the tortoise holes should be staked. The City Engineer explained routine maintenance is being conducted; regulations mandate they stay 25 feet away; and no one should be bothering the burrows at the Stormwater Park. He said the new Environmental Specialist, Michelle Stromberg is monitoring the clearing. 10. STAFF MATTERS The City Engineer reported he would be applying for a St. Johns River Water Management District cost sharing grant for the IRL to help fund their oyster mat project. He also let the Board know that the City Attorney will be conducting a training class for all of the City's boards and committees to help understand the Sunshine Law. Ms. Lucier reported that she has some applications for Earth Day. The City Engineer said the Environmental Specialist will be staffing a table at the event to explain the City's stormwater system and if available, have the new vacuum truck on display. In response to Mr. Progulske, the City Engineer confirmed that the City awarded grant monies to the VFW and American Legion to hook up to the County's sewer system. He said he would provide the County's sewer installation plan for Indian River Drive to them at the next meeting for review and comment. 11. Thank you for contacting me today regarding oyster restoration projects in the City of Sebastian area of the Indian River Lagoon in Indian River County. I understand that you have been tasked by the City of Sebastian to explore feasibility of performing oyster restoration within the City of Sebastian's limits. As I mentioned during our telephone conversation, there are numerous entities that have successfully installed oyster restoration projects in the Indian River Lagoon. Two possible contacts for you to discuss project location and specifics regarding your future project would be with the Ron Brockmeyer of the St Johns River Water Management (SJRWMD) or Brian Sharpe with the Florida Department of Environmental Protection (FDEP). Both FDEP and SJRWMD (along with University of Central Florida, University of Florida and others) have successfully installed oyster mat projects and oyster reefs have developed. Once you have the details to the project site selected you will need to obtain authorization for your project from the Corps (and appropriate state entity, either FDEP or SJRWMD). The submittal will need to include the following: 1) Application 2) Exhibits on 81/2 by 11 inch sheets. a. Vicinity map with local road names to the project site. b. Plan view (for each project location, if different project locations are proposed) with location of existing fixed features (roadway, trees, etc), approximate mean high water line, existing emergent and submerged vegetation, water depths, location of proposed project, dimensions to proposed project (length, width, and height), type of materials to be used, installation method, cross section location. c. Cross section of the project which includes existing and proposed conditions with dimensions. 3. Please explain in detail how the project will take place. Include all materials that will be used to install the project and the following information: a. how you will access the site, b. staging of equipment and materials, c. full description of all types of equipment and materials that will be used to install the project, (how you will carefully hand place the materials, etc...) d. anticipated duration it will take to perform the proposed project, e. anchoring mechanisms i.e. if PVC piling or anchoring mechanisms including size, the number of piles that will be installed, complete details regarding how the piles will be installed into the substrate, IF applicable (if you are using the doughnuts then the PVC piles are not applicable) f. noise factors (if any) during installation, g. time of day that the project will be performed, h. full description of all in water vessels associated with the project, turbidity control devices j. describe the substrate and approximate water depths the project is located in k. describe measures that will be taken to avoid impacts to manatees, swimming sea turtles and Smalltooth sawfish I. location of any navigable channel Please be sure to describe the substrate that the project will be placed on and the location of emergent and submerged aquatic vegetation (SAV), with the distance away that any emergent and SAV is found.
