Jordan: I have prepared a memorandum which I feel covers the meeting we had at the City of Sebastian on November 17, 1969. Vocelle MEMORANDUM re: Meeting - City of Sebastian General Development Corporation City Hall, November 17, 1969 It is called to the General Development Corporation's attention that unit numbers 14, 15, 16, 17 and 18 have not been filed and recorded on record. However, various lots have been sold on said units contrary to the ordinance of the City of Sebastian. It was understood that: 1. General Development Corporation would arrange a meeting in the very near future with the Florida State Board of Health for the possible uniform rules and regulations of septic tanks by the State Board of Health and said meeting to be attended, if possible, by the City of Sebastian 's engineer. 2. The proposed unit numbers 14, 15, 16, 17 and 18 would be completely reformed to comply with the rules and regulations of State and County health departments, and also with recommendations of the City engineer and City attorney. 3. General Development Corporation would immediately cease further sale of lots as contained in unit numbers 14, 15, 16, 17 and 18, and that they would rectify any complaints with the property owners. Jordan: We are holding for final filing the record plat (linens, mylars and prints), performance bond, opinion of title and filing fee for Sebastian Highlands Unit 14 according to Ordinance No. 179. Lloyd, City Engineer Re: Sebastian Highlands, Unit 14 Gentlemen: ROBERT F. LLOYD REGISTERED CIVIL ENGINEER 3535 REGISTERED LAND SURVEYOR 944 TELEPHONE JO Z-4112 1 6 3 5 Z O T H STREET VERO BEACH, FLORIDA 3296❑ It is my recommendation that these plats be held in abeyance due to the fact that the County Health Department has promul- gated new regulations as to lot sizes and septic tank permits. In view of the fact that these lots would not comply with the current regulations, it will be necessary to revise all lots to meet these requirements. In this event, this office would be required to review the plans the second time and the cost to the City would be twice as much as it should be. I have attended several meetings with the County Commissioners and the County Health Department in which these problems are being discussed and attempts being made to resolve it in an equitable manner.
