Re: 1969 Road Construction
in Sebastian Highlands
General Development Corporation plans to start construction of streets and
drainage facilities portions of the plats of Sebastian Highlands Units 2,
3, 4, 6, 8 and 14 mmediately. For accounting purposes we have divided the
work areas into Work Releases D02, D03, D04, D05 and D06.
The following plans are transmitted herewith for your use. If you need additional
prints please advise and we would be happy to supply them.
1. Paving and Drainage - DEVELOPMENT PLAN - Sebastian Highlands Units 2, 3 and 4,
(being also Work Releases D02, D04 and D05) consisting of seven sheets.
2. DEVELOPMENT PLAN - for a portion of Sebastian Highlands Unit 14, (being also
Work Release D03) consisting of seven sheets.
The plans for portions of Sebastian Highlands Units 6 and 8 (being also Work
Release D06) are in the final design stages and will be sent to you as soon as
they are available.
All testing will be performed by Pittsburgh Testing Laboratory. Mr. John
Harllee, P.E. is the Engineer in charge for Pittsburgh. I am, by copy of this
letter, requesting that Mr. Harllee provide your City Engineer, Mr. Lloyd with
copies of all tests made on the road construction.
Mr. Vaughn Arthur, 1120 S. E. Port Malabar Blvd., Palm Bay, phone 723-5020, will
be the G.D.C. Construction Superintendent on this work. Mr. L. N. Clements,
1120 S. E. Port Malabar Blvd., Palm Bay, phone 723-2911, will be the G.D.C.
representative in charge of Quality Control. I am, by copy of this letter,
requesting that Mr. Clements contact Mr. Jordan to determine necessary notifi-
cation procedures for the various phases of construction.
It is anticipated that work will progress in the following sequence:

The clearing, rough grading, pipe installation and ditch construction phases
of the work will be performed under contract by Roy F. Roberts and Sons,
P. 0. Box 1716, Titusville, Florida. This work will begin as soon as the
Contractor can mobilize his equipment.
G.D.C. forces will do the Soil Cement work.
Paving and grassing will be done by contract.
If there is any further information you require on this project, please advise.
