Re: Unit #12, formerly Unit 1416
Sebastian Highlands
Dear Mr. Seeley:
A matter pertaining to Unit 1412, formerly Unit #16, of
Sebastian Highlands, has been called to my attention by the
City of Sebastian and I was requested to communicate with
you regarding the same.
According to the official records of the City of Sebastian,'
at a special meeting held on May 21, 1965, tentative approval
was given to General Development Corporation to submit a plat
of a portion of Unit 016 for recording, subject however to
the following recommendations of this office as City Attorney:
(1) A tentative plat . a furnished - for ,re iew .tby t e Z ning�

(3) Abandon sufficient lots so as to have fire breaks eachh�
800 feet to comply with all fire regulations;

(5) General Development Corporation to dedicate 27 feet for
road right of way in front of the entire area,

On January 10, 1966, at a meeting of the Sebastian City
Council, upon motion made Units 11 and 12 of Sebastian High-
lands were accepted for recording. It was my understanding
that a portion of Unit 16 was designated as Unit 12 for
reasons of numerical sequence.
As you may recall, this entire change of zoning of this C✓� �; a,t�%'
portion of Unit 16, now Unit 12, was referred to the Zoning
Commission of the City of Sebastian. According to City
records, the present zoning of this unit is R-1 Residential.
It is my understanding that General -Development Corporation
desires to change this zoning to'C-1 Retail',
The purpose of this letter is to advise you that after
reviewing this entire matter with the City Clerk of Sebastian,
we find that the City records still show this area zoned
R-1 Residential. As you know, according to the Charter of
the City of Sebastian, a request for change in zoning is first
referred to the Zoning Commission, then heard at a public
hearing and decided upon by the City Council. I am sure that
your company desires to do this.
With reference to the above enumerated seven items, the City
Clerk advised me that some have and some have not been complied
with. It would be my recommendation that we review this at
an early opportunity, together with your Engineer and the City
Engineer. I might also state that General Development Corpora-
tion has suggested an annual meeting with the City Council of
the City of Sebastian and other City officials, together with
officials of General -Development Corporation, to review plats
and bonds and various other matters. I would suggest that we
hold this annual meeting in the near future and include the
subject matter of this letter for discussion and review at that
time.
