My or LE q T�1V HOME OF PELICAN ISLAND VETERANS ADVISORY COMMITTEE MINUTES MONDAY, DECEMBER 1, 2014,3:00 PM CITY COUNCIL CHAMBERS 1225 MAIN ST, SEBASTIAN, FL Chairman Newland called the Veterans Advisory Committee to order at 3:00 p.m. The Pledge of Allegiance was recited. ROLL CALL Present: Wayne Newland, Member of American Legion - Chairman Jerry Peeler, Commander of American Legion Barney Giordan, Alternate Member of American Legion Absent: Michael Heashe, Commander of Veterans of Foreign Wars (VFW) Frank Cutrone, Member of VFW Alternate Member Representing VFW Member Representing Ladies Auxiliary Also, Present: Joe Griffin, City Manager Jeanette Williams, Recording Secretary 4. APPROVAL OF MINUTES August 4, 2014 Meeting MOTION by Mr. Giordan and SECOND by Mr. Peeler to approve the August 4, 2014 meeting minutes carried with a voice vote of 3-0. ii. October 6, 2014 Meeting MOTION by Mr. Giordan and SECOND by Mr. Peeler to approve the October 6, 2014 meeting minutes carried with a voice vote of 3-0. 5. OLD BUSINESS Veterans Memorial Monument Chairman Newland said he recalled discussion that the City might pay for a small plaque in front of each of the stones. Veterans Advisory Board Meeting December 1, 2014 Page Two The City Manager said he remembered one of the board members was going to provide an update and he wanted to see what the City's part would be in the update. Chairman Newland noted the VFW Commander is interested in one large plaque. Motion to remove from table adding informational signs to existing monument area The item remained tabled until the interested members are present. ii. NEW BUSINESS Update on Pearl Harbor Day - December 7, 2014 Mr. Peeler said he is inviting two Indian River County Pearl Harbor Veterans to attend the ceremony. Mr. Gordian asked that a proclamation be prepared for December 7`h ceremony by the Mayor. The City Manager offered to have one prepared. 7. MEMBERS MATTERS Mr. Gordian announced the "Veterans in the Classroom" program designed by the VFW, the American Legion and Veterans Council that provides history, Viet Nam Conflict information, and personally introduces veterans to the students in the local schools. He reported the program has been well received and they have many "thank yous" from the students. 8. OTHER MATTERS The City Manager said at the last meeting, Teresa Wright noted the unsightly condition of the Veterans Memorial so he had some landscaping and concrete work completed at the site. He noted there are plans to replace the fiberglass flag pole with an aluminum one and asked for the public's help in keeping the site sacred. Board members thanked the City for the improvements. VFW and American Legion Sewer Connection The City Manager reported there is an Indian River County Utilities proposal to design a $50,000 connecting line from the force main up to a duplex lift station for both facilities. He said Indian River County Utilities is offering to pay the $12-13,000 construction leaving the two facilities to pay the $16-17,000 impact fee; and the Sebastian's Community Redevelopment Agency Wastewater Hook Up Grant Program to pay the $50,000 design. Mr. Gordian asked for a write-up of the proposal to use in seeking outside grants. 3:29 pm Veterans Advisory Board Meeting December 1, 2014 Page Three In response to Mr. Peeler, the City Manager reported that the second reading of an ordinance to allow flea markets to be held within City limits was scheduled for December 10`h. He noted veterans may want to attend the public hearing. 9. Being no further business, a MOTION was made by Mr. Giordan and SECOND by Mr. Peeler to adjourn the Veterans Advisory Board meeting at 3:31 p.m. 0 Chairman Wayne Newland Date
