In reference to your letter of April 18, copy of which is
attached hereto, I have been in contact with our Chief
Engineer, Mr. R. A. Bluem of our Miami Office, and he has
instructed me to inform you that we are unable to provide
relief at this time.
The only solution to the problem would be to extend the ditch
into the Trans -Florida Railroad Company property which parallels
the ditch and lies between it and Fellsmere Road. We have
contacted the owners but they were unwilling to enter into
any agreements nor grant any permissions.

Dear Mr. Rosskamp:
During our conversation on Friday, April.14, I mentioned the
fact that the Fellsmere drainage ditch is cutting through
the various pieces of property along Layport Drive back
against that ditch. At the time, I stated that there are
people who own property of which a portion is not usable
(in some instances, as much as 25 feet) because of the im-
proper alignment of the ditch.

be handled by someone else in your company and we shall, there-
fore, appreciate your advising the name and location of the
individual with whom we may review this problem.

that you reviewed the conditions with Mayor Flood.
We addressed Mr. Rosskamp on April 18 after his inspection.
Followed up on May 4 and addressed Mr. Allen on June 28 regarding
Robert property at 461 Layport Drive.

problem on Layport Drive.
If you will give us the lot and block numbers involved
in this problem, we will notify the Land Develop-
ment people, who are in charge of the work in Sebastian,
to see how it can be corrected.

Dear Me. Rosskamp:
Further referring to our inspection of the drainage ditches
on SW Layport Drive, across from the Schanz property and along
the Roberts property, that ditch and those adjacent to it
should be cleaned out and properly graded so that the water
will have no trouble finding its way into Collier Creek.
in this instance, too, we shall appreciate your letting us
know when the situation has been corrected.
