Phelan City Clerk FLP/ec Enc1 /977 a ,�.t .62�.Z A �-AG YS177 Inspection of Unit 2 of Sebastian Highlands is for the reworking of the roads and ditches as per contract with the City of Sebastian. Traveling along Wimbrow Drive we find that the shoulders have been dressed out to the right of way, grassed and seeded, and the grass is sprouting rather well. We would like some assurance from the developer that more than rye grass has been planted in this area. We are now proceeding to Layport Drive and Barber Street. On Layport Drive, between Ervin and Lawson, there is a cross ditch that the shoulder is very narrow there and the head -wall should be marked so the motorist will not run off into the ditch. The cross ditch between Ervin and Braddock, on Layport Drive, -- the outfall ditch is still in need of cleaning. It doesn't even look like it has been mowed and I call your attention again to the head wall which needs to be marked for the motorists. Between Braddock and Badger - the cross canal drainage ditch is in need of cleaning and the same with the headwall. At the intersection of Layport Drive and Lawson Street, the shoulder is very narrow and very dangerous. This shoulder should be wide enough with the fore -slope flat and the back -slope steeper, if necessary, to provide shoulder. If the shoulder is to be less than 8', it is my considered opinion that some safety measures or devices should be placed - reflectors, post or something - for the general public's protection. Just north of Ervin Street on Dempsey Avenue there is a cross ditch to the south that has not been cleaned, at least to the several houses built over on the other street. This ditch is in dire need of maintenance. I am at the intersection of Dempsey and Ervin Street. Ervin Street is acceptable with the exception of the shoulders which are very, very narrow and very, very dangerous. Something has to be done. At the intersection of Braddock and Layport - Braddock Street seems to be acceptable. I am at the intersection of Dempsey Avenue and Badger Street - Badger Street is acceptable. I am at the intersection of Layport Drive and Vickers Street - Vickers Street does not seem to be draining very well. We are here in a rain of considerable magnitude and the water should be moving rather rapidly and it is hanging up in the south end. I think that the first driveway pipe, which was lowered two years ago, has not been lowered properly and I think this ought to be adjusted. I am at the intersection of Dempsey and Sembler Street - Sembler Street is satisfactory. Collins and Layport - south on Collins. The drainage seems to be satisfactory and the shoulders are a little narrow. Am now at the intersection of Wallis Street on Collins - Collins seems to be satisfactory. Am proceeding to the intersection of Vickers and Gay Street. Gay Street, in my considered opinion, is not acceptable because the ditch on one side is much deeper than is necessary and it could be raised with a drop catch basin at Vickers. As you know, this has been a very sore point of contention and it is my feeling it should be corrected. At the intersection of Layport and Fleming, on the south side, there is water hanging on the street and I think the shoulder needs to be dressed out to let the water out of the street. Proceeding along Layport in an easterly direction, at the intersection of Layport and Frink, and proceeding west along Frink. Frink Avenue seems to be acceptable and from my observation the rear lot ditches have been cleaned. Am proceeding to the intersection of Fleming and Taylor Avenue and proceeding along Taylor Avenue - Taylor Avenue is acceptable and am proceeding along Layport to Fleming Street, I observed the rear lot ditches have been cleaned but on an annual basis, it is my feeling that they are going to have to be herbicided to keep the growth back or these will not operate over a long period of time. Between Saunders and Fleming Street, the ditch on the rear going north, apparently some of the weeds have been cut but it doesn't look like the thing has been regraded. It is my understanding that the Malalucca's that were existing along here were just cut back and the tops hauled away. This is not satisfactory. I think the developer has to show the city: (1) that they will either come pull the stumps out and kill everything in there, or (2) paint the stumps with some material that will kill the trees so they will not be propogating when the city takes over. Proceeding north on Saunders from the intersection of Wimbrow Drive - the drainage ditch on the left hand side has not been touched. The first cross ditch on the right hand side - apparently some of the shrubbery has been cut out but the thing has not been graded or the blockage taken out. We are here in a heavy rain and the water is just potted in there. Turning right on Lake Drive off of Saunders - Drainage ditches on the rear between Michael and Saunders - the shrubbery has been cut away but no effort has been made to re-establish this ditch as it was originally. Intersection of Lake Drive and Michael Street and proceeding south - intersection of Michael Street and Wimbrow and proceeding south at the intersection of Wimbrow and Futch Way, proceeding easterly along Futch Way. Lake Drive and Futch Way. Futch Way seems to be acceptable. At the intersection of Wimbrow and SR 512, the repr lot ditch parallel with SR 512 seems to be in good condition. On Wimbrow Street, just beyond Taylor, there looks to be about an 18" culvert under the road across diagonally, the thing is completely blocked with sand. It does not connect with the ditch. Just beyond it and on the opposite side, it appears that it would have to be on private property where the ditch is being re-routed. I think this whole intersection will have to be looked at. It is not acceptable in its present condition. At the intersection of Fleming and Vocelle, and proceeding along Vocelle in a westerly direction - at the intersection of Wentworth and Jordan and proceeding in a westerly direction - On Jordan just above Smith, on the left hand side, it needs to be regraded. it would be impossible for a machine to get in there and mow this after the city accepts it. -2- On the right hand side, just beyond Smith, there is water laying on the pavement - apparently the shoulders need to be dressed off. Between Jordan and Foster Street, on the left hand side, the main rear lot ditch is clean and flowing, but the street drain going into it is all obstructed. On both sides of the street, the ditch needs to be reworked. At the intersection of Foster and Barber, am going east - on the left hand side a new cut Dee Ditch (?) has not been set to grade, the end at the rear lot ditch is higher than at the road, and the road drain doesn't drain into the cross ditch. There is a large patch of torpedo grass right in the middle of the road. I think this ought to be cut out and replaced. Right at the intersection of Foster and Wentworth Street on my left, apparently equipment has been unloaded on the edge of the pavement that has this swale all messed up and 'needs to be regraded and dressed out. Foster Street, with the exception of the comment, seems to be acceptable. The guard rails between Foster and Doctor are excellent; however, it is suggested that a reflector be placed on the right hand side so the driver at night can see this. if possible, the developer should consider a reflective tape on the ends of those. At the intersection of Doctor Avenue and Wentworth Street, proceeding in a westerly direction. The guard rail on the left hand side is excellent; however; they ate not the same elevation and it is suggested that either one be lowered or one be raised. It is also suggested again that some reflector material be placed there for night drivers. In getting out and inspecting the guard rail, it appears the guard rails are approximately the same elevation; however, they do seem to be low. The rear lot ditch on the right, just before we get to Barker, the rear lot ditch does not seem to be operating. There is trash in it next to the road, and it is dry at the far ends. Having completed Doctor Avenue, I am at the intersection of Beard Street and Barker Avenue and am proceeding easterly on Beard Street. The cross ditch right and left off Beard Street, the one at the right seems to have some high spots in it and this is pretty sloppily done and it needs to be corrected. Having completed Beard Avenue, I am now at Wentworth Street. The road seems to be acceptable, except the comments made. At the intersection of Wentworth Street and Rose Avenue - proceeding north along Rose Avenue seems to be fairly good at the intersection of Rose and Kane - there is a little water laying on the left hand side of the street. I think the shoulder is a bit high there and needs to be taken down for flow control. Proceeded to the intersection of Kane Street and Beard Avenue - proceeding south along Kane Street - the first cross ditch to the left is the way most of the ditches should look. They have been laid back with motor patrol - the intersection with the ��yca.'Cft on Kane Street has not been tied up and this water backed up. The rear lot along Rose and Hall are satisfactory. The rear lot ditch in the block between Hall and Cody had been cleaned out but the work is not good. It is very rough and a motor patrol should be sent back in there to straighten it up. Proceeding to Wentworth - Cody just off of Wentworth - there is a cross pipe in here that the pipe seems to be stopped up. I got out and looked through it and I cannot see. The cause is heavy dirt in one end. -3- Between Dale Circle and Oswego Avenue there is a cross ditch. This ditch has been very poorly cleaned out and I also question whether it should have guard rails on it. At the intersection of Cody and Wentworth Street and proceeding east alon g Wentworth - the guard rails - suggest they have some more reflectors. Off Wentworth, just before the intersection of .Vocelle back at Jordan, there is some pavement there that has grass in it - disrupting pavement and grass will have to be killed - problem is that pavement will have to be removed and patched. Finishing Westworth Street - going left on Vocelle to Smith - on Vocelle, just before Joy Street, apparently a new ditch has been dug off to the left and it is done with verticle shoulders, no side slopes. Those shoulders should be sloped back. At intersection of Smith and Vocelle - this side of this intersection is completely inundated. I think the drain swale back to the east has got to be pulled out with a motor grader. The same applies to the west side. Both of these intersections have got to be pulled around to the rear lot ditch which lies between Vocelle and Barker. However, there is no rear line in this area and between Smith and Jordan apparently a motor patrol has been working in the area and has plowed up the shoulder and it needs to be dressed out again. This drainage off this intersection will have to be taken care of. Smith Street seems to be satisfactory to Doctor. At the intersection of Doctor Street; however, in one place the grass has deteriorated the pavement, the head -walls or the cross pipe - just before you intersect Doctors Avenue - the ditch is relatively deep and the fact that guard rails should also be placed here. All guard rails should have reflectors put on the ends to warn the drivers. At the intersection of Barker Street and Beard Avenue, and proceeding in a southerly direction - at the cross ditch that we crossed just prior to the intersection of Cody, apparently the machinery working there has left the shoulders in very poor shape and have obstructed the drains. They should have graded the shoulders off along the road. At the intersection of Cody and Barker Streets - completing inspection of Barker Street. This completes the inspection of Unit 2, south of Vocelle Avenue. We are now going to inspect the area bounded by the Fleming Grant on the North, Fleming Street on the east and Lake Drive on the south, Unit #2. We are now at the intersection of Fleming and Grant Avenues, and are proceeding southwesterly along Grant Avenue. The first cross ditch on Grant Avenue on the right hand side has not been cleaned and on the left hand side has been cleaned. This needs to be cleaned. At the same place, the first cross drainage canal on Grant Street, on the left hand side just beyond the cross drain, there is water standing 4" or 5" deep in the swale. The reason for this is that the inlet end of the ditch has not been cleaned. --Beginning this whole project the prior comments are to be deleted - We are beginning this project at the intersection of Wimbrow Drive and Lake Drive and proceeding about 150' north of the previously mentioned intersection on the left hand side of the head -walls have been hit and have to be repaired and also some earth filled in around the end of the head -wall because the water is running around the end and eroding the material behind the head -wall. At the intersection of Ellingson and Wimbrow Drive, and proceeding east along Ellingson. On Ellingson, between Fordham and Warren: Street on the left hand side - or east side, there apparently has been a swale put thru the back, apparently there has been no grade established on the thing and it looks like it has been done with a pan. There is no back slope, it is vertical and this will have to be dressed out. Hazel Street on Ellingsen - apparently the rear lot ditch on Ellingsen hasn't had anything done to it other than mowing. This whole intersection apparently has been damaged. It looks like cement has been dropped on it. I don't know what's wrong with it. Finished Ellingsen Street intersecting Peterson Street, proceeding to Stephenson. At the intersection of Peterson and Stephenson Streets, proceeding west between Warren and Fordham Streets, there is a cross ditch. The pavement base has been repaired apparently, but there is no wearing surface. At the intersection of Warren and Stephenson - proceeding to Grant Avenue. At the intersection of Grant Avenue and Warren Street - proceeding to the right on Grant to the intersection of Fordham and Grant Avenue - and proceeding south along Fordham. At the first cross ditch we questioned the location of the ditch because it couldn't lie parallel within an easement. Fordham Street, between Chester & the cross canal on the right hand side - there is water up on the road and there is no need for this because the cross drain ditch is deep enough to take it. This needs to be dressed out with the motor patrol and the grade reestablished. I am at the intersection of Fordham and Ellingsen Avenues and proceeding to the intersection of Warren and Ellingsen. Proceeding along Warren Street in a northerly direction to the intersection with Wimbrow Drive. At the intersection of Spire Avenue and Warren Street, and going west on Spire - the cross ditch between Warren and Thomas Strecc has not been maintained. The only thing that has been done is the grass has been cut. At the intersection of Spire and Mark Street, proceeding on Mark Street - there is water standing in the intersection of Mark Street and Grant Avenue. You will also note that the shoulder is higher and it is puddling water in the southeast corner. Proceeding to the intersection of Thomas and Grant, and proceeding along Thomas Street in a southerly direction and at the intersection of Spire and Thomas Streets, and at the intersection of Grant Avenue and Wimbrow Drive, proceeding along Grant Avenue - the first cross ditch 100 or so feet from the intersection as named, the ditch is quite deep. There should be some marker put up there. I am on Grant Street, just before we intersect Fordham, there is a cross ditch that is quite deep and needs protecting. However, we question the location of the drainage ditch as shown along here. There are stakes that have been marked "center line of ditch 0 + 00" and there is no way that the right of way as a straight line, can the ditch lay within the right of way. We also note that about 85 to 100 ft. northeast along Grant Street, on the other side of the driveway there is a great puddle of water and there is no need for this because the water in the ditch is some 4' below the street grade. Water laying in the ditch on the right hand side is not moving between Benchor and Fordham. The same applies from Benchor and Orange Streets - on both sides of the road there is water laying in the ditches and it hasn't rained here for several hours. -5- That completes Grant and we are now at the intersection of Herndon and Orange Avenues and proceeding to the intersection of Orange Avenue and Benschop Street in a southerly direction. The cross ditch on Benschop is of great concern. To the left we notice about a 24" culvert with no flow and to the right the culvert is submerged, yet we have tried to trace this out and find that it doesn't drain to the north and there has to be something wrong there. The guard rail at this point seems to be placed very oddly. It doesn't line up and I can't understand it. At the intersection of Chester Avenue and Benschop. - At the intersection of Chester and Herndon Street.- proceeding on Herndon Street in a northerly direction there is water laying on both sides of the street up to the cross drain. It is not reasonable because there is enough fall that this water could be drained off. I'm at the intersection of Orange Avenue and Herndon Street - proceeding to the intersection of Grant and Benschor and proceeding in a southerly direction, there is water laying on both sides of Benchor and it is not moving. It is stagnating. At the intersection of Benshor and Chester Avenues, and proceeding to the intersection of Chester and Fordham, proceeding east. I am at the intersection of Fleming and Chester Avenues.
