Ken Miller General Development Corporation 2095 SW U.S. 1 Vero Beach, Florida 32960 , Dear Ken: I want to thank you for dropping off the plans and specifications for the renovation work to be done in Sebastian Highlands. In going over the specifications, I do not see any mention of pavement removal where there has been a heavy infestation of Torpedo Grass. Herbiciding these areas will provide little, in the way of permanent repair. On the separate sheet you provided of Phase I, Unit 2, it appears gen- erally, that the drainage will operate. There are several places that do not seem proper. At the Southwest corner of Lot 41, Block 110, the invert is 19. 05. The driveway in Lot 20 has an elevation of 19. 55, and the culvert just be- yond, at the Northwest corner of Lot 20 is 19. 15 - 550' average, and . 10 higher. It is my feeling that although this drainage as depicted will function properly,. if properly constructed, a true picture can not be gained as the inverts of the existing swales are not shown. To my certain knowledge, there are swales in this area that have been dug unnecessarily deep. These unnecessary deep swales could be raised and the effluent from same be directed into the ditch at a lower elevation by the use of a drop inlet or rip -rapping the flume. Your typical section does not limit or designate the ditch slope. I would appreciate your limiting the slope to assure stability. The typical sec- tion shown with 4 foot and 6 foot shoulders are not desirable. It is suggested that a very stable material be used in constructing these shoulders, as if sand is utilized, it will block the adjacent drainage swale :4. -he first time we have a heavy rain, or a car leaves the roadway.
