Pursuant to attached letter, I have discussed the Street
Drainage situation with Mr. Mark Baggett, Engineer for
the project. He will comply with criteria established by
this office.
I have suggested that they proceed with filling the ditches
and shoulders to make the streets safe and passable, prior
to the completion of the drainage plan.
Mr. Baggett and I have a meeting scheduled for Monday at
which time we hope to resolve the maximum swale depth
that will be permitted. It is anticipated that this figure
will be between 18 and 24 inches below the edge of the pave-
ment.

Attention: Mr. Mark Baggett, P. E. Manager, Engineering
Dear Mr. Baggett:
I am in receipt of your sketch forwarded to the City of Seb-
astian on October 31, 1975.
I would first like to comment on our meeting with Bob Blem
and others of your organization on our recent field trip to
the project. As you will recall, I insisted that the criteria
for the renovation of these ditches was as follows:-

1. That adequate shoulders be provided for safe driving.
2. That the slope be flat enough so they can be maintained
with equipment, mowed, etc.
3. That adequate drainage be provided.
4. That the swales be shallow enough that they will be
swales and not ditches.
On several of your cross sections you indicate that the back -
slope of the ditch is layed over on private property to which
we have no objections provided we have an easement for the
maintenance of these slopes after they are accepted by the City.
As you can appreciate, the City without such right of easement
would have no drainage if the property owner elected to fill his
property and the swale.

Dear Mayor Cragg:
We understand that there is some opposition to the road cross-sections
submitted to you in our letter dated 10/31/75.
There are, of course, alternate solutions.
1) We could flatten out the ditch grades to as little as .005%, to
lessen the ditch depths, then drop rapidly the last few feet.
2) The proposed shoulders of 8' could be reduced to 4' or 6' to
avoid excavation beyond the right-of-way.
3) If you approve, we could utilize the existing road pipes as in-
verted siphons.
We would appreciate it if you would take this up with your City Engineer
and advise us of approval.

Re: Sebastian Highlands, Unit 2, Phase I
Dear Mayor Cragg:
In accordance with the recent discussion with Mr. Flip Lloyd,
and GDC Personnel, GDC proposes to reconstruct the roadway
cross-section in Phase I per the attached cross-sections.
If the City Council approves, we propose to have finished plans
completed by November 10, 1975 and start construction November 14, 1975,
weather permitting.
