Attached hereto is copy of letter to Bob Rluem requesting information
on his letter of March 29, 1971(copy attached).___
It is getting more difficult to explain to the councilmen why
they should have additional meetings with your staff when they
do not get promised action from the Engineering Department. I
send this letter to you as our personal liaison hoping that you can
explain to Engineering that when they make promises to the City
Council in writing that if the action cannot be accomplished, at
least a explanatory note should be furnished.
We are endeavoring to amintain friendly cooperative relations but
it becomes more difficult when incidents of this nature arise.
Any help that you can tgive me on this project will be appreciated.

Dear Mr. Sluem:
At our workshop meeting on May 5, 1971 queries were made by all
of the councilmen pertaining to your letter of March 29, 1971
(copy attached). The councilmen were upset, especially over
paragraphs 2A and 4. They cannot understand why the promisod
actions had not been taken on these items.
Any information you cern furnish will be appreciated.

Dear Colonel Jordan:
ConfirminJ our agreement of work to be accomplished in Sebastian Highlands, I
submit the following schedule:
1. Bridge Repairs: The undermining of the approach walk on the northeast
quadrant of the Fleming Street Bridge shall be corrected by backfilling and
reconstruction of the retaining well beginning about April 5th with an expected
job duration of one week.
2. The problem of aquatic weeds has been turned over to :Sir. Sid ;Jells of
General Development Utilities who will contact the City directly with scheduling
and methods.
2a. The re -installation of flashboards in the Collier Creek dam has been ordered
and should be accomplished by April 5th. The recommendation of sandbagging the
culverts under Fellsmere Road is being studied and a report as to feasibility
shall be given to the City by April 5th.
3. Repairs to Fleming Street caused by G.D.C. construction shall be repaired
during the present paving operation which is expected to continue through May 15th.
4. Corrections to drainage in Unit 2 will be accomplished by the regrading of the
swales and adjusting of pipes where necessary. It must be noted that even with
regrading total and immediate runoff will not be possible because of flat land,
'nigh water levels in Collier Creek and rapid vegetative growth; in St. Augustine
lawn will hold 1 inch of rain until evaporation.
5. The relocation of Layport Drive was caused by survey error in 1951. Its
correction was ordered to allow for house construction. Through oversite, notification
to the City was not made. Steps have been taken to prevent future oversites.
6. Tile connector of Schumann Drive and the reapirs required because of utility
construction will be made during the paving operation.
On Wednesday March 31st, I will meet with you at the City gall at 10:00 a.m. to
explore with you the possible solutions to the complaint of loose stone on the
streets within Unit 1.
