ALSO NOTICE AT THE NORTH END AT THE BEND THE AMOUNT OF PATCHING DONE JUST RECENTLY. DRIVING DOWN COLUMBUS STREET STARTING AT THE NORTH END PHOTOGRAPHS ARE BEING TAKEN AS WE COVER THE ENTIRE LENGTH SHOWING THE HORRIBLE CONDITION THAT EXISTS ON THIS PARTICULAR STREET. PAY PARTICULAR ATTENTION THAT THERE IS VERY LITTLE ASPHALT ON THIS STREET. WE HAVE TAKEN MARL AND TRIED TO PATCH HOLES. THE WHOLE THING SHOULD BE RE -SURFACED WITH ASPHALT. AT THE PRESENT TIME THE MARL KEEPS PEOPLE FROM DROPPING INTO POTHOLES. WE ARE APPROACHING MANGO STREET. YOU WILL NOTE WE PICK UP SOME ASPHALT, BUT ALSO NOTE THAT AMOUNT OF PATCHING THAT GOES ON IN THESE AREAS. WE WENT OVER THIS STREET A MONTH AGO. SINCE THAT TIME NEW HOLES HAVE DEVELOPED OVER THE ENTIRE LENGTH. THIS IS NOT A HEAVILY TRAVELED STREET AND NOT MUCH CONSTRUCTION BEING DONE THERE SO IT CAN'T BE SAID IT WAS DONE BY HEAVY EQUIPMENT BEING USED ON THE STREET. WE HAVE A VERY SMALL STRIP HERE IN FAIRLY DECENT CONDITION. WE ARE APPROACHING ANOTHER AREA WHERE WE HAVE PUT TONS AND YARDS OF MARL TO MAKE IT PASSABLE FOR PEOPLE LIVING IN THE AREA. THE CONDITION OF THE ROAD IS VERY OBVIOUS. THERE IS VERY LITTLE ASPHALT AND THE SHOULDERS HAVE FALLEN AWAY FROM BOTH SIDES OF THE ROAD AS WE HEAD SOUTH ON COLUMBUS. APPROACHING THE INTERSECTION OF COLUMBUS AND LIME, THE ENTIRE LENGTH OF THE STREET HAS BEEN RATHER A ROUGH, BUMPY RIDE DUE TO THE CONDITION OF THE STREET ITSELF. NOTE THE AMOUNT OF PATCHING DONE ON THE SOUTH END OF LIME. WE ARE TRYING TO SHOW SOME OF THE CONDITIONS EXISTING ON THIS PARTICULAR STREET. APPROACHING THE SOUTH END GETTING READY TO TURN INTO EASY STREET. THIS PORTION OF THE STREET HAS NO DOUBT BEEN RE -SURFACED BECAUSE IT IS IN FAIRLY DECENT CONDITION. APPROACHING THE INTER- SECTION OF COLUMBUS AND EASY, WE WILL TURN RIGHT. AT HIBISCUS AND FLEMING WE ARE RUNNING TESTS ON THE DEPTH OF THE ASPHALT PUT DOWN ORIGINALLY. ONE OF OUR EMPLOYEES IS HOLDING IN HIS HAND A PIECE DUG OUT OF THE SIDE OF THE ROAD. YOU WILL FIND 1/2" ASPHALT. WHAT IS BEING HELD OUT IS MARL PLACED PREVIOUS TO ASPHALT BEING APPLIED TO THE ROADWAY. THIS SHOWS THE CONDITION OF A PIECE OF THE ROAD. WE ARE DIGGING INTO SAND AND THE SMALL LAYER OF MARL GIVES AN INDI- CATION OF THE TYPE OF BASE PLACED ORIGINALLY ON THIS. THERE IS 1/2" ASPHALT, 2" MARL WITH SAND BASE. AT THE SAME INTERSECTION PANNING DOWN ALONG THE ROADWAY SHOWS THE AMOUNT OF ASPHALT PLACED ON FLEMING TO CORRECT THE POTHOLE PROBLEM. THIS IS NOT JUST ONE LOCATION. IT'S A CONTINUOUS OPERATION FROM FLEMING TO 512. THE PIECE OF ASPHALT IS 1/8" AROUND THE EDGE WHERE HIS FINGERS ARE ALL THE WAY AROUND TO APPROXIMATELY 1", MAYBE A LITTLE MORE. BASE IS MOSTLY SAND AND A LITTLE BIT OF MARL MIXED IN TOGETHER. WE ARE NOW SHOWING DEPTH OF MARL RUNNING FROM 2 TO 3" BELOW THE MARL BASE, NOTHING BUT SAND AGAIN. NO LIME ROCK BELOW THE MARL. WE ARE DOWN APPROXIMATELY 12 TO 14" IN DEPTH. CAN FIND NO LIME ROCK. LAKE DRIVE BACK IN THE SOUTH END OF FLEMING. HERE AGAIN WE HAVE REMOVED ASPHALT FROM CORNER OF THE INTERSECTION, IN ABOUT 20', AND IT INDICATES NO MORE THAN 1/2" OF ASPHALT, ANOTHER 2-3" OF MARL. THIS CONDITION SEEMS TO EXIST ALL OVER THE AREA WHERE WE HAVE BEEN WORKING. VERY LITTLE ASPHALT - 1/2" TO 3/4". NO LIME ROCK BENEATH IT. OUR EMPLOYEE IS SHOWING WITH HIS POCKET KNIFE HOW HE'S PEELING ASPHALT FROM THE PIECE WHICH CONSISTS OF 2-2-1/2" OF MARL AND CONTAINS SAND FROM THERE ON DOWN. AFTER YOU GET DOWN ABOUT 3" ON BASE, THERE IS NOTHING BUT SAND. APPROACHING FRIAR COURT, WE ARE TAKING PICTURES TO SHOW THE CONDITION ON BOTH SIDES OF THE ROADWAY HERE. THIS IS SUPPOSED TO BE MAINTAINED BY GENERAL DEVELOPMENT CORPORATION. PASSING FRIAR COURT, THE ROADWAY HAS GROOVES APPEARING IN THE ASPHALT. NOTICE THE LARGE BERRY BUSHES GROWING NEXT TO THE ROADWAY ITSELF. THIS IS JUST ONE EXAMPLE OF THE AREA. THERE IS MORE FILM SHOWING MUCH MORE DENSITY OF GROWTH THAN THIS PARTICULAR AREA. GIVE PARTICULAR ATTENTION TO THE TREES AND BUSHES GROWING RIGHT THROUGH THE ASPHALT ITSELF. APPROACHING BARBER, NOTICE GROWTH TO THE SOUTH OF THE HOUSE. THE WHOLE AREA HAS QUITE A BIT OF GROWTH COMING THROUGH THE ASPHALT, INDICATING THAT BASE IS OF VERY POOR CONSTRUCTION. APPROACHING INTERSECTION OF BARBER AND HINCHMAN, HEADING EAST ON HINCHMAN, NOTICE GROWTH RIGHT IN THE ASPHALT. THIS IS AN EXISTING CONDITION THROUGHOUT THE ENTIRE AREA, GRASS, TREES, BUSHES, INDICATING VERY LITTLE MAINTENANCE PERFORMED IN THIS AREA. - 2 - WE HAVE NOT HAD ANY RAIN IN THE PAST MONTH. LOOK AT THE AMOUNT OF WATER COVERING THIS CULVERT. THE WATER IS BACKING UP IN EXISTING DITCHES. THERE IS NO POSITIVE DRAINAGE AND THE WATER IS BACKING UP IN DITCHES IN THE LAKE HARDEE AREA. WATER WILL SEEK IT'S OWN LEVEL, BUT WILL ALSO BACK UP AND THIS STAGNANT WATER HELPS MOSQUITOES TO BREED. THIS IS ANOTHER 18" CULVERT WEST OF THE 1ST CULVERT. IT TOO IS FULL OF WATER CREATING THE SAME PROBLEM OF BACKING UP IN DITCHES. WE ARE GOING TO CONTINUE TO HAVE THESE PROBLEMS AS LONG AS LAKE HARDEE IS AT ITS PRESENT LEVEL. WILL CREATE A PROBLEM IN LAKE COLLIER, PUSHING SEA WALLS OUT. THIS IS AT THE WEST END OF LAKE HARDEE. THE CULVERT IS ABOUT 36" WITH 2/3-3/4 UNDER WATER. IT USED TO BE KIND OF WIDE HERE. IT'S BACKED UP TO ROSELAND ROAD. THERE IS THE SAME PROBLEM THROUGHOUT UNITS 3 AND 4. THIS IS DITCH BEHIND FIRST SHOT OF THE CULVERT THAT WE SHOWED, RUNNING BETWEEN 2 HOUSES BACKED UP 1/2 MILE. WEEDS GROWING THERE IN DITCHES, UNABLE TO HOE AS LONG AS WATER THERE. THIS DITCH IS THE SAME DITCH OF THE FIRST SHOT OF THE CULVERT. YOU CAN SEE THE PROBLEM OF THE WATER BACKING UP. IT'S A CONTINUAL PROBLEM IN THE AREA - MAINTENANCE OF DITCHES WITH WATER STANDING IN. THIS IS GOING TO SHOW WATER STANDING BACK AS FAR AS THE CAMERA WILL GO. CULVERT RUNS UNDER THE ROAD ON AN ANGLE. IN THE MIDDLE OF THE DITCH BLUE STAKES SHOW PROPERTY LINES OF WHERE THESE HOUSES SHOULD BE. WEST END OF LAKE HARDEE CATCH BASIN - 36" CULVERT - PIPE FROM CATCH BASIN RUNS TO WEST. WOULD GO PROBABLY A MILE WITH WATER STANDING THROUGHOUT WHOLE AREA FROM THE WATER LEVEL OF LAKE HARDEE BACKING UP. YOU ARE LOOKING AT MR. GREEN'S HOUSE AT THE WEST END OF LAKE HARDEE ON PONOKA. WE ARE TRYING TO SHOW THE DEPTH OF THE DITCH AND THE DISTANCE OF IT. WATER STANDING ALL ALONG THE CULVERT OF THE STREET WE'RE ON. WE HAVE A SHORT SHOVEL AND THERE IS AT LEAST 18-24" OF WATER STANDING IN THE DITCH. THIS IS A YEAR ROUND PROBLEM. LOOKING BACK TO THE SOUTH A SHORT DITCH GOES INTO A T, RUNS FROM HERE BACK TO THE RIGHT UNDER THE ROAD AT DURANT STREET. IT RUNS FOR APPROXIMATELY ANOTHER MILE WITH WATER STANDING IN THE DITCH ALL THE WAY. AT THE DAM AT THE HEAD OF COLLIER CREEK, THE HAMMER POINTS OUT THE DETERIORATION OF THE DAM ITSELF - PILE DRIVINGS COMPLETELY RUSTED THROUGH,NUMBER OF HOLES - 3 - THROUGHOUT. STRIKING WITH HAMMER, NO PROBLEM PUSHING HOLE THROUGH. VERY LITTLE METAL LEFT IN PILINGS. CONDITION OF IRON TOP OF EDGE OF PILE DRIVING 3/8" GOOD DOWN TO THE MIDDLE. RUSTED OUT FROM 1/8" TO NOTHING CREATING LARGE HOLES IN THE PILINGS. LOOKING DOWN COLLIER CREEK TO THE SOUTH TRYING TO SHOW CULVERT AND OLD WATER LEVEL WHICH WAS THERE FOR YEARS UNTIL THEY PUT SEA WALL IN LAKE HARDEE. IF YOU RAISE THE WATER LEVEL, IT WOULD COME TO THE TOP OF THE SEA WALL. WE HAVE DISCUSSED THIS WITH MR. ALLEN -AND SHOWN HIM THESE PROBLEMS. MR. ALLEN SAID DAM HAS HELD FOR 20 YEARS AND WE SHOULD GO AHEAD AND THIS SHOWS WATER LEVEL. SOMEBODY TOOK BOARDS OUT AND DROPPED DRAINAGE WHICH HELPED. LANSDOWNE DRIVE, LOOKING AT CULVERT IN REAR OF PROPERTY, 7/8" FULL OF WATER. IT HAS NOT RAINED FOR 30 DAYS AND THE DITCH IS FILLED WITH WATER. PICTURES OF LANSDOWNE SHOW STAKES IN FRONT OF PICTURE WHERE DITCH IS SUPPOSED TO BE. DITCH 8' FROM WHERE IT BELONGS AND FULL OF WATER. GDC PUT THESE STAKES IN. WHEN WE HAVE RAIN THIS PLACE IS COMPLETELY UNDER WATER AT THIS POINT. WE ARE PANNING TO SHOW THE GROWTH AND HOW BAD IT IS. GROWTH VERY HIGH. WATER CAN'T GET TO DITCH. WATER ON OTHER SIDE OF DITCH. MR. VANCE'S DRIVEWAY SHOWING EROSION. STREET, 1/2 BLOCK FROM VANCE HOUSE, REAR MAIN DITCH BEHIND HOUSE, DITCH 30-35' WIDE. LOOKS LIKE IT HAS NEVER BEEN CLEARED OF GROWTH. PICTURE OF CULVERT PIPE. IF DRAINAGE DITCH WAS CLEARNED, WATER WOULD GO AWAY. PANNING IN THE OPPOSITE DIRECTION ON STREET, PINE TREES 6-7" THICK RIGHT IN THE DITCH ALL ALONG. NO WAY WATER CAN RUN WITH ALL THIS DEBRIS. ROSE ARBOR AND CARAVAN DRIVE, GROWTH ACCUMULATED ON ASPHALT IS AN EXAMPLE OF MANY ROADS IN SAME CONDITION. PAY PARTICULAR ATTENTION TO GROWTH ON BOTH SIDES OF ROADWAY. VERY LITTLE MAINTENANCE WORK TO ELIMINATE THESE PROBLEMS. MANY ROADS IN AREA HAVE SAME EXISTING CONDITION. THIS IS ONE OF THE BAD ONES. MANY MORE LIKE IT. THESE ROADS WILL DETERIORATE VERY FAST. TRAVELING APPROXIMATELY AA�MILE T DOWN THIS STREET, YOU CAN SEE THIS CONDITION EXISTS ON ENTIRE STREET AREA. WERARE GOING OVER NOW, WEEDS AND GRASS HITTING FRAME OF AUTO. DITCH ON BLOSSOM - 20' WIDE - GDC SOLD THIS PROPERTY AND ADJOINING PROPERTY. SHOWING THIS DITCH TO ILLUSTRATE GDC TAKES CARE OF THEIR OWN AND DO AN EXCELLENT JOB, BUT IF IT'S NOT THEIRS THEY DON'T BOTHER. DITCH BETWEEN AND ASH BY HIBISCUS AND PALM. SEE THE STAKE FROM THE SURVEYOR SHOWING THAT DITCH IS ABOUT 10' FROM WHERE IT SHOULD BE, ENTIRE BLOCK, 10 HOMES. LEFT HAND AREA OF PICTURE, MAN WANTED TO PUT A UTILITY SHED, 15' OFF REAR LINE, HAS TO COME 25' FROM DITCH, PROBLEM WITH DITCHES NOT LOCATED WHERE THEY SHOULD BE. 4TH APRIL - CORNER FLEMING AND WIMBROW, APPROXIMATELY 100-125' WEST ON WIMBROWN, DRAINAGE DITCH DRAINING INTO COLLIER CREEK ACROSS THE STREET. YOU CAN SEE BY ALL THE WATER IN THIS DITCH, WITH NO RAIN, THERE IS NO REASON FOR THIS AMOUNT OF WATER TO BE IN THIS DITCH SO CLOSE TO COLLIER CREEK. PAN TO CENTER LEFT HAND PORTION OF SCREEN, REAR PROPERTY STAKE OF HOUSE, SHOULD BE IN CENTER OF THAT DITCH. IT IS APPROXIMATELY 10' FROM CENTER WHICH MEANS DITCH NOT IN PROPER PLACE. WITHOUT MOVING CAMERA WE HAVE TURNED AROUND TO COLLIER CREEEK BRIDGE BETWEEN WIMBROW AND LAYPORT TO SHOW SHORT DISTANCE FROM DRAINAGE DITCH. DON'T UNDERSTAND WHY WATER 18" IN DITCH. WE ARE LOOKING AT SINK HOLE 4' DEEP, 20' LONG. OCCURRED WHEN RAINED LAST WINTER. THEY FILLED BACK IN. DOESN'T ELIMINATE PROBLEM IF WE GET ANOTHER BAD RAIN. SHOWING DITCH ON FORDHAM STREET APPROXIMATELY 200' WEST OF GRANT. YOU CAN SEE THE SURVEY STAKE. GDC IS FILLING IN NOW TO RELOCATE, BUT THE DITCH IS ABOUT 15' FROM WHERE IT BELONGS. ONE OF THE AREAS WE HAVE HAD MANY PROBLEMS WITH. WENTWORTH STREET APPROXIMATELY 300' WEST OF VOCELLE NEAR THE CORNER OF FORSTER AND WENTWORTH. SEVEN LAYERS OF RIP -RAP BAGS, 8" CONCRETE BULKHEAD, 24" PIPE WITH 6" OUT OF GROUND. NO WATER IN DITCH AT THIS TIME. WE DON'T UNDERSTAND WHY 24" CULVERT SHOULD HAVE 20" BURIED BELOW GROUND WITH SEVEN LAYERS OF RIP -RAP. A 24" PIPE, BUT ONLY 4" TO FLOW THROUGH. 512 AND WIMBROW SHOWING END OF COLLIER CREEK AT 512. WILL PAN BACK AND SHOW DETERIORATION OF SEA WALL. YOU WILL SEE WHERE IT HAS COLLAPSED. IT IS BROKEN AND CRACKED. THIS IS A BAD SITUATION BECAUSE IF THIS BULKHEAD BREAKS AND DIRT GOES INTO CREEK, WE HAVE NO MORE FLOW. WATER AT INTERSECTION OF WIMBROW A - 5 - AND 512, SHOOTING TO THE NORTH OF COLLIER CREEK, COMING DOWN THROUGH THE WATER BASE ITSELF. NOTE AMOUNT OF GROWTH ACCUMULATED IN THE BASE OF THE CREEK ITSELF. LILY PADS AND HEAVY GROWTH ALL INDICATIONS SHOWING NOTHING CLEANED FOR A LONG PERIOD OF TIME. MAKES IT DIFFICULT FOR WATER TO FLOW. APPROACHING CORNER SECTION. SEE HOW DENSE THE GROWTH IS. IMPOSSIBLE TO PICK OUT THE WATER FLOW. PANNING DOWN INTO THE GROWTH, DRAINAGE CANAL RUNNING EAST AND WEST ADJACENT TO 512. SEE AMOUNT OF GROWTH EXISTING. PRACTICALLY IMPOSSIBLE FOR WATER TO FLOW. APPARENTLY NO WORK DONE FOR NUMBER OF YEARS. HEAD OF COLLIER CREEK ON 512 LOOKING NORTH TO SHOW POOR CONDITION OF CREEK BED ITSELF. STRONG INDICATION HIGH WATER WON'T FLOW WITH AMOUNT OF GROWTH. IT CAN'T CONTINUE INTO COLLIER CREEK. WATER SITTING ON SHOULDER OF 512 SHOOTING TO THE SOUTH. HERE IS COLLIER CREEK TO THE SOUTH. NOTICE GROWTH EVEN ON SOUTH END OF CREEK. LILY PADS, CATTAILS, TREMENDOUS AMOUNT OF UNDERGROWTH. DEFINITELY LIMITS FLOW OF WATER TO THE DAM AREA ITSELF. SOUTHEAST INTERSECTION EASY AND 512. V WIDE CULVERT UNDER EASY STREET. PANNING ALONG DITCH EXTENSION OF THE CANAL RUNNING FROM COLLIER CREEK EAST BACK TOWARDS THE CITY. NOTHING BUT CONTINUOUS GROWTH. PRACTICALLY IMPOSSIBLE FOR WATER TO FLOW. WATER STAGNANT IN CANAL. STANDING ON WEST SIDE OF COLUMBUS NEAR 512. SMALL FEEDER CANAL LEADING INTO MAIN CANAL WHICH EXTENDS NORTH HERE DOWN TO MAIN STREET AND 512 AFTER JOINS MAIN CANAL it WHICH FEEDS INTO COLLIER CREEK. COLLIER CREEK IS NOT TAKING ANY WATER OFF THE CANALS WHATSOEVER. NOTICE GROWTH ALONG BANKS. INDICATES NOTHING DONE FOR LONG TIME. BACK ON FLEMING STREET DIRECTLY IN THE MIDDLE OF THE RIGHT OF WAY. DUG HOLE. EMPLOYEE USING WATER TO INDICATE THICKNESS OF ASPHALT 1/2" IN DEPTH. BACK TO THE ORIGINAL HOLE WE ALREADY TOOK ASPHALT OUT OF. JUST WANT TO SHOW BACK TO 1/2" OF ASPHALT, 2-1/2" MARL.
