Enclosed is a summary of my notes from our meet-
ing of Friday, June 1, 1979. I believe we covered
all the issues and this summary will serve as a
basis for our future discussions. I have not attempted
in the summary to distinguish our positions or to in-
dicate any agreement on the various points involved.
I hope you and your family enjoy your vacation. I

S U M M A R Y
MEETING OF JUNE 1, 1979

The following is a summary of notes from the meeting, but is not intended to
indicate agreement or to establish a position of either participant.
1. Arterial roads - Redo if the base is not up to City standards. Resolu-
tion may be to place 1 to 1 1/2 inch of asphalt in order to stabilize
roadway. Mayor Flood will identify exact location and roads under this
point.
2. Future development of units - Put money in escrow for maintenance and
bring roads up to acceptance standard rather than General Development
doing the work now. This applies to Units 6, 8, 10, 11, 13, 14 and 15.
3. Boy Scout property - General Development obtain easement and City obtain
permits with General Development's assistance. General Development to
connect drainage system to Sebastian River if permit received.
4. General Development do development work to bring up to City standards
where the City is currently experiencing growth - The same units in
Item 2 would be involved. The standard would be essentially as under
the old agreement to bring roads and drainage up to City standards.
Mayor Flood will identify which portions of these units would have money
put in escrow and which portions it may be requested that General do the
work. Wayne Allen pointed out that if General does the work then this
would result in a reduction in the monies and/or equipment the City
would have to undertake its own maintenance program. This applies to
Units 6, 8, 10, 11, 13, 14 and 15.
5. Pavement test program - complete and bring up to standard in accordance
with prior discussions.
6. Park site - Donation to City.
7. Utilities/Park site - City relinquishes any interest for maintaining
as a park site.
8. Dam - Mayor Flood indicated a desire for a concrete dam with General
paying the full amount.
9. U.S. 1 to Schumann/Barber intersection - City to obtain donation of
land, then General and City will share 50/50 the cost of paving. The
question was raised if City has to purchase an easement for a portion
of the roadway, will General share on a 50/50 basis?
10. Large -drainage ditches - The City wants to exclude. Wayne Allen advised
exclusion was unacceptable. Estimated cost to buy dragline $185,000 to
$200,000 and $145,000 for a used one.
Option 1 - Sebastian River Water Management District will be
requested to take over large drainage ditches.
Option 2 - General Development provide a dredge.
Option 3 - Mutual program of City and General Development
doing the work together.
"Definition of large drainage ditch" - any ditch over 15 ft.
wide at the bottom to start of slope.
11. If we get into an area where insufficient PRM's, the City would
want us to put them in if necessary for normal surveying require-
ments.
12. Sea walls and location of ditches - Tentative agreement that this
is General Development's responsibility.
13. Certifying as to proper road and drainage construction - Tentative
agreement that this is not an issue to be addressed.
