Request for Federal Assistance Checklist Addendum
The following information supplements answers on the Request for Federal Assistance
Checklist. Items answered "NO" are explained below:
9. Consultation with airport users included?
There has been coordination with airport users regarding the layout and purpose
of this project, however, that coordination was conducted during the Airport
Master Planning process. Please refer to the 2002 Sebastian Municipal Airport
Master Plan for further information.
Justification for the Reactivation of Runway 9-27
Sebastian Municipal Airport
In 1992, the Federal Aviation Administration directed the City of Sebastian to conduct a
Community Compatibility Study along with an updated Airport Master Plan. This was
primarily due to the proactive opposition of many residents to increases in flight
operations at Sebastian Municipal Airport.
The result of this study, conducted with large community involvement, was to close
Runway 13-31 (the least compatible with the community) and reactivate Runway 9-27.
This new configuration would satisfy the numerous community concerns as well as
provide nearly three times the available land for economic development. Unfortunately,
due to lack of funding opportunities, this plan was never realized.
Currently, the City of Sebastian has recently completed a new Master Plan for Sebastian
Municipal Airport. Initially, the results of the previous plan were ignored and thought of
as a financial impossibility. Further analysis indicated that any proposed alternatives for
the airport would have similar financial barriers without any of the benefits of the
previous plan. As the study continued it became clear that the reactivation of Runway 9-
27 was indeed the absolute best alternative for community compatibility as well as
airfield growth and development.
For further, more detailed information on justification for this project, please refer to the
1993 Community Compatibility Study and recently adopted 2002 Airport Master Plan.
