as more particularly described in the Project Application dated September 20, 2002.
The maximum obligation of the United States payable under this Offer shall he $921,000 for airport development.
This offer is made in accordance with and for the purpose of carrying out the provisions of Title 49, United States Code, herein called Title 49
U.S.C. Acceptance and execution of this offer shall comprise a Grant Agreement, as provided by Title 49 U.S.C., constituting the contractual
obligations and rights of the United States and the Sponsor.

Based on the information transmitted by your July 26, 2006 letter, and the information contained in the
Federal Aviation Administration (FAA) files, the FAA has prepared a Final Project Report (enclosed)
and has taken action to close out this project on August 25, 2006.
Based on this final report, the total allowable costs were determined to be $1,027,778 (Federal Share =
$921,000). All eligible funds have been drawn.
This project has been closed out based on the findings in the FAA Final Project Report. If the results of
your systems audit reveal any changes to this report, the project will be reopened and the appropriate
adjustments will be made.

Based on our review of the above documents, we have determined that the Federal
share of the final project costs are:
$1,023,000 for Development

A summary of final project costs is included in the attached "Project Summary". All
costs claimed by the sponsor and determined eligible for final payment are considered
necessary, reasonable and within the scope of the project.
Payment of the Federal share of the final project costs is authorized. The project will be
closed based upon the findings in this report. The project will be audited by the
sponsor in conjunction with the annual audit of the sponsor's records. Should the audit

reveal that certain costs are ineligible, the project will be reopened and appropriate
adjustments will be made.
All construction work has been satisfactorily completed in accordance with the
approved contract documents and within the time allowed by the approved contract
documents.

Justification for the Reactivation of Runway 9-27
Sebastian Municipal Airport
In 1992, the Federal Aviation Administration directed the City of Sebastian to conduct a
Community Compatibility Study along with an updated Airport Master Plan. This was
primarily due to the proactive opposition of many residents to increases in flight
operations at Sebastian Municipal Airport.
The result of this study, conducted with large community involvement, was to close
Runway 13-31 (the least compatible with the community) and reactivate Runway 9-27.
This new configuration would satisfy the numerous community concerns as well as
provide nearly three times the available land for economic development. Unfortunately,
due to lack of funding opportunities, this plan was never realized.
Currently, the City of Sebastian has recently completed a new Master Plan for Sebastian
Municipal Airport. Initially, the results of the previous plan were ignored and thought of
as a financial impossibility. Further analysis indicated that any proposed alternatives for
the airport would have similar financial barriers without any of the benefits of the
previous plan. As the study continued it became clear that the reactivation of Runway 9-
27 was indeed the absolute best alternative for community compatibility as well as
airfield growth and development.

1993 Community Compatibility Study and recently adopted 2002 Airport Master Plan.

Justification for Security Fencing and Electronic Access Control
Sebastian Municipal Airport
The installation of security fencing at Sebastian Municipal Airport will significantly
enhance the safety of operations by providing a deterrent to both wildlife and
unauthorized personnel who currently have no physical barriers to access the aircraft
movement areas.
At present, there is virtually no fencing at the airport. Under this condition, there is no
practical way to adequately prevent persons and wildlife from accessing runways,
taxiways, aprons, and other critical areas of the airport. Because of this, there have been
wildlife, vehicle, and pedestrian incursions. There has also been theft and vandalism to
aircraft and other property. Fencing is necessary to aid in the prevention of future
occurrences.
Finally, vehicular access through the limited fencing that is present is conducted by
manual, sliding gates. These manual gates do not provide the ability to monitor access,
nor are they efficient for emergency services to access the airport. In the event of an
emergency (such as previous fires) there were times where emergency vehicles were
delayed in reaching critical areas due to the process of operating these aging, manual
gates. With the continued changing of combinations and keys, coordination between
emergency service agencies has proven to remain a challenge. The installation of
electrically operated gates will aid in both better access control as well as, and most
importantly, better emergency access during situations where there is opportunity for loss
of life and property.
In summary, the addition of fencing and electrically operated gates will considerably
increase the safety and security of operations at Sebastian Municipal Airport.

We are pleased to announce the Administrator has approved an allocation of $921,000
under the Fiscal Year 2002 Airport Improvement Program for the following specific
development at Sebastian Municipal Airport:
Rehabilitate Runway 9-27 — Phase 1
Install Fencing
Our representative will soon discuss with you the project development, equal
employment opportunity and the civil rights requirements.
In allocating Federal funds for this project, we considered the representations in your
Joint Airport Capital Improvement Program (JACIP) for Federal Assistance with regards
to your commitment of local funds and your ability to proceed promptly with the project.
This allocation is contingent upon you developing a project schedule which allows the

2002. Failure to comply with the schedule may result in cancellation of this allocation.
Please find enclosed, a copy of our "Project Management Checklist' which will be used
to track the progress of this project. After review of the information, please contact your
