Dear Congressman Weldon:
Thank you for your letter on behalf of the City of Sebastian concerning their efforts to pursue
funding for the reactivation of Runway 9-27 at Sebastian Municipal Airport.
We are aware of the city's recent master planning effort and their subsequent desire to reactive
Runway 9-27. During our development of the Airports Capital Improvement Program last fiscal
year, we included Phase One of the project in our proposed fiscal year 2002 funding plan. The
project still has to undergo the environmental review process, which should be complete in
approximately two months. If the project receives a favorable environmental determination, the
city would be in a position to compete for a federal grant this fiscal year.
The Orlando Airports District Office (ADO) has been working closely with the airport manager
regarding this project. If city representatives need additional information regarding Airport
Improvement Program funding, they can contact Dean Stringer, Manager, Orlando ADO at

City Manager, City of Sebastian, concerning the City of Sebastian's efforts to reactivate Runway
9-27 at Sebastian Municipal Airport. As I understand it, the City of Sebastian intends to solicit
Airport Improvement Program (AIP) funding with your agency early this year. I ask that you
give serious consideration to their request and have enclosed their correspondence for your use.
The city believes this action will allow for an increase in the safety of airport operations as well as
provide for the community compatibility and economic growth needed to ensure the quality of life
for their residents and surrounding neighborhoods.

SUBJECT: SEBASTIAN MUNICIPAL AIRPORT (Runway 9-2
The purpose of this letter is to solicit your assistance and support in our efforts to reactivate
Runway 9-27 at Sebastian Municipal Airport. This action will allow for an increase in the safety .
of airport operations as well as provide for the community compatibility and economic growth
needed to ensure the quality of life for our residents and surrounding neighborhoods.
In the late 1980s and early 1990s M stian Municipal Airport experienced an enormous amount r
of friction between its operations aria the residents who lived in close proximity to the airport.
During that time, the City of Sebastian attempted a number of remedies in an effort to satisfy the
communities affected by airport operations. Unfortunately these attempts resulted in negative
impacts to the airport and even came close to violating some Federal assurances. The Federal
Aviation Administration (FAA) became heavily involved in the disputes and eventually required
the City of Sebastian to initiate a Community Compatibly Study to find a solution that was in the
best interest of both the airport and the public.
The result 'of that study was something extraordinary: to close the runway that caused most of the
safety and overflight concerns (Runway 13-31) and reactivate the old east -west runway (Runway
9-27), which would significantly lessen the impact to the community. According to this plan,
aircraft using the new runway, 9-27, would no longer be arriving and departingover the densel t s++
populated residential areas; which include elementary schools, churches;. and other places of�

the amount of developable land. This is indeed a rare situation whereas both the citizens and
airport emerge with great benefit.
As was mentioned above, this plan was finalized nearly a decade ago.. Unfortunately, due to
financial constraints, the airport's configuration has remained the same and Runway 9-27 remains
closed. In the early part of 2000, the City .of Sebastian commissioned a new study to update and
reevaluate the principles outlined in the previous plan with the specific purpose of seeking a more
economical and practical solution to the still -existing community concerns. The study began with
the mindset that many airports suffer from residential encroachment and altering the runways was
in no way a financially practical solution.
Currently, and nearly two years later, our new Airport Master Plan is .near completion. This was
an extremely detailed and thorough processes which yielded many revelations. Despite our efforts
to seek a cost-effective alternative, the benefits of reactivating Runway 9-27 were haunting. No

other option could approach the numerous advantages supplied by that one selection. Our goals of
safety, community compatibility, and economic growth were all best reached by reaffirming the ,..
principles of the previous study: the reactivation of Runway 9-27 is absolutely necessary for the
safety and compatibility of our community.
It is with this realization that we ask your assistance. We intend to solicit Airport Improvement
Program (AIP) funding from the FAA early this year. Because Sebastian Municipal Airport isnot:-.
a commercial service airport, it is often difficult to obtain Federal money beyond our entitlements
(our entitlement money will not suffice in this case). This condition, coupled with the increased
spending in security as a result of September 11 , could mean that our efforts will be wasted once
again.
It is indisputably clear that increased security measures are of highest priority and even we have
taken actions to reflect this. However, it must also be recognized that diverting flight tracks from
schools and residential areas is far more important than it has ever been. Only with the
appropriate Federal assistance, can we overcome the financial barrier to our community's safety
and welfare.
Three diagrams have been attache&to this document to present a graphic depiction of the benefits
of reactivating Runway 9-27. Please'ho not hesitate to contact Airport Manager, Jason Milewski,
at (561) 581-0111 should you needlf lrther information or decide to support this worthy endeavor
in any manner. Once again, this can only become a reality with your assistance. The well being of
citizens in the City of Sebastian and the residents of North Indian River County -are patiently
dependent on your actions. Together, we can make this happen.

temporary displacement of the threshold of Runway 31 and the permanent closure of
Taxiway "D". As we have discussed over the phone, we are in the process of
reactivating Runway 9-27 and closing Runway 13-31. In order to be compatible with the
future configuration of Sebastian Municipal Airport, we are formally requesting your
approval to close an unnecessary taxiway and also to temporarily displace the threshold
of Runway 31 so as to allow construction of our upcoming airport administration facility.

As ;used Herein, The Term "Airport" means
Any Landing or Takeoff Area such as Airport, Heliport, Glideport, Seaplane Base, Ultralight Flightport, or Balloonport
Federal Aviation Regulations Part 157 requires all persons to notify the FAA at least 90 days before any construction, alteration, activation, deactivation, or change to the status or use of a civil or joint -use (civ€llmilitary)
alrporL Notice Is not required for the establishment of a temporary airport at which operations will be conducted under visual fight rules (VFR) and will be used for less than 30 days with no more than 10 operations per
day. Notice also is not required for the intermittent use of a site that is not an established airport, which is used for less than one year and at which flight operations mil be conducted only under VFR. Intermittent use
means the use of the site for no more than 3 days In any one week and for no more than 10 operations per day.
Required notice shall be submitted on this form from each person who intends to do any of the following:
1. Construct or otherwise establish a new airport or activate an airport.
2. Construct, realign, after, or acb& any runway, or other aircraft landing or takeoff area of an airport.
3. Construct, real€gn, alter; or activate a taxiway associated with a landing or takeoff area on a public -use airport.
4. Deactivate, discontinue using, or abandon an airport or any landing or takeoff area of an airport for a period of one year or more.
5. Deactivate, abandon, or discontinue using a taxiway associated with a landing or takeoff area on a public use airport
6. Change the status of an airport from private use (use by the owner or use by the owner and other persons authorized by the owner) to an airport open to the public or from public -use to another status.
7. Change status from IFR to VFR or VFR to IFR.
8. Establish or charge any traffic pattern or traffic pattern attitude or direction.
The notice required shall be made by submitting this form to the nearest Federal Aviation Administration Regional Office or Airports District Office. However, in an emergency involving essential public service or when
the delay arising from the 90 -day advance notice requirement would result in an unreasonable hardship, you may provide notice to the appropriate FAA Airports District/Fteld Office by telephone in lieu of submitting this
conn. The FAA may require subsequent submission of this form when necessary for safety, or other reasons.
Section 901 of the Federal Aviation Act of 1958, as amended, provides that any person who violates a rule, regulation, or order issued under Tltie III of this Act shall be subject to a Civil penalty not to exceed $1,000 for
each violation.

within a 1NM radius for heliports. List all waste disposal sites within a 5NM radius.

Any Landing or Takeoff Area such as Airport, Heliport, Glideport, Seaplane Base, Ultralight Ffightport, or Balloonport
Federal Aviation Regulations Part 157 requires ail persons to notify the FAA at least 90 days before any construction, alteration, acGvatierk deactivation, or change to the status or use of a civil or joint�use (civithditery)
airport. Notice is not required for the establishment of a temporary airport at which operations will be conducted under visual flight rules (VFR) and will be used for less than 3D days with no more than 10 operations per
day. Notice also Is not required for the intermittent use of a site that is not an established airport, which Is used for less than one year and at which flight operations will be conducted only under VFR latermittent use
means the use of the site for no more than 3 days in any one week and for no more then 10 operations per day.
Required notice shall be submitted on this form from each person who intends to do any of the following
1. Construct or otherwise establish a new airport or activate an airport
2 Construct, realign, alter, or activate any runway, or other ainxaft landing or takeoff area of an airport.
3. Construct, realign, after, oractivvele a taxiway associated vdth a landing or takeoff area on a publiause airport.
4. Deactivate, disocrrtinue using, pr abandon an airport or any landing or takeoff area of an airportfor aperiod ofoae year or more.
5. Deacliivafe, abandon, or d'sconlinue using a tardway associated with a landing or takeoff area on a public use airport.
6. Change the status of an airport from private use (use by the owner or use by the owner and other persons authadzed by the owner) to an airport open to the public or from public -use to another stews.

The notice required shall be made by submitting this form to the nearest Federal Aviation Adminisbz5on Regional Office or Airports District Office. However, in an emergency Involving essential public service or when
the delay arising from the 9tlday advance notice requirement would result In an unreasonable hardship, you may provide notice to the appropriate FAA Airports DistrictlFleld Orace by telephone in lieu of submitting this
form. The FAA may require subsequent submission of this form when necessary forsafety or other reasons.
