Enclosed is a revised Estimated Cost for Sebastian Road Deficiencies.
After discussing your concerns we are agreeing to a 50% increase over
the prior submission to you in order to try and resolve this matter.
Additionally, there was an error as I mentioned to you in the earlier
computation on paving in Unit 2.
I would appreciate your bringing this matter before the City Council and
if the City is in agreement, upon being so advised, I will order a check
in the amount of $32,564.50.

Road Acceptance Agreement
Dear Mayor Flood:
In accordance with our meeting in January, when you and
I toured Sebastian, I have worked up the attached estimated
cost for road deficiencies shown by the core borings and by
our tour. In final settlement of the requirement of paragraph
eleven (11) of the agreement, we are proposing to pay the
City of Sebastian the additional sum of. $20,879.36. You
will note that the enclosed estimate contains approximately
$5,000 for Unit 2, including both paving and asphalt sand
and seal, in accordance with our discussion. While there is
some question that General Development has liability for
Unit 2 to the extent the City maintains, we are agreeing to
these payments at your request in order to facilitate reso-
lution of this matter. I am also enclosing for your infor-
mation a copy of the Asphalt Cores Report. You will note
that in the computations we used 50 lbs. per square yard for
asphalt in order to bring the paving up to 1" of asphalt,
since the paving deficiencies shown by the core borings
indicate that at least one-half inch (1/2") of asphalt
currently exists in all cases. However, in Unit 2, we have
computed the paving requirements at a 100 lbs. per square
yard in order to provide one full inch of asphalt of paving.
If the City Council is in agreement, we would appreciate
a resolution being passed agreeing that this payment of
$20,879.36 resolves all remaining obligations of General
Development pursuant to paragraph eleven (11) of the Agree-
ment dated August 15, 1979 between General Development
Corporation and the City relating to road and drainage
completion and acceptance. Upon receipt of such a resolution
I will order a check for delivery to the City.
