Wesley Mills, P.E. of Mills, Short & Associates, LLC, has applied for a minor modification to the Sebastian Center site located at 1627 U.S. 1. In an effort to increase parking, the proposal is to remove the septic tank and drainfield, and hook up to the Indian River County Sewer System. As redesigned, this will provide an additional 8 parking spaces for the mixed use building. Traffic circulation on the site will remain as previously designed, but with improved pavement marking and signage. The existing landscaping along the perimeter of the property in the area of the septic/drainfield and proposed new parking area will be evaluated at the end of the construction. Any landscape deficiencies existing now or caused by the construction will be identified. Plant materials will be provided to ensure code compliance. In summary, the proposed minor modification will provide additional needed parking while removing a large existing septic system. In 2005, the Planning and Zoning Commission approved a 95 -unit townhouse development on the subject property. That plan was never built, and after a number of extensions, the site plan expired. 12. Land Use Compatibility: The adjacent properties to the south and west are designated low density residential. Even though the land use designation for the subject property is medium density, the PUD -R zoning in conjunction with the PUD Conceptual Development Plan will limit this property to a low-density development. 13.
