Dear Mr. McClary:
As requested, we have compared the original plat of the newly
constructed portion of Unit 17 to the actual construction
drawings. From the time in which Unit 17 of the Sebastian
Highlands was platted until the time the final construction
drawings were prepared, several of the platted lots were lost to
stormwater retention areas. These lots are as follows: (See
attached drawings.)

Also requested was a listing of the lots within the Sebastian
Highlands that were lost with the construction of the entrance to

RE: Drainage Retention Lots
Dear George:
General Development Corporation, as it developed portions of Units
11, 16, and 17 of the Sebastian Highlands, converted certain
tracts and platted lots into drainage retention areas. These
tracts and platted lots are not shown on the recorded subdivision
plat as easements or rights-of-way for drainage purposes.
Therefore, it is essential that General Development Corporation
transfer ownership of those tracts of land and lots of record
which were used for drainage retention. Those lots and tracts
are as follows:

Also included are Tracts "O", "H" (park site), and "X".
Additionally, there are two lots which are used for street right-
of-way for Airport Drive East and need to be deeded to the City.
These lots are: Lots 2 & 3, Unit 1, Block 12, Sebastian Highlands.
The City also requests that General Development Corporation deed
to the City of Sebastian Lot 4, Block 208, Unit 10 Sebastian
Highlands. This lot is to be converted to a park tract as an
addition to the Barber Street Sports Complex.
Upon receipt and recording of property deeds transferring
ownership the above property to the City of Sebastian, I will
recommend to the City Council acceptance of the streets and
and drainage structures and facilities within a portion of
Unit 17 for perpetual maintenance by the City. That portion
of Unit 17 is the one completed by General Development Corp-
oration in 1988, and includes the following Unit 17 blocks and
tracts:

Given the fact that General Development Corporation has filed for
protection under the Federal Bankruptcy Laws, time is of the
essence. Therefore, I ask you to do whatever is necessary to
transfer the ownership of the drainage, street and park property
identified above. Should you have questions, concerns or com-
