From the time in which Unit 17 of the Sebastian Highlands was platted until the time the final construction drawings were prepared, several of the platted lots were lost to stormwater retention areas. These lots are as follows: (See attached drawings.) These tracts and platted lots are not shown on the recorded subdivision plat as easements or rights-of-way for drainage purposes. Therefore, it is essential that General Development Corporation transfer ownership of those tracts of land and lots of record which were used for drainage retention. Those lots and tracts are as follows: Unit JL Block Lot No.'s 11 555 10 to 15 11 587 2 to 7 16 545 12 to 17 16 612 10 & 11 17 449 1 to 11 17 451 1 to 4 17 462 11 to 12 17 570 4 to 19 17 578 1 to 16 & 19 and 20 17 579 12 to 14 & 19, 20 & 21 17 580 1 to 3 & 19 17 582 6 to 11 & 18 to 23 17 584 13 to 16 17 586 6, 7, & 8; & 19, 20, & 21 VI Mr. George Kulczycki November 30, 1990 Page #2 Unit t Block Lot No.'s 17 589 4 & 5 17 596 12 to 15, & 18 to 22 17 598 14 to 17 Also included are Tracts "O", "H" (park site), and "X". Additionally, there are two lots which are used for street right- of-way for Airport Drive East and need to be deeded to the City. These lots are: Lots 2 & 3, Unit 1, Block 12, Sebastian Highlands. The City also requests that General Development Corporation deed to the City of Sebastian Lot 4, Block 208, Unit 10 Sebastian Highlands. This lot is to be converted to a park tract as an addition to the Barber Street Sports Complex. Upon receipt and recording of property deeds transferring ownership the above property to the City of Sebastian, I will recommend to the City Council acceptance of the streets and and drainage structures and facilities within a portion of Unit 17 for perpetual maintenance by the City. That portion of Unit 17 is the one completed by General Development Corp- oration in 1988, and includes the following Unit 17 blocks and tracts: Block No.'s 447 450 451 452 453 454 462 565 566 567 568 569 570 571 572 573 574 575 576 577 578 579 580 589 590 591 592 593 Tracts nlnF "Nn1 110111 nXnI "GnI "E", & nFn Mr. George Kulczycki November 30, 1990 Page #3 Given the fact that General Development Corporation has filed for protection under the Federal Bankruptcy Laws, time is of the essence. Therefore, I ask you to do whatever is necessary to transfer the ownership of the drainage, street and park property identified above.
