Perlstein and Bloom: I have reviewed of the Examiner's Second Interim Report, regarding the proposed lot exchange program. The purpose of this letter is to begin dialogue with respect to the potential of the City of Sebastian entering into a lot exchange program with General Development Corporation, as an alternative method for General Development Corporation to satisfy its obligations for drainage and streets within units 16 and 17 of the City of Sebastian. Although the Examiner's interim report did not contain all information necessary to determine the feasibility of a lot exchange program with the City of Sebastian, we believe that this is one avenue that may be mutually beneficial to the City of Sebastian, as well as to your clients.
