Dear Mr. Mozian:
November 22, 1982
Please find attached copy of a letter dated October 29, 1982, from
Greg Kisela to City Councilman Votapka relative to the referenced
matter. The letter is negati*e in tone.
The City of Sebastian has received no negative comments from anyone
regarding the proposed addition of Fluoride to the General Develop-
ment Utilties water supply system. The City wishes to proceed with
this program based,on the State of Florida's grant funding program
which pays for reasonable engineering and equipment installation
expenses as well as the first two (2) years of operation of the
Fluoridation system. It is my understanding that it will not be
necessary for General Development Utilities or the City to front
money for any facilities if we wait for the grant award to be made.
You are encouraged to call Beth King of the Fluoridation Program
at 904-487-1845 for additional details.
The City of Sebastian desires General Development Utilities to adopt
a more positive attitude regarding this program and work as a willing
partner with the City in this endeavor.

Please provide me with a letter expressing the position of General
Development Utilities relative to this proposal. If you do not desire
to work with the City on this program and be a "willing partner",
please provide the City with a detailed discussion of your reasons.
In lieu of a letter, you or some other decision maker for General
Development Utilities are welcome to attend the Mayor and Council
Workshop Meeting on December 1, 1982 and discuss this matter. In
any event, the Mayor and Council request your letter for discussion
during the December 1, 1982, workshop meeting.
