The research of this parcel has been tremendous as the property is indicated on our maps as a park site. Our research confirmed that this parcel was not dedicated to the city as a park. The Comprehensive Land Use Plan and Map, adopted by the City Council in December 1981, designates the site as Institution- al, which allows parks, recreation, educational, utilities and quasi -public uses. It is the City Attorney's and the City Planner's opinion that quasi -public use would include a church. The City's Zoning map reflects the site as "Park", at the present time the city has no zoning classification for park and in accordance with Ordinance 202, as amended, the Zoning Ordinance, Section XVI states that any parcel without a zoning classification will be designated as R-1, Single Family Residential, churches are permitted in R-1 Zoning. 9 w Page 2 June 20, 1985 Father Gray, Vicar The Church is permissible without a special exception and you should feel free to come into city hall and pick up the Ordinances that establish site plan review requirements, landscaping and so on.
