I re -reviewed the submittal brought in by the contractor. I will fax you a copy of our computer print out, but I am also
summarizing the following comments that were made on 5/16/07 that have still not been addressed for yours and Al
Minner's information.
1. Previous comment #2: Architectual plans do not show design wind pressures for door and louver openings in exterior
wall. This information is needed to evaluate the products that will be installed in these openings.
2. Previous comment #4: Need the product approvals for door and louver openings to verify they meet the design wind
pressure requirements to be established in comment no. 1.
Note:(The previous two comments are normally addressed before permit issuance but I am willing to allow you to work on
them after permit issuance)
3. Previous comment #3: The following outside agencies are required to approve the plans prior to permit issueance.
have not received any approvals.
IRC Fire Dept: At time of submittal, a plan was stamped "received" and given back to be brought to the Fire Dept. for
their approval. I called them this morning and they say they did not receive them and do not have the plans in line to
be reviewed. I might be able to get them to expedite the review, but someone has to go to them with the plans and pay
their plan review fees.
IRC Health Dept: Reviews maintenance type buildings and will most likely require permitting for the oil/water seperator
shown on the plans.
IRC Utilities Dept.: We need copies of the receipts indicating that they have approved and collected their fee for the
water and sewer hook up.
Under Contractor Licensing: We need General Contractor's permit application, along with their sub -contractor's permit
applications for electrical, mechanical, plumbing and roofing before we can issue any permits. Any Contractor not
registered with us will need to show proof of licensure and provide liability and workman's comp insurance policies.
All of these comments have been made since May of 2007. My hands are tied until all items have been addressed.

Drawing will require the Engineers seal. FBC 106
2. Plans do not show the design wind pressure requirements for the windows and doors. Design pressures
are required for the approval of product approvals for the windows and doors. FBC 1603.1.4(5)
3. A special inspector will be required for the inspection of the metal building components related to bolted
and welded connections. Need to provide a letter of intent signed and sealed by the licensed professional
that will be performing this service. A sealed final certification will be required. All other inspections will be
performed by the Building Dept. ie: slab, el., pl., mch., windows and doors, framing, drywall etc. FBC 106
4. Need to provide product approvals for windows and doors. Products need to meet the design wind loads to
be provided on plans. FBC 1405.12
5. Need to obtain outside agency approvals from Fire Dept, Health Dept, IRC utilities.

First Re -review of plan corrections. The following comments made on 5/16/07 have not been addressed:
1. Previous comment #2: Original plan drawn by an Architect did not provide the design wind pressure
requirements for door and louver wall openings. These pressure requirements are needed for evaluating
product approvals. FBC 1603.1.4(5)
2. Previous comment #4: Need product approvals for all door and louver openings. Products must meet
design wind pressures to be determined from comment no.1. FBC 1405.12
3. Previous comment #5: Need to obtain the following outside agency approvals: Fire Dept: Plans were given
back stamped received in May to be taken to the Fire Dept for their review. Fire Dept indicates they never
received them, IRC Health Dept needs to approve maintenance type buildings, most likely need permits for
oil/water seperator shown on plans. IRC utilities dept need to provide receipts that they are approving the
hookup to water and sewer.

WHAT IS A NOTICE TO OWNER ?
You have just received a Notice to Owner from NACM Services Corporation. Perhaps you are
asking these questions... what is a Notice to Owner, and why was I sent this document? Those
are both good questions. This short summary will attempt to answer them.
Florida Law prescribes that anyone who supplies labor, services or material to your contractor
on your construction job must send you a Notice to Owner. The Notice to Owner is not a lien on
your property. It DOES NOT mean that your contractor has failed to pay the company who
has given this notice. It merely informs you that the company identified in the Notice to Owner is
on your job and gives you a general description of the type of materials they are supplying or the
type of work that they will be performing.
Before paying your contractor, you must make sure that the person who has given this Notice
to Owner has been paid by the contractor. You do this by getting a lien waiver from the person
identified in the Notice to Owner (Lienor's Name and address).
If you have a construction lender and the lender is paying the contractor directly, the lender is
responsible for getting the necessary lien waivers. You may wish to check with your lender to
verify that they will be managing these documents in connection with each payment to the
contractor.
This is a very general description of the owner's obligation under the Construction Lien Law.

may be stored in the Storage Building planned for construction at the Sebastian
Municipal Airport.
There are no plans to store any flammable liquids inside the building and will post a
prohibition as may be required.
Also, be advised that there will be only `Low Maintenance Work' performed in the
building with no torching or arc welding to be performed.
If any additional clarification is necessary, I am available for a phone interview or

Please find the responses herein, provided by THE LPA GROUP INCORPORATED (LPA-
Engineer/Architect), to your letter dated 8/15/07, regarding the Storage Building at the Sebastian Airport.
C 1. The floor drain system must be designed to handle petroleum products. The piping can not be PVC.
Rl: The floor drains on the project are designed for washing down the vehicle bays by hose from a
hose bib. Any oils that go down the drains will be intercepted by the oil/water interceptor. The
drains have heavy duty cast iron grates. The piping from the drains in the vehicle bay will be
revised to be cast iron piping, and remain the diameter (311) as indicated on the plans.
C2. Provide details on the oil -water separator.
R2: As indicated in the contract addendum, the oil -water separator shall be included in the base
bid, and shall be a Oldcastle Precast Model CPS48 or Equivalent. This meets the requirements of
the County, and provides a 1,000 gallon nominal tank size. Final product shall meet or exceed these
requirements, but in no case shall be less than the detail attached with the letter, or have less
capacity than 900 gallons.
C3. Provide details flammable liquids will be stored.
R3: Flammable liquids will not be stored inside the building.
C4. The alarm contractor shall submit plans, pay the fees and obtain a permit application through the
Sebastian Building Department.
R4: As indicated on Drawing A1.1, the Code Review indicates that a manual fire alarm is required.
Proper procedures will be followed for this alarm.
