HomeMy WebLinkAboutR-15-11 Youth Advisory Council MembershipRESOLUTION NO. R-15-11 A RESOLUTION OF THE CITY OF SEBASTIAN, INDIAN RIVER COUNTY, FLORIDA, REPEALING RESOLUTION NO. R-15-04; ESTABLISHING THE SEBASTIAN YOUTH ADVISORY COUNCIL; PROVIDING FOR TOTAL MEMBERSHIP TO BE SEVEN INSTEAD OF NINE; PROVIDING FOR DUTIES AND RESPONSIBILITIES; PROVIDING FOR PROCEDURES; PROVIDING FOR SUNSET; PROVIDING FOR REPEAL OF RESOLUTIONS OR PARTS OF RESOLUTIONS IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. WHEREAS , the Sebastian Youth Advisory Council will provide Sebastian's youth with the opportunity to make their voices heard and to participate in the City's decision making process through recommendations to the City Council that address youth issues, promote existing programs and develop new programs, projects and activities for the young people of the City of Sebastian, thereby promoting and encouraging the youth to become involved and become effective leaders in the community and help to shape the future of Sebastian. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEBASTIAN, INDIAN RIVER COUNTY, as follows: SECTION 1. Creation. The Sebastian Youth Advisory Council, hereinafter known as SYAC, is hereby created and shall consist of Rine (9) seven 7 members apportioned as follows: five (5) three 3 members from Sebastian River High School (SRHS), two (2) members from Sebastian River Middle School (SRMS) and two (2) members from Sebastian Charter Jr. High (SCJH). SECTION 2. Membership Qualifications. The members will be city residents who are actively enrolled in public or private school. SECTION 3. Application Process. Candidates for membership on the SYAC shall be chosen by their respective school principal, vice principal or designee(s). SECTION 4. Appointment of Members. The members shall be appointed by the Sebastian City Council and serve a (1) one year term. SECTION 5. Conduct. Each member of the SYAC shall conduct himself or herself in a positive, friendly and law-abiding manner at all times. SECTION 6. Election of Officers. City Manager, or designee shall serve as temporary Chair for purposes of presiding over the election of the SYAC Chair. The SYAC shall elect a chair to conduct meetings and a vice chair to conduct meetings in the absence of the chair. Each term shall be for one (1) year. SECTION 7. Vacancies. Vacancies shall be filled as they occur. SECTION 8. Meetings; Records. The SYAC shall hold at least one regular meeting per quarter with the option to hold more or less as desired or as needed. The venue for the meeting shall be the Sebastian City Hall between the 3:00 p.m. and 4:00 All meetings shall be public under F.S. Section 286.011. Public records shall be kept by the office of the City Clerk. SECTION 9. Quorum. The presence of a majority of the entire membership of the SYAC shall constitute a quorum for a meeting. In the absence of a quorum, the members present may meet in a workshop session. SECTION 10. Voting. The affirmative vote of a majority of members present either in a regular meeting or workshop, shall be necessary to adopt a recommendation to be forwarded to the Sebastian City Council. SECTION 11. Absence from Meetings. Unexcused absence from three (3) consecutive regular meetings of the SYAC shall result in a vacancy. SECTION 12. Order of Business. The absence), calls the meeting to order. Adjournment. SECTION 13. Duties and Responsibilities. The SYAC shall have the duties and responsibilities to: 1. Evaluate and review problems facing the city's youth. 2. Facilitate neighborhood meetings with youth to discuss problems, needs, and suggested improvements for our community. 3. Meet regularly with City Manager, Mayor and City Council to share ideas and discuss issues, concerns and needed improvements. 4. Attend city council meetings and participate in vision and goal setting sessions. 5. Present recommended improvements to the City Council. 6. Evaluate and advise the City Council on issues forwarded to the SYAC for advice. SECTION 14. Sunset Provision. Unless re-established by a succeeding Council resolution on or before December 31, 2016, this advisory committee shall be disbanded. SECTION 15. Conflict. All resolutions or parts of resolutions in conflict herewith are hereby repealed, including Resolution R-15-04.
