Dear Mayor McPartlan:
Thank you for your letter requesting that the Federal Railroad Administration (FRA) designate
the city of Sebastian, Florida, as a Cooperating Agency in the preparation of the Environmental
Impact Statement (EIS) for the All Aboard Florida Miami to Orlando Passenger Rail Service
project.
Cooperating Agency designation is appropriate when there is clear jurisdiction by law or special
expertise needed by the lead agency. The FRA declined the city of Sebastian's request on
June 11, 2014, because the request does not specify how the city has jurisdiction by law over an
aspect of the project, or what special expertise the city would provide during the National
Environmental Policy Act process. The FRA initiated the EIS process over a year ago and has
been very actively developing the draft EIS during that time. Input over this year from parties
such as Sebastian has been helpful in preparing the EIS.
Once the Draft EIS is published, the city and the public will have ample opportunity to submit
comments. I encourage you to continue to participate when the EIS is released to help plan this
new transportation option for Florida.
I have sent a copy of this letter to Congressman Bill Posey.
