VETERANS ADVISORY COMMITTEE
MINUTES
MONDAY, FEBRUARY 2, 2015, 3:00 PM

Chairman Newland called the veterans Advisory Committee to order at 3:00 p.m.
2. The Pledge of Allegiance was recited.
3. ROLL CALL
Present:
Wayne Newland, Member of American Legion - Chairman
Jerry Peeler, Commander of American Legion
Barney Giordan, Alternate Member of American Legion
Michael Heashe, Commander of Veterans of Foreign Wars (VFW)
Char Kinlen, Representing Ladies Auxiliary
Absent:
Frank Cutrone, Member of VFW
Alternate Member Representing VFW
Also, Present:
Joe Griffin, City Manager
Jeanette Williams, Recording Secretary
4. APPROVAL OF MINUTES
December 1, 2014 Meeting
MOTION by Mr. Giordan with a SECOND by Mr. Heashe to approve the December 1, 2014
meeting minutes passed.
5. OLD BUSINESS
VFW and American Legion Sewer Connection
Mr. Peeler reported he had received three engineering bids. The City Manager
suggested that as they make a decision, bid invoices should be submitted to the
City for reimbursement. The City Manager insisted that both of the posts have a
contract in place with his signature before any money was exchanged.

Mr. Heashe asked if any leftover grant money could be used for the impact fee. The
City Manager advised if that is the case, it would have to be taken to City Council.
He also advised them to request a "turn -key number" from the bidders to see if they
would exceed the grant amount, noting the transmittal to City Council awarding the
$50,000 was to cover engineering, construction and permitting only.
Sian on Sebastian Boulevard
Chairman Newland asked for a new eastbound sign on Sebastian Boulevard
indicating the location of the posts.
6. NEW BUSINESS
Chairman Newland requested that the City Council adopt a resolution to extend the
committee. The City Manager advised he would place an ordinance on the February 11th
agenda to extend the Committee for five years. Chairman Newland said he would have a
committee member present at the meeting.
Chairman Newland reported the Four Chaplains ceremony was changed from Friday to
Saturday February 7, at 2 p.m. at Riverview Park.
The City Manager advised there is a Four Chaplains article in one of the veterans'
magazines this month.
7. MEMBERS MATTERS
Mr. Giordan announced the American Legion Post was sponsoring a blood drive on
Saturday, February 14th from 8:00 am to 1:00 p.m. and invited the public to attend.
Mr. Giordan thanked the Sebastian Police Department for the veterans' escort from the
Legion Post down to Riverview Park and back. He hoped it would continue in the future.
Mr. Peeler announced that on February 26th, the Gulfstream Boy Scout Council of America
will present the highest volunteer award, the "Silver Beaver" to Chairman Wayne Newland
who has been active in scouting since 1948.
Mr. Heashe asked about the addition of information to the existing veterans' memorial.
Chairman Newland said that Mr. Cutrone was to gather information and present it to the
Committee.
MOTION by Mr. Giordan with a SECOND by Mr. Heashe to remove this item from the
table and add it to the next agenda under "unfinished business" passed with a unanimous
voice vote.

8. OTHER MATTERS
The City Manager described the extensive improvements recently completed by the City to
the memorial area at Riverview Park to include anew 28' aluminum flagpole. He hoped
the veterans noticed and invited feedback from the veterans and the public. Chairman
Newland said the firm footing was very much appreciated.
In response to Mr. Peeler, the City Manager noted that City Council has not received a
"thank you" for the grant award.
9. MOTION by Mr. Peeler with a SECOND by Mr. Gordian to adjourn the Veterans Advisory
Board meeting at 3:29 p.m. passed with a unanimous voice vote.
