Public Input Heading on Agenda The heading on Regular Meeting agendas “Public Input” provides an opportunity for individuals to bring NEW INFORMATION OR REQUESTS TO CITY COUNCIL NOT OTHERWISE ON THE PREPARED AGENDA. Individuals are asked to attempt to resolve matters with staff prior to meetings. Individuals are asked to provide copies of material for Council one week prior to the meeting if they intend to refer to specific material. He thanked City Council for voting on all of these efforts. Ms. Coy reminded people not to forget to thank the Lions Club for all their hard work, time and money organizing the Fourth of July event. 7. Recess City Council Meeting and Convene as Community Redevelopment Agency Mayor Gillmor recessed the City Council meeting at 6:15 pm and immediately called to order the Community Redevelopment Agency meeting. City Council members, sitting as the CRA were all present. A. CITY COUNCIL CHAMBERS 1225 MAIN STREET, SEBASTIAN, FLORIDA 1. Vice Mayor Adams called the Regular Meeting to order at 6:02 p.m. 2. Invocation was given by Pastor Tim Richey, First Pentecostal Church of Sebastian. 3. The Pledge of Allegiance was led by Vice Mayor Adams. 4. AGENDA MODIFICATIONS The City Manager requested addition of a modified submerged lands lease for Fisherman’s Landing/Working Waterfront as item 7C. MOTION by Ms. Coy and SECOND by Mr. Hill to add the item passed on a voice vote of 4-0. Mayor Gillmor arrived at 6:04 p.m. just after the voice vote. 6. PROCLAMATIONS, AWARDS, BRIEF ANNOUNCEMENTS 15.119 A. Presentation of Check in the Amount of $3,152 to the Indian River County Chapter of the American Cancer Society by Golf Course Director Greg Gardner – Proceeds from Mike Nichols Memorial Golf Tournament Golf Course Director, Greg Gardner, described the memorial golf tournament in memory of former Assistant Golf Course Director, Mike Nichols, who passed away at a young age from cancer and Mike’s effect on staff and Golf Course players. He presented a check in the amount of $3,152 to American Cancer Society representative Theresa Woodson. 14 of 106 2 Regular City Council Meeting July 8, 2015 Page Two Ms. Woodson spoke on the spirit in Sebastian, the importance of the fight against cancer, and her time as the local ACS representative. She thanked Council and said she considered it a privilege to be able to Relay at the City’s Riverview Park, and said anyone interested in planning for the event can contact her at the Vero Beach ACS. She said the City is officially a silver team since the team had already raised $500, and she provided t-shirts to City Council. Ms. Woodson then described the uses of funds raised through Relay for Life. 15.120 B. Presentation by Barney Giordan, American Legion Post 189 - Veterans in the Classroom Barney Giordan, provided his long and distinguished background as a Veteran back to 1946. He introduced Peter Puzzo, Sons of American Legion, and Tony Young, Veterans Council of Indian River County. He and Mr. Puzzo gave a presentation on a program called “Veterans in the Classroom”, with a focus on Americanism which they have been presenting to local schools such as Sebastian Middle and Elementary, Fellsmere, Gifford, Dodgertown and Treasure Coast. He said a member of the School Board has come to watch the program to see if it can become a part of the school program, and thanked County Commissioner Joe Flescher for his assistance. He said the program typically is made available to children from 4th to 8th grade with a concentration on 6th and 7th grades. Mr. Puzzo continued that the Americanism program is popular with the schools and the kids, and one of their core goals is to promote 100% Americanism, starting with the Pledge of Allegiance, its history and its meaning using a Red Skelton video from 1969, then they go into Q & A and get student opinions, and then flag myths are discussed. Mr. Giordan said they give historical background on the Star Spangled Banner which was originally written as a poem by Francis Scott Key, published in a Baltimore paper, and later adapted to music from a British pub song, then have Q & A, noting students always ask if they were ever shot and their response that most of these Veterans were not in combat, and that the students always ask about their ribbons. Mr. Puzzo went on to explain they teach the students how to fold the flag in a tricorn, which represents the tricorn of our ancestors, and how to present it to the family of fallen military personnel. Mr. Giordan said the students are taught the meaning of the flag colors, about the VFW and AL Color Guards, Veterans Day and Memorial Day, and are shown videos entitled “I Fought for You”, and one with Time Life slides from the 35th Anniversary of the Vietnam Conflict. Mr. Giordan cited the importance of the program, initiated by Jack Hodge, a patriot and teacher at the Sebastian Middle School, and others in the school system, and they are hopeful this will be accepted into the school system and any support they can get from City Council members would be greatly appreciated. Ms. Coy asked how much in the way of supplies they need and assumed the Veterans Council gives them what they need. Mr. Giordano said they have been fortunate with the local VFW and American Legion for extra flags. Ms. Coy said they are here representing the Veterans Council and asked if they are providing what they need. Mr. Giordano said they haven’t requested anything but was sure if they did they would get it. He said they have 21 members, different Veteran organizations throughout the County and 35 associate members. Ms. Coy said we raise money for the Veterans Council up here. 15 of 106 3 Regular City Council Meeting July 8, 2015 Page Three Tony Young, Veterans Council of Indian River County, responded to the question of whether Sebastian was being supported, and cited the good thing about Indian River County is that we have been united as Veterans, at Memorial Island you see members from Sebastian, and being united is a necessity of a County with 15K veterans. He said it is impossible for IR Veterans Council to not incorporate Sebastian, citing participation in the Ashley Ferguson 5K run for her fallen father, the 4th of July parade, Veterans Outreach which touches Sebastian with Up with Veterans, Veterans in the Classroom, and transportation to the Veterans Hospital in West Palm Beach, and that they appreciate the support that comes from Sebastian. Discussion took place on who funded the buses. Mr. Young said the bus funding is from a County grant. Mr. Young said he was raised here and attended Vero Beach High School when there was no Sebastian High School and all of this was his community, and he returned there and is happy to be here for Sebastian or any of the towns to be here for veterans returning, and they will continue as long as they have the support. Ms. Coy thanked him and said it is getting better and there were years when the Veterans Council was very invisible here. She said she would like to hear him speak about our Veterans Memorial as well. Mr. Young said Memorial Island is not a Vero Beach memorial. Ms. Coy said we have our park and have our own ceremonies and support strongly the stuff up here. Mr. Giordan said as a delegate from the VFW, and member of the outreach committee, they are helping out veterans in need here but also serve on the Veterans Committee. Mayor Gillmor said the City recently instituted a Civics day here in Sebastian for 7th grades which is when students study Civics and he might want to target 7th graders. Ms. Coy said it sounds like the Mayor was inviting them here, and Mayor Gillmor agreed it would be great to coordinate and when they have the classes here have the Veterans come in. Mr. Giordan said the Veterans would gladly serve the City in any way it can help. Mr. Hill thanked them for all they do, said he has visited Memorial Park and we have a beautiful park as well, and did not believe there is any type of competition. He asked if they are potentially requesting a letter in favor of this from us to the School Board and said he would strongly support that. MOTION by Mr. Hill and SECOND by Ms. Coy to send that letter out to the School District. Mr. McPartlan asked if he could get a tank or helicopter for our Veterans Memorial, they have one in Okeechobee and we need one here. C. Brief Announcements July 18 – Christmas in July in Riverview Park to Benefit Shop with a Cop Program – 4 pm to 8 pm Police Commander Blackledge explained the purpose of the July event to raise funds for the annual activity to take approximately 100 children in need to Walmart paired up with a police officer and help them buy gifts for themselves and for their families. 16 of 106 4 Regular City Council Meeting July 8, 2015 Page Four 7. PUBLIC INPUT New information or requests to city council not otherwise on the prepared agenda Jim Sunnycalb, Sebastian, said he and his son Jake run a website for the City dog park, showed signs they leave around town to urge people not to leave children or pets in cars and said anyone can get one by contacting them at sebastianbarkpark.com. He said we had a float in the parade and spoke to people who did not know the City had a dog park and asked if we could put it on Channel 25 with the times and that it is free. Mayor Gillmor said it might be a good idea to put not only the dog park, but other parks on channel 25 because people don’t know where they are. Ms. Coy said maybe we ought to put on the website under Parks and Recreation. The City Clerk said there is a web page with photographs and descriptions of each park under Parks and Recreation. She said we could have someone go out and video each park and run it as a video program on Channel 25. Ms. Coy said we have a new pamphlet with the bike paths and interconnection of the parks. 17 of 106 5 Regular City Council Meeting July 8, 2015 Page Five 12. NEW BUSINESS 15.121 A. Affirm Support and Sponsorship of Skydive Sebastian Event October 24 & 25, 2015 – Appropriate Not to Exceed $2500 (Transmittal, Presentation Video) The City Engineer/Airport Manager highlighted what we are working on at the airport, tonight promoting Skydive Sebastian, specifically a weekend activity to bring people to the airport with sponsorship by the City by giving them use of the stage, PA system, and marketing activity which will help market the City as well. He cited a promo which will run on Comcast for the event on October 24 and 25. He introduced Amanda from Skydive Sebastian, who briefly addressed City Council on this effort to bring people to Sebastian, and the planned promo was aired. She said there will also be a music festival. MOTION by Ms. Coy and SECOND by Mayor Gillmor to approve. Roll Call: Ayes: Adams, Coy, Hill, McPartlan, Gillmor Nays: None Passed: 5-0 13. CITY ATTORNEY MATTERS – None. 14. CITY MANAGER MATTERS The City Engineer gave an update on the Fleming Street reconstruction project and the upcoming Main Street widening and repaving project, noting there have been compliments on the Fleming project, and Main Street residents have been contacted regarding that upcoming project. In response to Mayor Gillmor, he said Main Street driveways affected by the widening will have to be cut out in three foot sections and tapered in. The City Manager gave a shout out to City employees for their work on the Fourth of July event; and, cited the Charter requirement to conduct at least one Council meeting per month, and following Council discussion, received consensus of Council to use his discretion after notification to Council, in scheduling Council meetings in slow times when there are no agenda items and during holidays. Mayor Gillmor also mentioned workshopping and visioning during light times. 15. CITY CLERK MATTERS 15.004 A. November 3, 2015 General Election Report (Transmittal, Schedules) The City Clerk briefly synopsized the report to City Council on the November 3, 2015 General Election as follows: • Three City Council seats with two year terms • Qualifying period is August 20 – September 4, 2015, but can pre-qualify at any time and Clerk can explain if anyone is interested • Candidate packets available from City Clerk in City Hall M-F 8 am to 4:30, can review packet on-line city website www.cityofsebastian.org – Departments – Clerk – Election Information • Political signs can be posted no earlier than August 20th (75th day prior to election) (was stated in error as September 4th at the meeting but correct in the written report in the packet) • City Canvassing Board will canvass results 18 of 106 6 • Elected officials will be sworn in just prior to the November 18th Regular City Council meeting and terms begin at that time • Voter registration and precinct information is handled by SOE – call 226-3440 or www.voteindianriver.com • No early voting in odds years unless County ballot issue and next early voting is 2016 16. CITY COUNCIL MATTERS A. Mayor Gillmor Mayor Gillmor said that since we are in budget season Council might want to discuss possible insurance benefits for council members, cited that other cities provide benefits, such as Fellsmere and Vero Beach and IRC and SLC Commissions. He said he would not take advantage since he is on medicare. Mr. Adams said he would have to know the impact on the budget and people’s input, but in his opinion, he would say it is not a full time job that requires benefits, so it was little touch and go for him, though it could be seen as attracting better qualified people to run. Mr. Hill said he had discussed this with the City Manager and with Obamacare mandatory health insurance requirement, it is high time to consider it, though the only issue is the impact to the budget which he said should be minimal. He said most municipalities offer it and it is no different than cell phones, travel allowances and computers, that this is not a full time job, but we put a great amount of time and effort into it. Ms. Coy said it is simple for her, it is a part time job, we get $300 per month salary and $300 per month expense account and she can’t think of any other part time job where they get access to insurance, and thinks it is wrong. She suggested going to the Charter Review Committee and to referendum, and that she did not think we should have cell phones or IPads because that is what the $300 expense account is for. Mayor Gillmor said from his perspective it is not a part-time job when you have a 300-400 page docket to go through, said you don’t do this for the money. He said it would at least be worthwhile as an agenda item, but if we have to raise taxes he would not be in favor of it. Mr. Hill said it is easy to say if you already have health coverage, noted Council gave itself a $300 stipend, that he serves on Council because he loves the community, times have changed and if you are in business you have to pay for insurance. He said he would favor it if it didn’t affect the budget or taxpayers. Mr. McPartlan said every year we talk about health care, the high risk pool and how a certain few people cause increases in health care costs and asked, what if it was someone up here caused that. He said he was open to a free discussion. Mayor Gillmor asked if the City Manager could look into it and come back next time with a possible cost. The City Manager said a 15% increase had been built into the preliminary budget for health care as we did last year, and tomorrow staff is meeting with Gehring Group to review insurance proposals, and he could have further information to provide. Council Member Coy Ms. Coy said the 4th of July event keeps getting better and better and the skydivers were awesome, but cited a parade experience she had getting soaked by a family of parents and children with super soakers including her phone and the paperwork she was carrying. She said she left her cart and talked to the parents telling them this was not allowed, and while doing so was hit again by one of the little girls and an older woman told her to go away and mind her business. She was dismayed that adults are teaching their children to be disrespectful and said next year it will not happen and no one will be standing on the sidelines with buckets of water. She said she is a senior citizen and this could be considered battery. She offered them a chance to call and apologize to her at 388-0961, and said she has a video of the incident where one of the adults was holding the soaker, and watched adults be extraordinarily bad role models. D. Council Member Hill Mr. Hill said it was a great 4th of July, and thanked staff and the Lions Club for the tremendous job they have done over the years, said their contract is up and strongly support them going forward. E. Council Member McPartlan Mr. McPartlan said the parade was great and staff did a tremendous job; and reported that Treasure Coast Community Health in Fellsmere and Vero Beach offer free or reduced good quality health and dental care for people who don’t have insurance and the Homeless Center in Vero Beach offers free medical care on first and third Tuesdays of the month 4:30 pm to 7:30 pm. He also reported on the Fellsmere “Getting Ahead Fair” on July 31st from 9 am to 1 pm, with free blood testing, diabetes screening, Research Coast career center, and the Treasure Coast Food Bank mobile food pantry. 17.
