Chairman Northcott called the meeting to order at 6:00 p.m.

The June 2, 2015 minutes were accepted as presented.

A. Oyster Restoration
i. Permit status of Army Corp of Engineer's and SJRWMD Comments
(Letter Attached)
The City Engineer said the leading permit should be considered the SJRWMD
permit and cited their request to change the product. In response to the
Chairman, he reported that he did not reply to the Army Corp of Engineers
comments.

Chairman Northcott noted with the site they have chosen, there is no evidence of
erosion, tidal action, or wave action. He didn't think the agencies were familiar
with the site; and if they place bags out then it will be considered an artificial reef
that will be hazardous for vessels. He would like to invite the agencies to a site
visit. The City Engineer advised the Board that they should respond to the
comments called RAls.
Chairman Northcott suggested having a board meeting on site with Tamy Dabu
and a SJRWMD representative with all the comment letters.
The City Engineer pointed out Board Members will not be able to access the
lagoon from shore at the site near Capt. Butcher's since the shoreline is private
property so their application would have to be revised. The Board could ask
Capt. Butcher's for permission.
Mr. Millar noted on the Florida Fish and Wildlife Conservation Commission
(FWC) letter indicates additional questions should be directed to Jane Chabre.
Chairman Northcott agreed that she should also attend the site meeting.
Mr. Progulske offered to contact Army Corp of Engineer Project Manager Tamy
Dabu, Jane Chabre and Jeff Beal from FWC, and a SJRWMD representative.
Chairman Northcott would also like to invite Indian River Lagoon Aquatic
Preserve Manager Brian Sharpe.
ii. Florida Fish & Wildlife Conservation Commission Comments on Permit
(Letter Attached)
iii. Mr. Gordian's Supply Purchase from Austin Map Project
Mr. Gordian said he didn't want to buy anything at this point since the materials
might change but he would like to coordinate the purchasing with Eagle Scout
Candidate John Giordano.
Eagle Scout Candidate
John Giordano reported that he finished the required paperwork for his project,
and it was approved by the Eagle Scout Board. He was standing by to see what
materials would be used and when it will happen. John also reported that he held
an oyster mat workshop for the Cub Scouts. In response to Paul Giordano,
Chairman Northcott said bags are now requested because the Vero Beach
Power Squadron has had some of their mats turn over. In response to Paul
Giordano, the City Engineer said typical agency review is 30 days. John
Giordano said if the materials are changed, he would have to submit the change
to the Eagle Scout Board for approval and would like to attend the site meeting.
B. Champion Tree Program
i. Update on City's Past Tree Program
The Environmental Specialist referenced the Champion Tree Program material
submitted in the last agenda packet.

She stated if the Board wanted to resurrect the program, the guidelines outlined
in www.freshfromflorida.com would be used.
The Environmental Specialist said prospective trees would be gathered from
going door-to-door or from people contacting the website. The City Engineer
advised that Board Members go out individually to measure the trees and report
their findings back to the Board to comply with the Sunshine Law.
Mr. Clifton suggested they put the rules and guidelines on their website and go
from there. The City Engineer stated criteria has been established by the City,
they should display the list of past champions, what is required and start from
there. Mr. Clifton said property owners should be given the option of listing their
address. Mr. Clifton offered to draft a website design to advertise and revitalize
the program. This will be on the next agenda.
C. Earth Day
i."Let's Chalk About It" Contest Winners (Winning Photos)
The Board reviewed the photos and Chairman Northcott said Ms. Thomas should
definitely come to next year's Earth Day. Ms. Ring noted the photos are also on
the County's website.
ii.Select 2016 Earth Day Date -April 16 or April 23
The Environmental Specialist still needs to check if the dates are available.
iii.Procure DJ for Event Music/Master of Ceremonies
Ms. Gordian said he would procure the DJ. Ms. Ring said she would like to see
different bands and a professional emcee. Chairman Northcott said board
members could share the emcee duties.
MOTION by Mr. Clifton and SECOND by Mr. Millar to have the Environmental
Specialist book the park and band shell for April 23rd 2016 if it is available passed
with a unanimous voice vote.
iv. Contact Vendors for 2016 Earth Day (List)
Ms. Ring requested the procurement of a professional DJ. Chairman Northcott
asked the Environmental Specialist to make sure the PA system would be with
the band shell so they might share the emcee duties.
Mr. Gordian suggested they share the contacting of vendors. Ms. Glaser offered
to take over the vendor list.
Mr. Millar suggested sending out a form letter six to seven months prior to the
event inviting the vendors to come, have a deadline for a response so an event
brochure could be printed to help advertise the vendors and event schedule. He
said contacting the vendors should be done by the U.S. Mail Service because e-
mails might go to a spam folder.

Chairman Northcott said they should plan to review the letter and brochure
together as a Board. Ms. Ring offered to design one or two vendor forms for the
next meeting.
Mr. Millar also suggested having the emcee periodically ask a question to the
crowd on hand to win the door prizes instead of drawing tickets. Mr. Gordian
said animal exhibits would attract more participation. Ms. Ring said a DJ could
interview the vendors throughout the day and their donated prizes could be
dispersed at that time.
Mr. Millar recapped for the next meeting: the application will be drafted for a
September mail out with a possible second mailing in December/January. He
asked the fire code be printed on the back of the application for the food vendors.

8. NEW BUSINESS
A. Natural Resources Board Specific E -Mail Address
Mr. Gordian asked if these would be individual e-mail addresses or a bucket e-
mail address. The City Engineer responded because of IT security, it would
difficult to have individualized addresses. It would probably be one pull -in, one
pull-out. The City Engineer said he would look into it noting it would set costly
precedence for other boards.
Mr. Clifton said in his municipal experience, board members had to conduct their
official correspondence via a town e-mail address; a legal discovery could require
their personal e-mails be provided and he would think the City would want an
official e-mail address used for business.
The City Engineer said there is an associated cost that the City Manager would
have to make a decision on it.
Mr. Millar said he was concerned that e-mails wouldn't be responded to in a
timely manner and if they had to discuss each e-mail together as a board, it
would become unfathomable. He suggested one board member be designated
as the responder. Ms. Ring suggested an automatic reply go out saying the e-
mail was received and would be discussed at the next meeting. Mr. Millar said
that could make long meetings, the public is invited to come to their meetings as
it is. Ms. Ring responded maybe it could only be open for a month for Earth Day.
The City Engineer suggested the Board identify a member to monitor incoming
E-mails. Mr. Millar said it would be okay for Earth Day but he didn't want citizen
concerns to be unaddressed.
Ms. Ring said she requested this to correspond with vendors. Chairman
Northcott suggested Earth DaV(a)cityofsebastian.org be set up.
Mr. Progulske suggested they think about this some more, not everyone can
come Tuesday nights and pointed out there isn't a way to contact the Board on
the website.

for the Board.
9. STAFF MATTERS - None
10. MEMBER MATTERS
To get the Board more recognized, Mr. Millar suggested the Board walk behind a banner
in future 4t" of July and Christmas parades.
11. ITEMS FOR NEXT AGENDA
It was the Board's consensus to put participation in the Christmas parade on the next
agenda.
Ms. Ring said she compiled the vendor list included in the agenda packet and asked if
certain vendors participated. In planning for Earth Day 2016, Mr. Gordian noted some
vendors have only an e-mail address and some only have a postal address.
12. Being no further business Chairman Northcott adjourned the Natural Resources Board
meeting at 7:45 p.m.

F -this is the right email address and sorry for any confusion. The FWC comment letter for the project is attached. As a
discussed with you (and the Mayor on a separate call), our default position regarding these matters is oysters in bags
because the mats were designed for a specific purpose (to restore dead margins of intertidal reefs in Mosquito Lagoon)
though they are sometimes used shoreward of bags along Living Shoreline projects. Mats were used without bags in the
Ft Pierce area along a spoil island and wave action displaced them. I suggest that you use bags in this case but try a few
mats if you so desire abutting the bags (shoreward) because this is a pilot project. In this manner, you can track larval
recruitment/growth using both techniques. If the mats are not found to be useful, they can easily be removed. I hope

This letter is in reference to the Department of the Army (DA) permit application you
submitted for the Sebastian Oyster Mat Restoration project. The project is located in
the Indian River, in Sebastian, Indian River County, Florida. The application has been
assigned number SAJ-2015-01763 (NW -TSD). Please reference this number on all
correspondence concerning your application. Based upon the information provided
your project may qualify for a Nationwide Permit.
While this application originated through the Joint Application Process with the State
of Florida, the U.S. Army Corps of Engineers (Corps) received insufficient information to
evaluate the proposal. The Corps considers your application incomplete, as it does not
provide information needed to review the project and coordinate with the commenting
agencies.
Please provide the signed signature page to the application or complete the
attached application form for the proposed project.
2. Please provide a basic and overall project purpose for the project.
3. No exhibits were provided with your application and the application did not include
any description of the proposed work. Please describe in detail the proposed project.
Include monitoring activities that will take place, frequency of the monitoring, and
remediation if the project is not successful.
4. Please provide a plan view drawing so that it reflects all dimensions to the project.
Include the following in your legible plan view drawing:
a. Property boundaries
b. North arrow
C. Road names
d. Name of water body
e. Approximate mean high water line
f. Wetland and surface water locations
g. Types of materials to be used (include anchors, etc...)
h. Dimensions to all proposed features (length, width, and height)
i. Location of the proposed project (referenced from fixed points)
j. Emergent and submerged vegetation
k. Existing water depths referenced to mean low water
I. Turbidity control measures(if applicable)
m. Cross Section location(s)
n. Installation method
o. Identify and state if the area will have markers installed and the type that will
be used. It appears that if sites D or E are proposed that the project may
pose a navigational hazard to the area. Please locate the project so that it
does not pose a navigational hazard in the Indian River.
5. Please provide typical cross sections for the project. Please include the following:
a. Identify section
b. Existing conditions
c. Proposed conditions with description
d. Dimensions to all features within the section
f. Please explain in detail how the project will take place. Include all materials that will
be used to install the project and the following information:
a. how you will access the site,
b. staging of equipment and materials,
C. full description of all types of equipment and materials that will be used to
install the project, (how you will carefully hand place the materials, etc...)
d. anticipated duration it will take to perform the proposed project,
e. anchoring mechanisms i.e. if PVC piling or anchoring mechanisms will be
used include size, the number of piles that will be installed, complete details
regarding how the piles will be installed into the substrate, IF applicable (if
you are using the doughnuts then the PVC piles are not applicable)
f. noise factors (if any) during installation,
g. time of day that the project will be performed,
h. full description of all in water vessels associated with the project,
i. turbidity control devices
j. describe the substrate and approximate water depths the project is located
in
k. describe measures that will be taken to avoid impacts to manatees,
swimming sea turtles and Smailtooth sawfish
I_ location of any navigable channel
m. Anticipated in -water work duration (hours or days etc_) to perform the
project.

Please be sure to describe the substrate that the project will be placed on and the
location of emergent and submerged aquatic vegetation (SAV), with
the distance away that any emergent and SAV is found.
In order for a Corps of Engineers permit to be issued for the proposed project, we
must received water quality certification or wavier from the State of Florida. Please
forward a copy of either the water quality certification or the wavier to the Corps of
Engineers upon receipt. Any revisions or modification you may propose during the
evaluation process must be coordinated with both the State of Florida and the Corps of
Engineers.
As the application is considered incomplete, no action will be taken on it until the
above -requested information and drawing shave been received. We request that you
provide this information within 30 days. If no response is received, we will assume you
have no further interest in obtaining a Department of the Army permit and the
application will be deactivated. Such action will constitute final action by the
Department of the Army.
You are cautioned that work performed below the mean high waterline or
ordinary high waterline in waters of the United States, or the discharge of dredged or fill
material into adjacent wetlands, without a Department of Army permit could subject you
to enforcement action. Receipt of a permit from the Florida Department of
Environmental Protection or St Johns River Water Management District does not
obviate the requirement for obtaining a Department of Army permit for the work
described above prior to commencing work.

Additional Permit Application Information
I . Site Locations: Two locations (sites) are being considered for restoration using oyster
mats. They are labeled Locations `D' and `E' on the attached aerial photos. The location
of `D' is 1732 Indian River Drive, Sebastian, Florida, 32958 (N27'49.42, W80' 28.37).
The location of `E' is 1660 Indian River Drive, Sebastian, Florida, 32958 (N27' 49.66
W80'28.29).
2. How will you access the site: Both sites will be accessed from a main road, Indian River
Drive, Sebastian, Florida that runs near the western shoreline of the Indian River Lagoon.
If access across private property to access the water is needed, it will be
requested/coordinated by the City of Sebastian with the private land owner. There is also
an option to access the site by boat, but due to the shallow depth of the water, access from
land and wading to the site is preferable.
3. Staging of equipment and materials: Any equipment and/or materials will be staged near
the site within a day of planned installation. The oyster mat sections will consists of 16
inch x 16 inch plastic netting material with attached oyster shells. They will be cut and
assembled at another location before transporting them to the installation site.
4. Descrition of all types of equipment and materials that will be used to install the project
(how you will carefully hand place the materials, etc.): Each section of the overall oyster
mat will be constructed of 16 inch x 16 hich plastic netting material, as used in other
oyster mat projects throughout the Indian River Lagoon. Thirty-six cleaned mature
oyster "half shells" will be individually attached vertically to the intersections of the cells
on each section by plastic wire ties after drilling a hold in the base of the shell. The 16
inch by 16 inch plastic netting material sections will be set by hand on the bottom
substrate. Concrete irrigation "donuts" will be placed at the intersection of four sections
to anchor them to the substrate. Since both sites are very close to the shoreline, and the
sections will be "hand -carried" into the water, there will be no need for other equipment
except for containers to transport the sections.
5. Anticipated duration it will take to perform the proposed project: We anticipate the
initial placement of the oyster mat sections will take less than a day.
6. Anchoring mechanisms: Concrete irrigation "donuts" will be placed at the intersection of
four sections to anchor them to the substrate.
7. Noise factors (if any) during installation: No noise above normal ambient conditions is
anticipated.
8. Time of day that the project will be performed: The installation of the oyster mat
sections will be initially be started in the morning and will continue until all the sections

1. Resolution No. R-11-18, is included on the NRB Champion Tree Program webpage. It provides a
general idea for how the program should function.
2. NOTE: At the moment there are only "champion" trees at the state and national level. The
probability that Sebastian has a "champion" tree is remote.
3. However, the tree of each qualifying species with the highest score surveyed by City staff could be
a Sebastian Champion Tree.
"Sebastian`s Tree Inventory" was provided with the June 2, 2015 NRB agenda attachments and will not be
replicated for this meeting. However, a few observations follow.
1. The inventory was started on 6/18/05. Six (6) years before Resolution No. R-11-18.
a. After ten (10) years it is likely a few of the trees have succumbed to storms, age, or disease.
b. A time period (x years) should be established to contact property owners regarding their
trees health and possibly inspect inventoried trees.
c. Genus and species names should be italics or underlined and the species name lower case.
d. Only the tree height was provided. All data used to generate the total points should be
available (height, diameter breast height, and crown diameter). This will allow interested
persons to compare their tree(s).
Many tree recognition programs have photographs of the tree and would likely provide a
contribution to program interest.
The Sebastian Champion Tree web link should provide:
1. A listing of the Sebastian champion tree and up to two (2) others for each species.
a. Tree location with option to withhold private property addresses upon request.
b. Common name and scientific name,
c. Most recent date of measurement.
d. All data used to calculate total points.
e. Photograph of the tree with option to withhold for privacy or security.
2. With this information property owners will be able to evaluate whether they have a competitive
tree prior to requesting a measurement.
3. The application procedure and form should be available on the web page and downloadable. It
would probably be best to receive the application as hardcopy.

RESOLUTION NO. R-11-18
A RESOLUTION OF THE CITY OF SEBASTIAN, INDIAN RIVER COUNTY,
FLORIDA, CREATING A CHAMPION TREE AWARD PROGRAM; PROVIDING
FOR CONFLICT; PROVIDING FOR EFFECTIVE DATE.
WHEREAS, trees are an important part of our community as evidenced by our local policies and
comprehensive plan and City Council created a Natural Resources Board to protect and promote the City of
Sebastian's horticultural values; and
WHEREAS, the City Council based on the recommendation of the Natural Resources Board,
wishes to promote preservation and recognition of Sebastian's outstanding trees by awarding a citywide
Champion Tree designation.
NOW THEREFORE, BE IT RESOLVED BY THE CITY OF SEBASTIAN, as follows:
Section 1. The City Council hereby authorizes the City Manager and the Natural Resources
Board to create a City of Sebastian Champion Tree Program, whereby owners of specific qualifying trees
shall be recognized by a Proclamation of the Mayor.
Section 2. GUIDELINES. The Natural Resources Board and City Manager shall adopt the
guidelines of the state Champion Tree program to guide the Board in the nomination of Champion Trees,
Section 3. AWARD. The Mayor will present a Proclamation to any qualified winner for each
species of tree.
Section 4. CONFLICT. All resolutions or part of resolutions in conflict herewith are hereby
repealed, including R-08-26.
Section 5. EFFECTIVE DATE. This resolution shall take effect immediately upon its adoption
