Further to our telecon moments ago, the immediate response from Joe Schulke's office and a further field
visit indicates the offending dump trucks noted below may have in fact been servicing the Pelican Isles
Project. This email transmittal to you is to clearly advise you of the situation on Powerline Road and to
request you contact the Pelican Isles Project personnel immediately to advise them of the City's position
in this matter (as stated below in the email transmittal to Joe Schulke) and which also applies to the
Pelican Isles Project.
If it continues to happen and we are unable to attribute offending vehicles to any particular project in the
future, we will shut down both projects until we can sort it out.

The Sebastian Police Department reported this morning that at least two dump trucks thought to
be servicing the Ashbury Project on Powerline Road yesterday "blew through" the STOP signs at the
School Crossing on Powerline Road. There are a number of witnesses.
Further to my telephone call to your office moments ago, this is to advise you clearly and in no uncertain
terms:
1. The project will be SHUT DOWN immediately if this happens again.
2. The project is now under surveillance by Police Department and other City Inspectors for this and
any other matters that may be violating the rules of engagement for the project.

It has been suggested we now close off the southern access to Powerline Road now that the northern
access is paved. This would clearly prevent any further recurrence of the School Crossing violations at the
south end.
Do you concur with this approach? If so, please arrange for your projects to work together in closing off
the southern access by berm or someother nonviolable barrier.

Dave:
Now that Powerline Rd is paved nearly to the Ashbury project I recommend that Powerline Road South of
Ashbury be close to all construction traffic. It was necessary to use this part of Powerline while the road was being
paved, but now that the road is complete the construction traffic should not be traveling the dirt road past the
school. Just a suggestion.

Dear Bob,
As we discussed earlier today, the City of Sebastian iias expressed concern about the
apparent disregard of traffic laws recently exhibited by dump trick operators believed to
have originated from either the Ashbury or the Pelican isles construction sites. Please
refer to the attached copy of an email from W David Fischer, City Engineer, City of
Sebastian, to Steve Moler of this office. Mr. Fischer has iDdicated that if the violations
continue the City «iii take action against the related projetA.
It is recommnended that you inform all subcontractors and private dump truck operators in
writing as to the location of traffic control devices (stop signs- etc) and scbool zones in
the vicinity of the Pelican Isles project. Also inform timers that they may be held
responsible for the cost of any delays or fines imposed on the project as a result of
careless driving.

Further to our telecon moments ago, the immediate response from Joe Schulke's office and a further field
visit indicates the offending dump trucks noted below may have in fact been servicing the Pelican Isles
Project. This email transmittal to you is to clearly advise you of the situation on Powerline Road and to
request you contact the Pelican Isles Project personnel immediately to advise them of the City's position
in this matter (as stated below iri the email transmittal to Joe Schulke) and which also applies to the
Pelican Isles Project.
It it continues to happen and we are unable to attribute offending vehmle'to any particular project in the
future, we.wi_II shut_gown-both..erolects_untii we can sort it out.

The Sebastian Police Uepartrnent reported this morning that at least two dump trucks 0!uughl to
be servicing the Ashbury Project on Powerline Road yesterday "blew through" the STOP signs at the
School Crossing on Powerline Road. There are a number of witnesses.
Further to my telephone call to your office moments ago, this is to advise you clearly and ir, no uncertain
terms:
1 The project will be SHUT DOWN mn-iodjateN it this happens again.
2 The project is now under surveillance by Police Department and other City Inspectors for this and

any other matters that may be violating the rules of engagement for the project.
3. Please contact the Ashbury Project personnel to rectify this situation and report
back regarding when/how/ to whom that has been done.

It has been suggested we now close oft the southern access to Powerline Road now that the northern access
is paved. This wpukf clearly prevent any further recurrence of the School Cro%%ing viviations a! the south �,nd.
