SBS to provide sketch detailing the proposed details and noting the rationale / explanation for filling in the ditch. (Chief Davis was consulted on this matter. He concurs with the option proposed below.) • SBS to provide package of documentation regarding the sidewalk issue (as discussed). Likely to be no further action on that. • SBS to provide documentation / explanation regarding the spec for the currently installed pipe with appropriate assurances as to suitability for intended use. • Other items, we are told, are in progress. We will review and evaluate your proposed traffic barrier / signage / ditch fill-in remedy and get back to you within the coming days. Both the sidewalk and the CMP issues are NOT settled and both require further discussion. Any discussions we have had about that since the field inspection visit (and they have been very brief and not particularly substantive) have been only for issue identification with no mutual concurrence in place. There are some attendant circumstances that need to be documented such as (1) the project staff bringing the sidewalk issue to the attention of the City in a timely manner and the City's response at that time; and (2) regarding the pipe: why the standard pipe spec was not used and an evaluation whether the currently installed pipe is adequate and, if not, whether we will require replacement or a bond or some other measure in the matter. -- Dave Fisher -----Original Message ----- From: Ken ]ones[mailto:kjones@sbsengineers.com] Sent: Wednesday, March 29, 2006 2:30 PM To: 'David Fisher' Cc: rob@coyclark.com Subject: Ashbury Subdivision Punch List Dave: One item on the punch list for Ashbury is a remedy to prevent traffic from running into the shallow north -south ditch at the end of Powerline Road. We would like to recommend filling the ditch for a distance of 100 feet to the south and placing FDOT recommended signage at the end of Powerline in accordance with page 17349 Case II of the FDOT Design Standards Manual. This would include three Red reflectors to be located at the end of Powerline (one in addition to the two existing) with a W14-1 Dead End sign facing the oncoming Powerline Road traffic at the Roy Ave. intersection. In addition a two way WI - 7 sign would be placed facing the oncoming Roy Ave. traffic. We feel that this would be a safer solution than erecting a barrier at the end of Powerline road and reduce liability for all. Using signage would be similar to the solution the City used at Larkspur and Grandeur. Please let me know as soon as possible if this solution is acceptable to the City so the developer can proceed to fill the ditch and order the signs. It is my understanding, in previous discussions with Joe Schulke the City has agreed to accept the sidewalk as installed and this is no longer an issue. I also understand the City had a concern regarding the drainage pipe extending from the drainage structures on Powerline Road to the ditch west of the Right -of -Way. The installed pipe is bituminous coated and provides an extended life over standard CMP. We respectfully request the City concur and approve the installation. All other items on the punch list are being addressed.
