SUMMARY
The attached Joint Participation Agreement (JPA) with the Florida Department of
Transportation (FDOT) is in the amount of $475,000, which represents the State's funding
share for the RW 4/22 Reconstruction/Overlay. This figure represents 90% of the
anticipated project costs. The City share represents 10% or $52,800, and is available in the
Airport Enterprise Fund.
RECOMMENDATION
Authorize the Mayor to execute and the City Clerk to attest the State of Florida Department
of Transportation Public Transportation Joint Participation Agreement on behalf of the City
of Sebastian.

A RESOLUTION OF THE CITY OF SEBASTIAN, INDIAN RIVER
COUNTY, FLORIDA, AMENDING RESOLUTION NO. R-95-56
WHICH APPROVED THE JOINT PARTICIPATION AGREEMENT
(GRANT) WITH THE STATE OF FLORIDA DEPARTMENT OF
TRANSPORTATION FOR RECONSTRUCTION AND OVERLAY OF
SEBASTIAN MUNICIPAL AIRPORT RUNWAY 4-22 IN THE
AMOUNT OF 5475,200.00; AMENDING THE AGREEMENT
AMOUNT TO 5475,000.00; PROVIDING FOR REPEAL OF
RESOLUTIONS OR PARTS OF RESOLUTIONS IN CONFLICT
HEREWITH; PROVIDING FOR SEVERABQ,ITY; PROVIDING FOR
CONFLICTS; AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City Council of the City of Sebastian, Indian River County, Florida,
entered into a Joint Participation Agreement with the Florida Department of Transportation
for funding for the reconstruction and overlay of Sebastian Municipal Airport Runway
4-22 by adoption of Resolution No. R-95-56 on September 27, 1995; and
WHEREAS, entering into this Agreement would have resulted in the City of Sebastian
receiving up to $475,200.00 in grant funds for the purpose of this project from the Florida
Department of Transportation; and
WHEREAS, the Florida Department of Transportation has amended the grant amount
to $475,000.00.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SEBASTIAN, INDIAN RIVER COUNTY, FLORIDA, THAT:
Section 1. AMENDED GRANT ANIOUNT. Resolution No. R-95-56 is hereby
amended to reflect an amount of $475,000.00 for the Joint Participation Agreement
between the City of Sebastian and the Florida Department of Transportation. The executed
amended agreement is attached hereto as Exhibit "A".
Section 2. CONFLICT. All resolutions or parts of resolutions in conflict herewith are
hereby repealed.
Section 3. SEVERABILITY. If any clause, section, or other part of this Resolution
shall be held by any Court of competent jurisdiction to be unconstitutional or invalid, such
unconstitutional or invalid part shall be considered as eliminated and shall in no way affect
the validity of the other provisions of this Resolution.
Section 6. EFFECTIVE DATE. This Resolution shall become effective upon its
passage and adoption.

Which is not otherwise on the agenda - limit of ten minutes for each speaker
Richard Taracka, 1320 Coverbrook Lane, Sebastian, inquired about the
promotion of Eugene Ewert to lieutenant when that position is not in the
budget or chart.
Wally Kramer, Micco, inquired why certain people can speak for twenty
minutes and said he admired those who are watchdogs.
