HomeMy WebLinkAbout1996 Pre-Construction ConferenceURS Greiner MEMORANDUM To: Thomas Frame, City Manager From: Bud Jackman Date: October 17, 1996 Subject: Sebastian Municipal Airport Runway 4-22 Reconstruction Pre -Construction Conference - Minutes of Meeting The Pre -Construction Conference for the above referenced project was held on 10/14/96 at 10:00 A.M. Eric Nielsen, the Project Manager for URS Greiner, General Consultant for the Airport, opened the meeting and discussed the scope of the project, the responsibilities of the respective participants in the project and administrative procedures to be followed, in general conformance with the attached Agenda. Phasing was discussed with a concern by Martin Paving of the short duration of time to complete work in the runway intersection area. We assured Martin that our testing lab's representative would be on site when needed and no delay due to testing is anticipated. Martin Paving submitted a request to substitute Cemented Coquina (Spec. P-212) for Limerock Base (Spec. P-211) and also requested to be allowed to mix the existing base, asphalt surface course and new cemented Coquina material into one homogeneous base course material. We requested that they re -submit, separating the request into two parts -- substitution and homogeneous blending -- so that they could be evaluated separately. We also requested that they show the cost benefit to the City and FDOT from the substitution of material. The Contractor was advised throughout the meeting that safety concerns are of paramount importance on this project, especially as this airport does not have a control tower. The Contractor was also advised that his flagman shall coordinate with Garry Fischbach on the proper radio procedures to be followed. The FDOT verbally approved the contract with Martin Paving Co. and all parties agreed to a Notice - to -Proceed date of October 23, 1996. Other items discussed: • Payment requests to URS Greiner by the 25th day of the month. • Working hours will be 7:00 A.M. - 4:30 P.M. MEMORANDUM October 17, 1996 Page Two • FDOT requires a monthly progress report with the request for payment. URS Greiner hand -delivered five (5) sets of plans to Martin Paving.
