Vote NO on annexing the property into the city, vote NO on rezoning the property from ag. to residential and vote NO on the conceptual plan to build 195 homes on this property. As a new city resident with no prior knowledge of the city council's inner workings, I was dumfounded to learn of your decision to expend additional time and energy on these proposals. It is my understanding that due, in part, to the consideral amount of time already expended reviewing and disapproving these proposal at the 4/14 meeting the council was forced to schedule a special session to work on other critical agenda items which were not addressed at the 4/14 meeting. It is also my understanding that in addition to being presented with a petition, signed by over 500 individuals, urging disapproval of these proposals the 4/14 council meeting was attended by about 150 people, many of which were there to protest this development. With all of these people against the project and your heavy work load whe expend the time to reconsider these proposals? With a school system which is struggling to find space for students (2 new schools planned and 28 classrooms needed to eliminate portable classrooms at the elementary school level in the Indian River School District ) and to improve reading and math scores on the Florida Comprehensive Assessment Test ( 39% of the third graders at Sebastian Elementary are performing below grade level as per FCAT scores) why add over 400 students to the community (2+ children per home). With a 5.3 million dollar bond approved for drainage improvement projects why pave over new roads and pour cement over pristine land for over 195 driveways/foundations. This will certainly increase dranage problems especially in the wetlands. With the county reviewing proposals to increase traffic impact fees for developers by almost $4,000 and adding or increasing impact fees for parks, schools, public buildings, jails, landfills, library services, fire protection and law enforcement, why rush a second vote on this proposal. The city and county may lose revenue if these proposals are approved prior to the new fees being implemented. Given that the city is 28 million dollars in debt it would be prudent to let the 4/28/2004 Page 2 of 2 original decision to disapprove this project stand and if need be reconsider the proposal in a year or two. It appears to me that the public does not want this project, that the school system will have difficulties meeting the demand created by this proposed high density project, that the environment will not be improved by this project and that it would not be financially prudent to reconsider these projects at this time. If the project must be reconsidered it should be postponed for a year or two to maximize potential revenue. In closing we ask that you dissapprove these proposals once again. As the City Council voted last week to not permit a PUD designation in this area, developers/construction professionals would have to be directed to draft plans consistent with an RS -10 zoning designation, etc... I'm certian the council will surely have another hearing if the vote to deny the zoning is overturned and schedule it at a time when the yes votes will be unable to atttend.Perhaps we should also reschedule the election for council because alot of us were confused about the candidates stand on growth in Sebastian. We now have a growth manager[?],a city manager and some members of our council who have never seen a 55 foot lot or a developer they didn't like. Soon we will be known as Ft. Laurderdale North.
