Final Payment and Project Closeout
Based on the information transmitted by your August 27, 2010 letter, and the
information contained in the Federal Aviation Administration (FAA) files, the FAA has
prepared a Final Project Report (enclosed) and has taken action to close out this project
on June 16, 2011.
Based on this final report, the total allowable costs were determined to be $360,070
(Federal Share = $342,066). All eligible funds have been drawn.
This project has been closed out based on the findings in the FAA Final Project Report.
If the results of your systems audit reveal any changes to this report, the project will be
reopened and the appropriate adjustments will be made.

The following documents relative to the subject project have been reviewed and are in
the project files:
• Grant agreement relating to subject project.
• Attachment, "Project Summary" of project costs claimed and approved.
• Statement and Distribution of Project Costs.
• Engineering contract and associated amendments.
• Testing contracts.
• Sponsor's invoices.
The approved project description is as follows:
Runway 04/22 Improvements
Based on our review of the above documents, we have determined that the Federal
share of the final project costs are:
$342,066 for Development
$0 for Planning
$342,066 Total
A summary of final project costs is included in the attached "Project Summary". All
costs claimed by the sponsor and determined eligible for final payment are considered
necessary, reasonable and within the scope of the project.
Payment of the Federal share of the final project costs is authorized. The project will be
closed based upon the findings in this report. The project will be audited by the sponsor
in conjunction with the annual audit of the sponsor's records. Should the audit reveal
{hat certain costs are ineligible, the project will be reopened and appropriate
adjustments will be made.
The following change orders were issued to the construction contract and approved by
the FAA:

been duly authorized and that the execution thereof is in all respects due and proper and in accordance with the
laws of the said State and the applicable provisions of the Federal Aviation Act of 1958, as amended, codified at
Title 49 of the United States Code. In addition, for grants involving projects to be carried out on property not

Grant Offer
We are enclosing the original and one copy of a Grant Offer for AIP Project No. 3-12- 0145 -009-
2009 for Sebastian Municipal Airport, in response to your Application for Federal Assistance
dated September 8, 2009. Your acceptance of this Offer will constitute a Grant Agreement by
which the government will participate in the allowable costs of the project amounting to
$383,756 (Federal share).
Once the authorized official has executed the Agreement and the official's signature has been
notarized and sealed /stamped, the attorney for the City of Sebastian must certify that the
Sponsor's acceptance complies with local and state law and constitutes a legal and binding
obligation on the part of the Sponsor. Please note that the Agreement is not legal unless the
attorney signs it AFTER the Sponsor.
If the terms of this Offer are satisfactory, please execute the document as soon as possible, but
not later than September 18, 2008. To assist us in administrative reporting requirements you
are requested to notify this office by faxing the signature page of the grant or by telephoning us
immediately upon executing the grant. The original copy of the grant needs to be returned
to this office. The remaining copy is for your file.
Please allow approximately 30 days after returning final executed grant to this office before
attempting anv drawdowns from the letter -of- credit account.
