Recently you asked a question about project inspection/oversight. Grant Condition 17
states, "Construction Inspection and Approval. It will provide and maintain competent
technical supervision at the construction site throughout the project to assure that the
work conforms to the plans, specifications, and schedules approved by the Secretary for
the project. It shall subject the construction work on any project contained in an
approved project application to inspection and approval by the Secretary and such work
shall be in accordance with regulations and procedures prescribed by the Secretary. Such
regulations and procedures shall require such cost and progress reporting by the sponsor
or sponsors of such project as the Secretary shall deem necessary."

As we discussed yesterday, the topics to discuss with FAA (Dave Roberts and Miguel Martinez) are as follows:
1. Runway 4-22
a. Runway/ Airport closed. Cloth X's during the day, Lighted X's at night. When the airport is
closed, i.e. both runways closed, all lights will be turned off off, beacon off, etc, will this be ok or
do we need x's on 8-26?
b. Will the FAA AIP survey be required on 4-22? [requirements of FAA No. 405, "Standards for
Aeronautical Surveys and Related Products" including change 1, effective April 15, 1998, as
referenced in AC 150/5300-13. Will the contractor be required to fill out that Appendix 16 table
16-2 form (IAP SURVEY DATA FORM AIRPORT AND RUNWAY DATA)]?
c. Inspection services during construction to meet grant assurances- how frequent will engineer
visits be required? Will full time inspection be required on this project? FAA AIP Handbook page
216 attached.
d. Standard runway shoulder slopes are required to be 3% - 5%. With this project, without
regarding the entire runway, the shoulders will be approximately 0.5%. Will this be OK?

a. Since federal funding was used for design, but not construction, will federal requirements be
applicable during construction (wage rates, certified payrolls, etc.)

g. Enforcement. Where an inspection, report, or other source reveals the sponsor is not providing
satisfactory supervision and inspection of the construction, the sponsor will be immediately advised that
adequate supervision is required under the terms of the grant agreement. Further, when any other
discrepancy in civil rights, labor requirements, technical or engineering specification becomes evident,
the region shall notify the sponsor and take follow-up action as necessary. If these actions fail to obtain
satisfactory results, the sponsor will be advised that project payments will be suspended or other
appropriate action taken until adequate supervision and inspection is provided to assure construction in
accordance with approved plans and specifications. (See Paragraph 1305.)
1221. SPONSOR'S RESPONSIBILITIES.
FAA Airports Offices should advise the sponsor of the sponsor's direct responsibility for monitoring
project accomplishment. The sponsor must ensure that the work is carried out in accordance with the
plans and specifications; that time schedules are observed; that Federal labor and civil rights provisions
are followed; and that all other terms and conditions in the contract documents and grant agreement are
implemented. The following are also specific responsibilities during construction of which the sponsor
must be advised:
a. Supervision and Inspection. The sponsor is required.to provide adequate, competent, and
qualified engineering supervision and construction inspection during all stages of the work. If so desired
or�deemed necessary,: the FAA :miay require a sponsor;to furnish a signed statement that it has reviewed
the quaiifications:of�personn 'I who will be performing engineering supervision and conducting
inspections and ' is satisf ed that they are qualified and competent to do so.
b. Construction Records. The FAA should advise the sponsor that the resident engineer must

As we discussed yesterday, the topics to discuss with FAA (Dave Roberts and Miguel
Martinez) are as follows:
1. Runway 4-22
a. Runway/ Airport closed. Cloth X's during the day,
Lighted X's at night. When the airport is closed, i.e. both
runways closed, all lights will be turned off off, beacon off,
etc, will this be ok or do we need x's on 8-26? If lighted X's
are available, why wouldn't you want to use them during the
day? FAA recommends lighted X's because they are more visible
from longer distances.
b. Will the FAA AIP survey be required on 4-22?
[requirements of FAA No. 405, "Standards for Aeronautical
Surveys and Related Products" including change 1, effective
April 15, 1998, as referenced in AC 150/5300-13. Will the
contractor be required to fill out that Appendix 16 table 16-2
form (IAP SURVEY DATA FORM AIRPORT AND RUNWAY DATA)]? Yes, this
is a requirement when using AIP funds.
C. Inspection services during construction to meet grant
assurances- how frequent will engineer visits be required? Will
full time inspection be required on this project? FAA AIP
Handbook page 216 attached. At project closeout, the City will
be certifying that the project was constructed to FAA
standards. How else will the City of Sebastian insure that
project is constructed in accordance with specifications if
there isn't a resident project representative?
d. Standard runway shoulder slopes are required to be 3% -
5%. With this project, without regarding the entire runway, the
shoulders will be approximately 0.5%. Will this be OK? This
world require a modification to design standards.
2. Airport Drive East
a. Since federal funding was used for design, but not
construction, will federal requirements be applicable during
construction (wage rates, certified payrolls, etc.). No.

Miguel: I have an FDOT construction project for "Access Road East" that
--I believe we have talked about during our yearly conference call w/FDOT.
We are ready to bid that out. Engineering for that construction was/is
being done with thru an FAA grant. Question is as below you can see from
Rob ----when we bid out the CONSTRUCTION portion (FDOT funded) do we have to comply with
the FAA compliance of 'Davis Bacon' etc. ????? your help is appreciated. ----Rob may
