It is not possible to get an EOG for the projects as you listed them. A project must be
defined under one description and bid to include the whole project. We would not fund the
access road at this time due to work program reductions, lower priority code and you have
an access road under grant now.
Projects to be included in scope -highest priority #1-#5
1.Runway markings on both runways need to be corrected and also enhanced,(2nd option is to
resurvey)
2.Runway 4-22 rehabilitate outer edges (11feet on each side). We would rather you rehab
the runway -not move the lights- so that it does not compromise the future use of the
runway. 1M
3.End lights runway 4-22 need to be relocated or resurveyed
4. Rehab Taxilanes E&F and. (and apron F) $7K
5. Construct Taxiway D between E&F $6K
The Description to encompass this would be Pavement Rehabilitation and lighting. The
project would have to be bid with everything included.

As a result of the recent FDOT airport inspection, and this year (2008) pavement
inspection, it is obvious that any emphasis on airport improvement should be in these
areas. I would like to suggest consideration of the following:
1. Project 416287: This project was combined from 2 separate hanger
construction projects into one 09/10 project. Project amount is $2.6M. I am suggesting
the "reassignment/redesignation" of this project to "Pavement Rehabilitation and
Construction.
2. The project would be bifurcated in 2 areas.
a. Runway/Apron/Ramp revitalization and compliance. Runway 4/22 lights
and markings do not meet compliance standards of the FDOT--please see
attached 11/20/08 FDOT letter from David Roberts. My project amount estimate for this
project is: $1.OM
(1) Discussion is ongoing regarding what 'type' of fix is
required concerning the runway lights, primarily, that will bring the runway into perfect
compliance and, at the same time, protect the airport for future IFR and VFR operations.
I am investigating those options.
(2) Currently, I have 2 planning/engineering projects that
concern the refurbishment of certain taxilanes, taxiways, and Aprons. I believe that
those construction projects would apply to this project.

b. Access A improvements: As you know, _ ave an "East Airport"
access road project that is currently in the engineering/planning stage. That project
was previously on the west side of the AP. Construction is scheduled to start in early
June 09 and will basically improve airport access from the admin building
into a previously undeveloped piece of property --bisecting the property by a cul d sac
arrangement thereby allowing for economic development on both sides of the
property ---the property is bordered on each side by either apron or a taxilane. My
suggestion for the remainder of this grant is to create an additional
access road project from Main Street to the admin building. My Project Amount estimate
for this project is: $1.6M
(1) The current airport drive, east entry into the airport off of
Main street is inadequate for future expansion and economic development. Additional
job creation will have to be forgone until a new safe road, with proper intersection
controls, is constructed. I submit that now is the prudent time
to tackle this project rather than later in a crisis situation when vehicle count will
stifle growth.
(2) A golf course maintenance building is in the direct path of
this access road improvement. I suggest a new building as part of this project can be
built adjacent to the airport maintenance building (FDOT project completed in October 07).
I suggest a duplication of the airport maintenance building can be
built ---those plans are on the shelf in my office.

1. Runway 4 designation marking, threshold bar, and centerline are 17 feet northeast of where they
should be. Runway 4 should be resurveyed as marked or remarked correctly.
Resurvey the runway and enter coordinates and data into FAA database.
2. Runway 8 designation marking, threshold bar, and centerline are 5 feet east of where they should be.
Runway 8 should be resurveyed as marked or remarked correctly.

3. Runway 22 designation marking, threshold bar, and centerline are 2 feet southwest of where they

include black borders. Consider pavement improvements as discussed last week (surface treat
shoulders, etc.).

NOTES:
Above work breaks down as follows:
Survey: $5,000
Pavement Marking Removal and Replacement: $175,000 (that's probably the maximum). This is higher
than last week because it includes removal. I highly recommend removal of the markings, esp. on 4-22.
Pavement work: as discussed last week. This could run as much as $400,000.

amendments rejected because the airport was not clear to the exact use of the money. State the
reasons for the request - some suggestions: Hangars have a lower funding priority code vs. pavement,
reference the deficiency on the state inspection report, the pavement report done by DOT shows the
outer edges of pavement in very poor condition etc. The sooner the better — it takes 30 -45 days to get
the approval back.

We support your 1 st choice to rehab 4-22. When you write the letter, the description for the JPA will be
Rehabilitate Taxiway 4/22, Taxilanes E&F, Apron F and Construct Taxiway D.** In the body of the
letter include the costs and the priority of these projects vs. Hangar and the other things that we have
discussed concerning the inspection.
Total project cost 2.6M
1. Construct Taxiway D b/t Taxilanes E and F: approx cost $600K
2. Rehabilitate Taxilanes E and F and Apron F: approx cost 700K
Leaves UM for 4/22.
**These projects will have to be bid together.

I have run the numbers on runway 4-22 as we discussed.
A rough estimate:
$904115k to move about 56 lights
$400k to mill and resurface 25' out on each side (leave lights in place)
Add about $20k for re -striping the entire runway with either option.
I prepared some backup sketches. See attached. Call me if you have any questions.
