Miguel and I spoke regarding the below and FDOT is in agreement that the 4/22 project
should be done first (the issues on this runway were also noted by Dave in his
inspection). Keep in mind you need to survey 4/22 to ensure the lights or markings, which
ever alternative is selected, are in the correct location.

Becky, et al: Since the below e-mail, Miguel and I have spoken re. this subject. He
suggests I change my JACIP entry regarding the 09 restriping of 8/26 to engineering
planning for the 4/22 project ---I have done that ---please confirm my actions if they are
correct. In addition, I have added to the 2010 4/22 rehab project the resurface of
Taxilane E. Nicole should have a color coded schematic of taxiways so you can ID T/L
'E' ----the access road project will be complete b-4 that would start and will complement

Miguel called me last Friday with second thoughts on the "repaint and outline RW
markings" project for 8/26 that we moved up from 10 to 09. His concern is/was that 8/26

was rebuilt/reopened less t 5 years ago and that 'perhaps resurvey "only" would
suffice for FDOT purposes ---and that the FAA would not participate in the slurry/remark
project.
He then suggested that that project amount would be better utilized for the
engineering/planning of the 4/22 project. To summarize the 4/22 problem: the runway
edge lighting is out of compliance and the shoulder is 1943 asphalt with numerous
problems ---AND the survey is out and the markings are non-compliant. I am planning a
meeting with the consultant to discuss options, cost, etc.
Miguel has given me the option to look at the following: the R/W is 150' wide ---
78' of resurfaced asphalt in good condition and 72' of shoulder --36' on either side of the
runway. Then: 1. moving the lights inboard to 5' from the edge of the runway; providing
another 5' for shoulder (therefore 10' on either side of the r/w); 3. removing 36' on both
sides of the r/w of old shoulder asphalt; 4. put down 10' of new asphalt on either side of
the r/w; 5. slurry the 78' of good r/w; 6. survey and remark.
I would like to start at the above when engaging the consultant on this. I think
the completed job would please FDOT/Dave Roberts, decrease maintenance costs for the AP,
and increase the pervious surface of the AP that will please FWS and St. Johns.
In addition on the ALP, 4/22 is planned to be a 75' r/w with a non -precision
approach.
Please let me know your thoughts on this.
