A RESOLUTION OF THE CITY OF SEBASTIAN, INDIAN RIVER COUNTY, FLORIDA, PERTAINING
TO THE NOVEMBER 2, 2004 SPECIAL ELECTION FOR A NON-BINDING REFERENDUM;
PROVIDING FOR DECLARATION OF OFFICIAL RESULTS OF THE INDIAN RIVER COUNTY
CANVASSING BOARD; PROVIDING FOR REPEAL OF RESOLUTIONS OR PARTS OF
RESOLUTIONS IN CONFLICT HEREWITH; AND PROVIDING FOR AN EFFECTIVE DATE.
On MOTION by Mr. Coniglio, and SECOND by Ms. Monier, consent agenda items A -M
were approved on a roll call vote of 5-0.
8. COMMITTEE REPORTS/RECOMMENDATIONS
A. Reoort by Planning and Zoning Chairman Richard Smith
Chairman Smith reported on the activities of Planning and Zoning, commended the commission
members, staff and all involved in the process of reviewing land development applications; and
expressed concern for the current backlog of applications.

Andrea Coy, expressed disappointment regarding lack of response to her complaint to Code
Enforcement and Building Department for work being performed in her neighborhood by
someone who turned out to be unlicensed, noting that although stopped the man was not cited.
Adrina Davis discussed the pending police raises and said he would like to see the officers
receive a 10% raise. It was noted the item was already approved under consent.
Walter Bames said there was no reference to annexations being commercial or residential in
the referendum question and suggested that all annexations be reviewed on their own merit;
and discussed a contractor who found it took a very long time for out of town contractors to
obtain a license in the City.
Damien Gilliams, Sebastian, asked why the City of Sebastian did not require builder's risk
insurance for the new City Hall policy. Mayor McColllum said he had researched the item
thoroughly this week and found that the $130,000 the City had to come up with to cover
damages under the risk policy deductible was very responsible. He said the total cost to the City
would be just over $6,600 after FEMA reimbursement.

SUMMARY
As a result of damage caused by hurricane Frances, and Jeanne, Capp Custom Builders, Inc. is
working toward completion of repairs of the Sebastian Golf Course Clubhouse, one of the `last
pieces of the puzzle" will entail carpeting the clubhouse hallway and restaurant. Both areas, as a
result of extreme leakage from the roof, had carpeting that was totally saturated and needed to be
immediately removed mainly due to health concerns. Only two carpet companies took the time to
quote on the project. Discount Carpet and Tile, Inc. quoted $10,336.70, while Florida Floor
Fashions, Inc. quoted $20,011.95. Other carpet companies were called, with each failing to
provide a quote due to the heavy influx of requests and work generated from hurricane related
damage. The total amount of carpeting needed for the clubhouse hallway and restaurant equates
to 572 yards and the carpet's thickness is 85 oz., which will result in a quality carpet capable of
enduring heavy traffic and golf shoes. The quotes also cover the labor for installation. The
replacement of the clubhouse hallway and restaurant carpeting will be eligible for insurance
compensation.
RECOMMENDED ACTION
Move to approve emergency purchase of Sebastian Golf Course Clubhouse carpeting for the
hallway and restaurant from Discount Carpet & Tile, Inc. in the amount of $10,336.70, and
approve temporary loan from City of Sebastian Emergency Fund.
