16. NEW BUSINESS
01.061 A. Appropriate $250.000 from Airport Funds and Approve Change Order #1 for Links Construction to
Construct New Golf Hole # 11 and Relocate # 17 Tee and Green in the Amount of $250,000 (Golf
Course Transmittal, Scope of Work, Links Quote)
The City Manager said once authorized, this will replace Council approval from February 14,
2001.
The Golf Course Director explained the reasons for the change order and described the
adjustment to the course. The Airport Director justified the relocations from an airport standpoint.

"I move to award change order #1 to Links Construction to construct new golf course and
relocate the #17 tee and green in the amout of $250,000 and appropriate $250,000 in the airport
fund for the project."

The City Manager reported on a verbal racial attack by Herbert Sturm and advised City Council that, due
to the slur, he will not be able to communicate Mr. Sturm any further.

• Reported on a letter of commendation regarding cemetery employees, Kip Kelso and Sylvia Clark
• Reported on the City's Tree City recertification
• Inquired about the derelict vessel removal problem
B. Vice Mayor Bishop
• Asked if the Schumann fountain pressure could be increased; and the Public Works Director
reported the fountain was meant to be a flow well and has never sprayed. He offered to take Mr.
Bishop to the site.
C. Mr. Barczvk
• Reported the woman who brought the above referenced item to Council's attention said many
years ago it had lights and was a fountain.
• Advised that many trees in the Schumann median are dead

The City Attorney reported that the Land Development Code does require approval for painting
different colors in overlay districts. The City Manager said he would meet with the Growth
Management Director tomorrow on the matter.

SUMMARY
As indicated in the previous City Council meeting, hole number eleven must be relocated in order to meet F.A.A.
regulations regarding the opening of runway 9-27. Even though the runway will not immediately open, addressing
this issue while the golf course will be closed for renovations would be a proactive stance on the part of the city.
Originally a site was discussed which the LPA Group has determined unfeasible. The site would have conflicted
with runway 9-22. The new proposed location, which has been determined feasible by the LPA Group, is located
between number fourteen green and number fifteen tee. This area is an excellent area for an exciting, challenging,
and aesthetic par three. The design of the new par three would incorporate several characteristics which include
elevated tee boxes and adding a body of water which would generate the fill needed for the new hole. An elevated
green approximately 6500 square feet in size and two sand bunkers located at each side of the green would also
compliment the hole. The new proposed location would require some cart path construction and clearing. The
necessary work can be performed before the actual start of the renovation, as construction would not interfere with
play of the course.
Additionally, the future opening of runway 9-27 would create some changes to hole number seventeen. The changes
to hole seventeen would include moving tees approximately twenty-five yards to the south, tree clearing, and cart
path construction. The tree clearing involved would create hole seventeen playing through a "shoot' of trees, adding
to the aesthetics of the hole. When Sebastian Golf Course has the planned grand opening, golfer curiosity and
excitement will be ever -increased by the promise and challenge of a new par three, as well as by changes in the
layout to hole number seventeen. The new par three would have the potential to be the "signature hole" of Sebastian
Golf Course. The cost of building a new par three and relocating number seventeen green and tees will not exceed
$250,000.
RECOMMENDED ACTION
Move to award change order # 1 to Links Construction to construct new golf hole and relocate number seventeen tee
and green in the amount of $250,000 and appropriate $250,000 in Airport Funds for the project.

The City Manager reiterated that he is modifying this item to add approval of the FDOT grant
funding by resolution; and went on to describe uses of the grant funding for infrastructure
improvements.
The Golf Course Pro and Airport Director addressed City Council on uses of the grant funds.

County, Florida, and authorize the City Manager to execute the State of Florida DOTPublic Joint

The Airport Director briefly described the benefits to the airport from the logging project.
Beth Gambino, Indian River County, described logging efforts as required by the approved Habitat
Conservation Plan to return the habitat to scrub.

SUMMARY
The City of Sebastian enjoys an immediate opportunity to receive funding from the Florida Department
of Transportation (FDOT) Aviation Grant Program to implement numerous capital improvements,
including initial efforts to facilitate reopening Runway 9-27 at Sebastian Municipal Airport. Proposed
relevant improvements include relocation of hole eleven (1 1) and Tee Box 17 (a requirement for opening
Airport Runway 9-27) at the Sebastian Municipal Golf Course. As we have already entered into a
contract to completely renovate the golf course starting May 21, 2001, a change order is required to
accomplish the above mentioned relocation which was unknown at contract execution.
First, however, let me mention the exciting aspects of relocating hole I I. Presently, the existing par three
eleventh (1 1) hole is a rather straightforward hole, somewhat devoid of character, and in the grand
scheme will be turned into a turf farm. The proposed new par three has the potential to be one of the
best holes on the golf course, the "signature hole" of the Sebastian Golf Course, with a playing distance
of up to 205 yards, and tee boxes elevated, that would offer a beautiful view of native Florida
Landscapes, including a pond which will generate needed fill. At 6500 square feet, the proposed green
would be a generous target. In addition to the par three, the tees located at hole seventeen (17) would
also have to be moved to the south in order to accommodate the airport runway, hence, the length of
the hole would be shortened, which would facilitate a proposed new green location in order to maintain
the length, challenge & integrity of hole seventeen (17). The new tee location would offer golfers the
exciting challenge of teeing off between a "shoot" of trees. When Sebastian Golf Course has the planned
grand opening, golfer curiosity and excitement will be ever -increased by the promise and challenge of
a new par three and relative changes.
The relocation discussed above can be incorporated into the current contract with Links Construction,
via a Change Order, with costs to be eventually born by a grant from FDOT Joint Participation
Agreement anticipated for delivery within the next two weeks. Sufficient funds are available utilizing
Airport funds to float the project.
Original contract amount with Links Construction for Golf Course Renovation - $587,000.00
Change Order amount for above discussed relocation which includes:
Hole # I I Relocation - $151982.00
# 17 Tee Relocation - $ 30,040.50
Alternate # I - $ 32,684.00
New Contract amount $801,706.50
There will be no change to the original closing and opening of the Golf Course as a result of this action.
RECOMMENDED ACTION
Move to authorize a Change Order in the amount of $214,706.50 with Links Construction for the
relocation of hole I I & relative changes associated thereto, and appropriate $214,706.50 from airport
funds to accomplish this project.

I would like to take this opportunity to thank you again for your time in showing me your golf facility and
reviewing the proposed scope of work. It is my opinion the changes to your facility can be reached through
a positive, creative, and artistic approach. The proposed new par three has the opportunity of being one of
the best holes on the golf course. We envision elevating the tees enough to take advantage of the native
surrounds and maximize vistas onto the green. The proposed lake would generate the required fill needed
for the golf hole, as well, the new #17 tee area. We would recommend the new 11th green be approximately
6500 square feet in size with bunkering protecting a back right championship pin placement, while leaving
the majority of the green open to the higher handicap players. Moving of the 1701 tees will create a shortfall
of yardage on a very good par three. In order to maintain the quality and integrity of the golf course, we
highly recommend the 17th green moves back to play at least 150 yards from the back tees. We have
enclosed a proposal and detailed scope for the 17th green relocation as an alternate. If the decision is made
to apply any of the alternates, an additional bond fee of 1.5% needs to be added to those amounts. Do not
hesitate to call if you need fiuther assistance.

The purpose of this item is to relocate #17 green complex in order to lengthen and enlarge this par 3. 6y
Relocating the 17th tees, this hole is being reduced in playing length to a sub -standard 120 yard hole. In
order to maintain the quality and integrity of the golf course, it is the recommendation of Links Construction
that the green complex is shifted back and left of the existing position.
Cost included in this item:
a, stripping and on-site disposal of existing turf
b. clearing and disposal of vegetation behind green
c. excavation and relocation of existing swell behind green
d. earthwork and shaping to construct new 6500 square foot green
e. construction of new bunker around green (2700-3000 square feet)
