NOTICE OF AWARD
GOLF COURSE RENOVATION POJECT
TO: Mr. Steve VanMeter, President
Links Construction, Inc.

Pt. St. Lucie, FL 34952
You are hereby notified, on December 20, 2000, Sebastian City Council
awarded the Golf Course Renovation Proiect to your firm, in the amount of
$587,000.00 per the price stipulated in the Bid Proposal Price Form, dated
November 10, 2000, which you submitted.
You are required by the bidding documents to execute the Agreement
Document (enclosed) and furnish the required CONTRACTORS PAYMENT AND
PERFORMANCE BONDS within ten (10) days from the date of this notice to you.
The Contractor is required to record all Payment and Performance Bonds and
provide the City with the recorded bond or receipt showing said recording.
If you fail to furnish the executed Agreement and Payment and Performance
Bonds within ten (10) days from the date of this notice, the City shall be entitled to
consider all your rights arising out of the City's acceptance of your Bid as
abandoned and as a forfeiture of your Bid Bond in its entirety. The City shall be
entitled to such other rights as may be granted by law.
Do not start work until a written Notice to Proceed is issued from the City.

TO: All Bidders
This Addendum is an integral part of the bid ("RFP') package under consideration by
you as a Bidder. The City of Sebastian deems all sealed proposals to have been proffered
in recognition of the entire RFP package - including all issued addenda.
Should you have any question pertaining to this Addendum. please contact me at the above
address and/or phone number.
ADDENDUM MESSAGE
Liquidated Damages is hereby changed to $2,500 per day.
2. Contractor must secure Insurance prior to start of work in the amount and type as
stated in the Agreement Document.
3. "Golf Course Renovation Agreement' document is hereby incorporated and made a
part of the RFP document(s).
4. The page entitled "Revised (Addendum #1)" is a replacement page for the one
contained in General Scope of Work section, and is herewith submitted.

Our lump sum price for the above -proposed project is: $587,000.00

This price includes all labor, equipment and materials per your job specifications to renovate approximately
128,172 square feet of greens to modified USGA specs and approximately 60,180 square feet of bunkers.
To give you a little background on our company, Links Construction, Inc. is a fully bondable; Florida based
golf course construction company with an excellent reputation in the golf course industry. Our profile
which follows, includes a listing of golf course projects, past and present, and our skills range from
renovation and reconstruction, to complete eighteen -hole new construction. We pride ourselves in working
closely with owners, architects and engineers to insure a first class product. We feel our experience and
expertise allows us to concentrate on maintaining owners original budgets without sacrificing quality.
We feel our work speaks for itself in that we were selected on golf course projects such as:
1. The reconstruction of the Presidio Golf Course in San Francisco, California. This is the "crown
jewel of Arnold Palmer Golf Management Company. It is a 104 -year-old beauty at the foot of the
Golden Gate Bridge.
2. The Olympic Club in Daly City, California speaks for itself in the golf world. We built wall to wall
cart paths and performed renovation work on the "Lake" golf course prior to the 1998 U.S. Open
Golf Championship. We also performed total reconstruction of the "Ocean" golf course preceding
the U.S. Open.
3. We designed and built the University of Nevada owned Wolf Run Golf Course in Reno, Nevada.
This is the home of the "Wolf Pack" golf team.
4. We just completed St. James Golf Course. A new 18 -hole golf course located in Port St. Lucie,
Florida. Warren Henderson designed the golf course and learning center.

permits, and certificates as required by all local, State of
Florida, Federal agencies. Contractor must be capable of obtaining
the appropriate licenses and caerti-icates in the City orE Se-tastian_
Any Proposal received without Proof of Contractor's License91 Public
Entity Crime Form, Drug Free Workplace Form, Proof of Insurance,and
Bid Bond in the amount of 5% of the bid amount, may be considered
incomplete and immediately disqualified. Any person or affiliate
who has been placed on the convicted vendor list following
conviction for a public entity crime may not submit a RFP as
proscribed by Section 287.133, F.S.
This project does have a liquidated damages clause of $250.00 per
day, and requires a payment and performance bond as stipulated in
the bidding documents.

There is a mandatory pre -submittal conference scheduled for,
Monday, October 16, 2000, @ 2:00 P.M., at the City Municipal Golf

that LINKS CONSTRUCTION, INC. does:
1. Publish a statement notifying employees that the unlawful manufacture, distribution,
dispensing, possession, or use of a controlled substance is prohibited in the workplace and
specifying the actions that will be taken against employees for violations of such prohibition.
