Proposed Ordinance is enclosed. First Reading: July 2, 1986. First Public Hearings August 20, 1986. Authorization of 'i'r_ansmittal is contained in the Ordinance itself in Section II thereof. This property consists of 58.09 acres. It is not a Development of reginoal_ impact. It is not a small development project. :leis is the FIRST ANNUAL SUBMITTAL FOR 1986. This is not: (1) An area of critical state concern, (2) A Rescource Planning Area. (3) A growth management area. (4) related to a Joint. Planning Agreement (163.3171). Map of :.subject land is enclosed showing _land uses of surrounding land uses. The subject land will either have on-site water and wasterwater_ or central system water and wastewater. A proposed Indian River County -city joint central plant is in p.lann_Lng state for wastewater. Central water is contemplated but in idea stage only at present. Utilities are not a concern. Electric service firm from Florida Power and Light. Site on major artery for traffic. County Road CL -512 is now adequate. Availability for widening present. County has right of way available for future expansion. This land use change was recommended by the City of Sebastian Local Planning Agency (The Planning and Zoning Commission) after public hearing and input pursuant to the City of Sebastian Land Development Code and Chapyer 163, Florida Statute. The enclosed proposed Ordinance was passed on First Reading by the City Council on August 20, 1986, after public hearing thereon. This submittal is not related to any Evaluation and Appraisal Report (F.S. 163.3191). Additional Comments: The City of Sebastian is in the process of adopting a Planned Unit Development (Commercial) zoning class- ification that will apply to this property and other CI land uses that are at least 25 acres and are on major arteries. il This land development will be subject to PUD restriction and site plan review. AN ORDINANCE OF THE CITY OF SEBASTIAN, FLORIDA AMENDING THE COMPREHENSIVE PLAN DESIGNATION FROM INDIAN RIVER COUNTY LD -2 (LOW DENSITY) TO GENERAL COMMERCIAL (CG) FOR A PARCEL OF PROPERTY IN THE NORTHEAST 1/4 OF SECTION 13, TOWNSHIP 31 SOUTH, RANGE 38 EAST, KNOWN AS CHESSER'S GAP, LOCATED 1N THE CITY OF SIBASTIAN, INDIAN RIVER COUNTY, FLORIDA, COMPRISING 58.09 ACRES; PROVIDING AN EFFECTIVE DATE.
