Sign Ordinance - The City Council has authorized the City
Attorney to draft an ordinance preparing changes to draft and

Waterway Ordinance - City Council approved City Attorney to draft
ordinance from staff's recommendations.
Tree Protection Ordinance - Submitted seven (7) options to the
City Council at their April 14th meeting. City Council deferred
further action until the workshop meeting of May 5, 1993.
Update Ordinance on Flood Protection - Zoning Technic3ian
reviewing changes regarding D.C.A.'s response.
Police Tower - Tower has been completed but not all antennas are
hooked up. Gave punch list to Steve Fisher regarding site.
Police Station HVAC Problems - Briggs report completed.
Contracted with First Services and completed cleanup of
contamination. Meeting set Thursday, April 22nd with Doctor
Rhodes.
T.V.s in Council Chambers - Purchased VCR. Need to purchase
additional T.V. monitor.
Rhoades Land Use Amendment (DCA -92-1) - City Council adopted
ordinances for the land use and rezoning. STAFF SENT COPIES TO
d.c.a. and waiting for termination of compliance.
Ordinance 92-18 LDC Updates - Ordinance 0-93-01 has been adopted
by City Council.
Interlocal Agreement with Indian River County (Airport Zoning) -
Received letter dated March 11, 1993 from Deputy Attorney William
Collins. Waiting for executed interlocal agreement on their
behalf and will forward the agreement to the City of Sebastian.
Rezoning of riverfront - Have completed property owners list and
abutters list and need to start process for public hearings.
Reviewed new district with Planning and Zoning and have developed
the permitted and conditional uses within the district.
Sidewalks for Indian River Drive - Need to develop specifications
for bid.
Update I.R.C. Commercial/Industrial Data Source - Received
request November 9th to update their data source book - Suzi
working on this.
Finalize Tree Grant For Lake Hardee Park - Submitted request for
reimbursement to the Division of Forestry. No response at this
time.
Seawall ordinance - Need to develop draft for maintenance & to
include seawalls outside of property.
Church on Bob Circle - Received letters from Roger Skillman and
neighbor across the street regarding condition of the church.
Need to conduct another inspection to determine whether or not
further action will be taken.
Traffic Circulation Study - Need to coordinate with Kimley-Horne
to ensure trip information is collated with the Indian River
County's computer program.
Map For Police Department - Zoning Technician developing a base
map for the Police Department to identify landmarks in relation
to City limits.
Land Use Map - Reviewing proposal from L. Robert Kimbal &
Associates (Kimbel-Lloyd) to prepare land use and address map.
Animal Ordinance - Need to rework draft to send to Charlie Nash
in order to prepare an ordinance.

d. Bid specifications for contract maintenance to
maintain the Creative Playground area that would include the
mowing and trimming of lawn and vegetation within the existing
fence area, including weedeating under the fence out to the
pavilion area. The area located inside of the landscape timbers
would be maintained by the City.
e. Relocated the east fence line to the west
approximately 6 to 7 feet (intermediate posts) to allow
for future expansion of a concrete sidewalk to connect the Barber
Street Sports complex with the GDC property (7.3 acres at Barber
& Tulip). This would eliminate the entrance on the east side
where the water fountain is located and provide for a single
entrance in the middle of the playground.
f. Single entrance should be provided with a gate.
g. Provide a concrete slab under covered swing
located on the northwest portion of the creative playground;
extend sidewalks to pad; considered horseshoe shaped pad under
both table and swing area.
h. Bid specifications to irrigate all the green areas.
Check to determine if a soaker type for lawn and emitter can be
utilized for this type of irrigation in this area. (use BSSC
dwg.)
i. Clean up the signage - signs that are located on
the Creative Playground should be combined and place all the no
activities together under the wooden sign.
j. Strip the green area plant a common Bermuda.
k. City to maintain the inside of the playground sand
area to provide for a roller tilling on continuous basis to
remove all weeds and nuisance vegetation.
1. Relocate picnic table to paver brick area.

1) Obtain information regarding well no.2 at the Park Place Water
Plant and respond to the DER letter of April 8, 1993.
2) Review the results of the tests taken by Glenn Schuessler of
the Indian River County Environmental Health Department at
Palm Lake Club to determine what corrective the City and/or
County must take.
3) Schedule a meeting with the Homeowner's Association at Park
Place regarding City takeover of system as of May 1, 1993.
4) Hold "Transfer of Operation" ceremony at the Park Place plant
on May 3, 1993 at 10:00 AM.
5) Meet with the Sebastian Highlands Property Owner's Association
on Monday, May 3, 1993 at 7:30 PM.
6) Meet with Nelson Hyatt and you to renegotiate an agreement on
his reimbursement by the City.
7) Make agreements to have Florida Power & Light Company transfer
their account for the Park Place Water Treatment Plant to the
City of Sebastian.
8) Request proposals from local water/sewer contractors to do
work on an emergency basis.
Write amendment to the rate resolution for May workshop.
10) Meet with County meter reader April 30th at Park Place.

11) Write memo to you regarding increasing capacity of the City
Hall emergency generator.
12) Take part in GDU negotiations to whatever extent necessary.
13) Work continuously with the Finance Department, Menton Informa-
tion Systems, and Craftsman Litho to finalize prototype bill
for utility customers.
14) Pursue the idea of procuring land north of City Hall for a
new membrane softening water treatment plant.
15) Continue working with Health Department in regard to trihalo-
methane levels in the GDU system.
16) Starting May 1, 1993, visit Park Place Water Plant Tuesday,
Thursday, Saturday, or Sunday to take tests on CL2 residual
and pH, and to read the meter.
17) Plot existing water and sewer lines on map on Utilities Dept.

18) Prepare a lead and copper tasting program for Park Place Water
System to comply with EPA requirements.
19) Plot all lift stations the City is inheriting from the County
on a master map. Visit each location and record elapsed meter
readings for each pump.
20) Inventory all City of Sebastian owned wells and small water
treatment plants to create files on each system.
21) Prepare a Cross Connection Control Policy for the Park Place
System.

22) Develop Utilities Standard Detail Sheets.

24) Develop a Customer Policy Manual regarding meter installa-
tion, payment of bills, payment of impact fees, etc.

linquent notices, etc.
26) Start preliminary investigation as to selecting a site for
a future wastewater plant on the airport property.
27) Mark locations of all meters in Park Place and Palm Lake
Club by applying a small blue stripe on the edge of pavement
opposite the meters.
28) Investigate the feasibility of implementing the GIS (Geo-
graphical Information System) in the City of Sebastian.
