The following document i4 ars evaluat and analysis of the impact.
with respect to traffic, Of the Chesser's Gsp PUD, located
on the southeast side of Fellsmere Rood at the intersection of
Fellsmere Road and Fleming Street, in Sebastian, Florida.
The project includes 102,000 square foot shopping center, 100,000
square feet of professional office space and 50,000 square feet of
light industrial. A two acre poi ice department site: is alsra

Based upon the criteria outlined in the `Set:astian Lard Development
Code", the required study area for the proposed Chesser's Gap
project is a one mile study radius, as shown in Figure 1. However,
based upon discussions with City of Sebastian staff, the analysis
includes the following roadway sections and intersections:

site will be via a two lane access road 'frog: Felismore Road and will
be aligned with Fleming Street.

The trip distribution and assignment parameters were based upon the
proximity of the site to residential areaE, as well as the location
of competing facilities.
The trip distribution by percent is imdic:ated in FiaLre ?. Table 2
indicates the distribution of average daily traffic due to the
PcI ce Department considered as background tra tic and due to
Chesser's Gap. Table 1 also details the existing traffic counts,
ad3Ustment tactors and pre-levelopfnent postdeve opment aver -•age

CONCLUSIONS AND RECOMMENDATIONS
Based upon the preceding capacity analyses, the roadway system, in
the vicinity of the site generally can accommodate the proposed
development, without significant degiredation of the level of
service. Additionally, a commercial development in this location
will reduce the length o; shopping trips for the local area, thus
having a positive effect Upon the roadway network.
Fellsmere goad between Fleming Street and US Highway 1 is
approaching capacity. .However, rcaoway improvements, currently in
the design prase by Indian River County, will alleviate congestion
throughout the critical section of the corridor. Although
construction, dates for the County improver5ents have yet to be
determined, it should be noted that the facility will maintain
acceptable levels of service throughout the study period.
Sir,_? ti -,e proposed site ,plan includes deceleration lane,. eastbound
• and and a northbound left turn lane at 'the intersection cf
Fleming Strs�et and Feilsmere Road, in addition to the sig,alizatior,
