A RESOLUTION OF THE CITY OF SEBASTIAN, INDIAN RIVER
COUNTY, FLORIDA, ADOPTING THE 2015 REVISED INDIAN
RIVER COUNTY UNIFIED LOCAL MITIGATION STRATEGY
PLAN; PROVIDING FOR CONFLICTS; AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS, the City of Sebastian has been and is a participant in the Indian
River County Unified Local Mitigation Strategy ("LMS") related to hazard mitigation
and disaster recovery as part of the state-wide Hazard Mitigation Strategy; and
WHEREAS, on December 1, 2010, the Sebastian City Council approved
Resolution R-10-45 adopting the 2010 Revised LMS in furtherance of the City's
participation; and
WHEREAS, the Federal Emergency Management Agency ("FEMA") requires
the LMS to be periodically updated to comply with state and Federal policies and the
LMS has been revised and updated accordingly resulting in the 2015 Revised LMS; and
WHEREAS, the 2015 Revised LMS has been reviewed and approved by FEMA
staff as compliant with Federal standards; and
WHEREAS, on July 7, 2015 the Indian River County Commission adopted
Resolution 2015-078 adopting the 2015 Revised LMS on behalf of Indian River County
as the official document for inclusion in the state-wide Hazard mitigation Strategy; and
WHEREAS, the 2015 Revised LMS has been transmitted to the City for review
and the City Council finds and determines it appropriate and advantageous to approve
and adopt the 2015 Revised LMS in that adoption serves a municipal and public purpose
in furtherance of the public health, safety, and welfare,
NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE
CITY OF SEBASTIAN, as follows:
Section 1. The 2015 updated and revised Indian River County Unified Local
Mitigation Strategy (a copy of which is located in the City's Community Development
Department, and available on the County's website,
www.ircgov.com/Boards/LMS/Final-2015-LMS.odf) is hereby adopted by the City as the
official document for inclusion in the state-wide Hazard Mitigation Strategy. A copy of
this Resolution shall be transmitted by the City Clerk to Indian River County's
Emergency Management Coordinator.
Section 2. CONFLICT. All resolutions or parts of resolutions in conflict
herewith are hereby repealed.
Section 3. EFFECTIVE DATE. This Resolution shall take effect
immediately upon its adoption.

The Mayor thereupon declared this Resolution duly passed and adopted this 14th day of
October, 2015.
