CIN COUNCIL CHAMBERS 1225 MAIN STREET, SEBASTIAN, FLORIDA Vice Chairman Goodfellow called the Disabilities Advisory Committee to order at 3:00 p.m. The Pledge of Allegiance was recited. ROLL CALL Present: Michael Goodfellow—Vice Chairman Carolyn Sartain -Anderson Andrea Ring Mildred Virant Absent: Albert lovino —Chairman (excused) AGENDA MODIFICATIONS - None Also Present: City Manager Joe Griffin City Engineer Frank Watanabe Building Director Wayne Eseltine Recording Secretary Jeanette Williams APPROVAL OF MINUTES—April 15, 2015 Meeting MOTION by Ms. Sartain -Anderson and SECOND by Ms. Virant to approve the April 15, 2015 minutes unanimously passed. 6. UNFINISHED BUSINESS A. Committee Site Visit Reports Andrea Ring's Comments Ms. Ring distributed a summary of her findings. (See attached) She reported that the bathrooms she did visit were in good shape but they were a long walk to reach them; she tripped on the handicapped ramp in the Airport administration parking area; there is no handicapped bathroom at the Golf Course; and the handicapped parking space at the Chamber of Commerce is tight and does not leave room to maneuver one's vehicle. She also reported that only with the Park Superintendent Chris McCarthy's assistance, did she know where to maneuver her vehicle at the Barber Street sports complex concession stand; and, the football field bathrooms were locked. The City Engineer said during the ball seasons, the bathrooms are usually unlocked. Disabilities Advisory Committee October 21, 2015 Page Two Mildred Virant's Comments Ms. Virant reported that she visited City Hall, the Art Center, and Riverview Park. When she visited the Art Center, there were boxes in front of the push button to activate the automatic door to exit the building. She suggested an automatic door for the City Hall building so handicapped individuals won't have to wait for someone to hold the door; and, she found cracks in the sidewalk at Riverview Park. She found the Splash Pad area and Easy Street Park to be handicapped accessible. Carolyn Sartain -Anderson's Comments Ms. Sartain -Anderson commented that handicapped individuals want to fiercely maintain their independence and while City properties may be compliant, they are not accessible. (See Ms. Sartain- Anderson's introduction attached) She reported that the doors to the Boys and Girls Club facility were heavy and hard to use with a walker. She suggested automatic door buttons and yellow stripe lines for the facility entrances/exists. The City Manager suggested the City might be able to prod the Club for some door automation and striping. She also requested an automated door for the Council Chambers; a slide on Channel 25 explaining how someone would access City Hall's elevator if they need to go to the 2 n floor; and, better lighting over the handicapped parking spot. The City Engineer said he would look at the lighting and noted the parking stripes are scheduled to be repainted, and the truncated dome pavers replaced. To increase awareness of Waste Management's back -door pick-up service, Ms. Anderson suggested the posting of an informational slide on Channel 25 and to have the forms available at the reception desk for residents. The City Manager offered to do this in addition to an article in the winter edition of the Pelican News newsletter. Ms. Anderson said she was worried that the emergency button was locked at the Senior Center; and requested the outdoor women's restroom, used to accommodate the handicapped visiting the Center have the doors repaired so they feel safe and empowered. The City Manager explained that the lack of space prevented an indoor restroom for the Center and currently there is a bid out to renovate the outdoor restrooms that will make them ADA compliant with possible timed locks, hands-free soap dispensers/light switches. Michael Goodfellow's Comments Vice Chairman Goodfellow said he wanted to mirror the other member's comments and added there should be more handicapped parking spaces available during Riverview Park's events, especially for the senior population. He also suggested electronically submitting Waste Management's back -door service form to make it easier for disabled individuals. STAFF MATTERS The City Manager said he appreciated the comments, will follow up on the items and may need to be reminded. The Building Director invited the board members to call him at any time. He said during the Senior Center renovations, they tried to maximize the restroom space as much as possible by installing a larger door, relocating the vanity and adding some grab bars. The City Engineer added that additional handicapped spaces (that weren't required) were included in the Presidential Street and CavCorp Projects. 10. MEMBER MATTERS Ms. Anderson said automatic door buttons would be appreciated and thanked the City Manager for reinstating the Committee. Ms. Virant suggested they wear some sort of badge to identify themselves when they inspect properties. Ms. Ring complimented the dog park restroom and the City Engineer gave the kudos to former Roads and Drainage Supervisor Bucky Gerber who ensured it was ADA compliant. Vice Chairman Goodfellow thanked the members for their work. 11. ITEMS FOR NEXT AGENDA—to be scheduled in April 2016 Ms. Anderson suggested the members could follow up on what was done with their suggestions and where they would like to head. 12. Being no further business, Vice Chairman Goodfellow adjourned the Disabilities Advisory Committee at 3:47 p.m. By: Chairman Albert lovino Da e
