The Sebastian Canvassing Board meeting came to order at 9:00 a.m. in the SOE warehouse.
"Criteria for Absentee Ballots 2015" was provided to the Canvassing Board to utilize in making their
decision on questionable ballots, as determined by SOE staff (see attached when received.
Supervisor Swan explained procedures to be followed and asked the Canvassing Boards to accept or
reject ballots based on approved criteria and stamp them accordingly. Approximately 700+ absentee
ballots had been received at this point and they were opened by SOE staff. No results would be
disclosed until poll closing on November 3, 2015. Ms. Boyle provided two absentee ballots to the
Canvassing Board from voters for which the signatures were different names, and in different
handwriting. The second secrecy envelope was empty and did not contain a ballot. The Canvassing
Board rejected both ballots.
During the machine count at 9:37 a.m., the Sebastian Canvassing Board made determinations of
voter intent on six ballots which were rejected by the tabulating machine due to incorrect location of
arrows or marks indicating the voter's choice. There was one overvote (a vote for four candidates)
which had to be rejected.
Suervisor Swan broke seal # 0012865 from the transfer box containing documents from the October
28? Canvassing Board meeting, to insert the new certification of the Pre -Election Absentee Canvass
certified by the Sebastian Canvassing Board. The case was sealed again with seal #0012082 (see
attached.

individual presence and sight, no ballot was removed from or added to any ballot
container, ballot tray or other segregation of ballots, and no ballot was in any
manner altered or tampered with by any person, and no person touched any ballot
container, ballot tray or container, except a person authorized to do so.

Canvassing of Absentee Ballots
Rules
No use of cell phones during opening process.
Try to limit restroom breaks and talking so the process can run as smooth and efficient as possible.
Never leave the table when ballots are out. Notify a supervisor that you have to leave.
No food or drinks are allowed on the opening/sorting teams tables.
Procedures
All voted absentee ballots have been previously sorted by election staff into precinct order. All voted absentee ballots
will be opened by precinct.
Canvassing Board will begin by ruling on the ballots with certificate problems and voter errors. Canvassing board
members will then determine whether ballots shall be tabulated or rejected.
Voted ballots will be run through the electric letter opener. As they are opened they will be distributed by election staff
to the opening/sorting teams.
Each team will consist of two members. One team member will remove the secrecy sleeve containing the voted ballot
from the certificate envelope; placing all certificate envelopes face down neatly in a stack. The secrecy sleeve containing
the voted ballot will be passed to the second team member. That second team member will remove the ballot card from
the secrecy sleeve. Secrecy sleeves should be kept in a neat stack and ballots placed in a separate stack.
As the teams complete the opening and sorting of each precinct, the voted ballots, certificate envelopes and secrecy
sleeves will be picked up by election staff. The voted ballots will then be transferred to the tabulation room and ran
through 400-C high speed counter.
The Canvassing Board will review and make determination on voter intent and rule on ballots that are out stacked by the
400-C. If need be, duplication teams will duplicate ballots as indicated by the Canvassing Board.

CERTIFICATION OF TABULATING EQUIPMENT
FOR THE MUNICIPAL ELECTION
November 3, 2015
The undersigned members of the Canvassing Board do hereby certify that on October 28, 2015 at 3:00 p.m.,
at the Indian River County Supervisor of Elections office located at 4375 43rd Avenue, Vero Beach, FL, the
automatic tabulation equipment was thoroughly tested at the conclusion of maintenance and programming.
The tests were conducted by the SOE IT Manager, Gary Gordon and assisted by Elections Office Staff, Tricia
Boyle, Stephanie Nelson and Shane Bias. Tests were sufficient to determine that the tabulation devices are
properly programmed.
The tabulation devices tested were as follows:
