CITY COUNCIL CHAMBERS 1225 MAIN STREET, SEBASTIAN, FLORIDA 1. Chairman Rafuls called the meeting to order at 3:00 p.m. 2. The Pledge of Allegiance was recited. 3. ROLL CALL Present - Ryan Rafuls, Chairman (SRHS) Eddie Simchick (SRHS) Katie Toperzer (SRHS) Marlee Houck (SCJHS) Taylor Eason (SCJHS) Anthony Scaramuzzi, Vice Chairman (SRMS) Absent: Skylar Carstairs (SRMS) Also Present: City Manager, Joe Griffin Frank Watanabe, City Engineer Michelle Morris, Police Chief Ashley Penn, School Resource Officer Barbara Brooke -Reese, Electronic Records Manager Jeanette Williams, Recording Secretary 4. AGENDA MODIFICATIONS - None 5. PUBLIC HEARINGS — None 6. UNFINISHED BUSINESS A. Discuss Letter to Schools Encouraging Efforts to Protect the Indian River Lagoon in School Newsletters — Decide Who Will Draft Letter from Youth Advisory Council Anthony Scaramuzzi offered to draft a letter. B. Discuss Idea Brought Up at August Meeting for Youth Festival in Riverview Park Chairman Rafuls said it would be difficult to plan in one meeting especially since the meeting is planned many months ahead. The City Manager suggested the Council have a workshop to speak freely and work things out. He also suggested individually recruiting volunteers to work on the event as a subcommittee. Anthony Scaramuzzi suggested working on the event together. The School Resource Officer asked what kind of festival they plan to hold, noting the type would help with their plans. She also asked if the festival will be geared to just the youth or families. Youth Advisory Council Meeting 2 November 18, 2015 She reminded them that they are off next week and if each of them identifies a school contact person, those contact students could form the subcommittee. Marlee Houck suggested planning the event on Google Docs but it would not be available to the public. The Electronic Records Manager reminded them that a copy of what transpires has to be on file at City Hall. It was the consensus of the Council to have a workshop next Wednesday, November 25, 2015 in the Council Chambers at 3:00 p.m. to plan an event. C. Update by Staff on Mr. Scaramuzzi's Presentation to City Council on Road Safety Concerns The City Engineer reported on the following: 1) The County has been made aware of the sign installation and repair request at the intersection at CR512 (Sebastian Blvd.) and Louisiana Avenue. 2) A mid -block crossing on Barber Street is not recommended, but the City is considering a crossing at Tulip Drive and Barber Street along with a pedestrian crossing sign. 3) The City has cut back four trees on Roseland Road in the County's right-of-way because they were a safety concern. Anthony Scaramuzzi thanked the City Engineer. In response to the City Manager, the City Engineer said the Ft. Pierce FDOT office has been contacted to fix the northbound U.S. 1 informational sign for Roseland Road that has been struck by a vehicle. 7. PUBLIC INPUT -None 8. NEW BUSINESS A. Approve August 12, 2015 YAC Minutes Motion by Chairman Rafuls and SECOND by Marlee Houck to approve the August 12, 2015 minutes. STAFF MATTERS The City Manager introduced School Resource Officer Ashley Penn who will be their new liaison and requested a time change to 4:00 p.m. for future meetings. MOTION by Chairman Rafuls and SECOND by Marlee Houck to accept the City Manager's request. The School Resource Office invited the Council to contact her with whatever they might need. Youth Advisory Council 3 November 18, 2015 10. BOARD OR COMMITTEE MEMBER MATTERS (No public input under this heading) Anthony Scaramuzzi commented the members were put on the Council make a difference in community and invited other members to help make the City better. 11. SET NEXT MEETING DATE AND AGENDA ITEMS (Suggestion February 10 or 24, 2016 at 3 pm) It was the consensus of the Council to meet again February 10, 2016 at 4:00 p.m. Taylor Eason asked where the Council would obtain funds to support a festival. School Resource Office suggested the Council make up a promotional flyer to distribute to businesses for fundraising and sponsorships. Anthony Scaramuzzi suggested the Council set up a tent for the Chamber of Commerce's Light Up Night, December 4`". Chairman Rafuls offered to make up a flyer. Ed Simchick said the concrete batting cages at the baseball fields wears down shoes and ruins baseballs. He requested the installation of artificial turf. The City Manager offered to go over this with the City's Parks Division and report back to the Council at their February 2016 meeting. 12. In summary, we have completed: 1. This item is within IRC right-of-way and not our maintenance — County notified 2. Looking into crosswalk and signage at the intersection of Tulip. Midblock crosswalk are not recommended, not safe and the "Caution Children at Play" is not allowed on public streets since the sign message refers it is ok for children to play in the streets which they are not. 3. The four trees along CR 512 sidewalk at the intersection of Roseland have been cut down to provide better sight distance. Frank From: Sally Maio Sent: Thursday, November 12, 2015 8:55 AM To: Joseph Griffin; Frank Watanabe Subject: Youth Advisory Council Meeting Nov 18 3 pm The Youth Advisory Council has a meeting on Nov 18 at 3 pm. Anthony Scaramuzzi gave PPs at the August YAC meeting and then again to Council on some safety concerns. Will you have an update on any action taken since those suggestions were presented before Council? Below is excerpt of the September 9, 2015 Council meeting at which Mr. Scaramuzzi gave his presentation. I would like to list an update report on their Nov 18"' agenda and the packet needs to go out by email this afternoon or tomorrow morning. Perhaps just a verbal update to them? Please let me know. 15.145 A. Youth Advisory Board i. Vice Chairman Anthonv Scaramuzzi — Presentation of Road Safetv Concerns in North Anthony Scaramuzzi, Vice Chairman of the Youth Advisory Council, gave a brief presentation to City Council on traffic safety issues he had witnessed during recent driver training (see presentation attached). His concerns were for 1) the need for repair and installation of signs between Louisiana Avenue and Sebastian Boulevard for people entering 512; 2) the need for a "Caution Children at Play" sign and crosswalk in area of the Barber Fire Station/BSSC/Skatepark due to the level of activity in that area, and 3) when pulling into Roseland from 512 you cannot see anyone who might be approaching on the 512 sidewalk due to the obstructed view from trees. Mayor Gillmor thanked him for his presentation and said he would like to see more presentations like this from other boards, and turn concerns over to staff. Mr. Watanabe responded that the first issue is on private property but he will make sure the property owner is aware of it, and help out with signage; on the second issue, it is a good idea and said he had discussions with the City Manager about an additional crosswalk and thought signage was a good idea; and the third issue is actually IRC jurisdiction, City staff has gone out there to trim, and he would notify Chris Mora, IRC of the concern. Mr. Adams thanked Anthony Scaramuzzi for the presentation, stating this is the type of thing he was expecting from the Youth Council and is looking forward to more like this. He said the Council needs partnership between them and other committees to bring things forward Council might not have noticed, so they can work together. Ms. Coy told Mr. Scaramuzzi to let his Council know he got results today and maybe that will give others the motivation to bring more to City Council. Sally A.
