REGULAR MEETING MINUTES
January 13, 2015 — 6:00 P.M.
Meeting was called to order by Ch. Carbano at 6:00 P.M.
Pledge of Allegiance was led by Ch. Carbano.

NEW BUSINESS:
IN THE MATTER OF MR. BRIAN MCKENNEY
A BUILDING CONTRACTOR: LOCAL LICENSE No. 1769; STATE
REGISTRATION NO. RB29003113
MR. MCKENNEY, 5600 N. BANANA RIVER BLVD, COCOA BEACH, FL.
Building Official stated that Mr. Mc Kenney is a local building contractor, and that he
has a local license number, and a state registration number. Mr. Mc Kenney is seeking
board approval to reinstate his local license that expired 9/30/2010, and read Section 26-
168 (C) of the City Code of ordinances.
Mr. Mc Kenney stated that the license was not renewed due to the economy, and his
failing eye sight, but has kept his state registration current.
Summary of findings:
Mr. Mc Kenney has been inactive since 2010, but has kept his state registration current,
and has to be reinstated with Sebastian to get letters of reciprocity in order to work in
other jurisdictions.
A motion was made to override the requirement of section 26-168 requiring the
examination since the license has been expired for more than three years, and reinstate
this license for $336.00.

IN THE MATTER OF MR. WILLIAM MCNEAL
AN ELECTRICAL CONTRACTOR: LOCAL LICENSE No. NONE; STATE
REGISTRATION NO. ER13014303.
Mr. William McNeal, 10945 Mulberry St., Sebastian.
Mr. Eseltine explained that Mr. McNeal is seeking approval for licensure in Sebastian
based on past exam results, licensure in Indian River County, and the State of Florida.
Mr. McNeal does have a competency card with Indian River County, and does have a
state electrical license. Mr. McNeal has been licensed with the County, and the State
since 2009, but failed to obtain a license from Sebastian, due to a clerical error, we do not
show a record of ever issuing a license to Mr. McNeal.
A motion was made that the man get his license, and pay back fees of $336.00.

Mr. Fortier is wondering why we would penalize him with the errors, and lack of
understanding. Agrees with reinstating him, but not with charging the fees.

Discussion continued in reference to fees to be paid.
A motion was made for him pay $36.00.

Discussion on the $336.00 penalty.
A motion was made that we waive the $336.00, and charge $36.00 that a first time
applicant would pay.

BUILDING OFFICIAL MATTERS:
Mr. Eseltine gave a brief update on licensing renewal periods, and policies, and in some
cases he has made the decision administratively to renew, but anything four years or
more will come before the board. Michelle Boswell, Permit Technician was introduced.
The total number of single family homes is up for FY 2013/2014, 171 permits we issued,
for FY 2012/2013, we did 168. Commercial permits have increased slightly. Inspections
for FY 2013/2014 were 8229 or about 35 per day. Disciplinary actions against
contractors either come before the Constriction Board or go before the Special
Magistrate. We have yielded $5,977.00 in fines this past fiscal year.
