on the .65 acre parcel located on the west side of Indian
River Drive across from the Bar and Grill along with the

7. Project Description
a. Narrative of proposed action: A site plan modification has been
submitted for 1109 Indian River Drive. Previously, a site plan was
approved by the Planning and Zoning Commission in 1998 to operate a
raw bar & deli, and rental of boat slips. Over the years the site has
expanded to include outside seating, a deck and bandstand, and
recreational areas. Overflow parking was available on the property on
the west side of Indian River Drive, which is one parcel with the property
on the east side and included a small vacant residence, which has since
been demolished. The parking lot was never formally engineered or
approved. Presently, the applicant wishes to expand and add a small bar
area to the building currently being used for storage. The proposed site
plan addresses all uses of the current operation, including the proposed
bar expansion, and provides the required parking needed to bring the site
into compliance.

project engineer has designed a plan saving all twelve trees, granting credit
for 36 spaces.

the shading from the large oak trees that are being saved.

approval.
22. Staff Conclusion: The site plan is consistent with the Comprehensive Plan,
and Land Development Code.
23. Recommendation: Hold public hearing regarding the proposed modification to
Tiki Bar & Grill's site plan. Staff recommends approval of the site plan
modification dated December 22, 2015 subject to the following conditions:

Provide a SWPPP sheet (Storm Water Pollution Prevention Plan) before
construction begins
2. If any of the twelve saved specimen trees are removed or cut down, three
additional parking spaces must be provided, on site or through the
parking -in -lieu program

This building addition will be located in the central portion of a fully
developed and landscaped site. As such, staff has requested the engineer
evaluate the existing landscaping as it relates to the formerly approved
landscape plan. This evaluation is shown as Sections A, B and C on the
side of the approved landscape plan provided in the packet. Some areas
exceed the requirements, as outlined in Section A, while other areas are
deficient as outlined in Section B. The net landscape requirements are
outlined in Section C. Staff agrees with this assessment and recommends
approval.
