RECREATION COMMITTEE MEETING MINUTES OCTOBER 26, 2015 The Sebastian Parks and Recreation Committee was called to order by Chairman. Members present were John Tenerowicz, Mr. Paschall, Mrs. Flescher, Mr. Sims, Tammy Nelson, Mrs. White and Mrs. Webster were absent excused Staff members present were Linda Kinchen, Secretary and Chris McCarthy, Parks Superintendent, Joseph Griffin, City Manager APPROVAL OF MINUTES SEPTEMBER 28, 2015 A motion to approve the minutes was made by Mr. Sims, second Mrs. Flescher - Unanimously approved UNFINISHED BUSINESS – PICKLE BALL Chris says they can do 8 courts with lights for approximately $176,000. Adding a restroom would cost more. Filbert Street – would be the best site but could also go behind City Hall where the ball field is. Mrs. Flescher questions giving up the ball field but Chris says advantage would be already have lights and restrooms. Mr. Tenerowicz says could put in 4 courts for half the costs lighting could be minimum would go with either one Mr. Sims says both locations would allow for growth. Chris says more room at Filbert to expand could be converted to tennis courts if not all used. Mr. Paschall says would we have to allow for drainage and parking – How would it impact the area – could we possibly look at shifting things if we use Friendship park. Maybe we could put it at friendship park and put the practice field at Filbert Street. Tammy says – Filbert, Rosemary – Friendship if practice field is put at Filbert – John agrees with that, Matt says Friendship, Greg- Friendship with field at Filbert Mrs. Flescher asks how many courts and Chris says 6 courts. PUBLIC INPUT – NONE NEW BUSINESS; NO TRESSPASSING SIGNS AT STONECROP Chris explains the history of these signs and why they are on the agenda. PARKS AND RECREATION MINUTES October 26, 2015 Page 2 Mrs. Nelson is in favor of removing the signs Mr. Paschall wants to look at the property The City Manager speaks at this time and expresses the Councils wishes. Mr. Tenerowicz is in favor of removal and recommends it go back to council for approval STAFF MATTERS; Chris says Thirsday the 29th is the home coming for the high school – Halloween costume contest is Saturday at 10 AM and the clam bak is next weekend. BOARD OR COMMITTEE MATTERS; Chairman says Veterans day is November 11th, wants to hold a workshop on November 23rd, 2015 to discuss the parks Master Plan Tammy Nelson says there is a dead tree at Hardee Park at the east end that needs to be removed. Mrs. Flescher says the bathrooms at the ballfield’s looks nice Mr. Sims says thanks to all the workers for all that they do. Mr. Paschall wants to hold another re-grand opening at the skatepark with a T-shirt contest and skate competition in January or February. Next regular meeting is in January and could set a date then in March for the skatepark function. By _______________________ John Tenerowicz, Chairman Parks and Recreation Committee RECREATION COMMITTEE MEETING MINUTES NOVEMBER 23, 2015 SPECIAL WORKSHOP The Sebastian Parks and Recreation Committee was called to order by Chairman. Members present were John Tenerowicz, Mrs. Flescher, Mr. Sims, Tammy Nelson, Mr. Paschall and Mrs. Webster were absent. Staff members present were Linda Kinchen, Secretary and Chris McCarthy, Parks Superintendent, Frank Watanabe, Public Works Director/City Engineer APPROVAL OF MINUTES - NONE UNFINISHED BUSINESS – STONECROP PARK Chris says they can start by removing the pepper trees and just opening up the area – Mrs. White asks if there is a group who can cut the trees along the water. PUBLIC INPUT – NONE NEW BUSINESS; PARKS MASTER PLAN Mr. Tenerowicz wants to buy the property south of the carwash on US #1 for additional parking since parking is always an issue at the events. He says the north side of the park parking spaces should all be handicap and would like to see Sebastian blvd closed off and made into one park Chris says could use another sports complex somewhere in the City since Barber Street is built out. It was recommended to call the owner of the property across from City Hall near the post office and see what they want for it. Says we need disc golf and pickle ball areas still for the future. Chris says A company should be hired to do a master plan – Joanne asks where the money comes from and Chris says Recreational Impact Fees. It is agreed that parking and handicap parking are concerns – Mrs. White wants to know how much of the 33 acre parcel by Day Drive is dry and how much is wetlands – Chris doesn’t know. Still in favor of fixing up the community center it needs a new floor. PARKS AND RECREATION MINUTES November 23, 2015 Page 2 Mrs. White would like a kayak launch at Stonecrop – Mr. Tenerowicz asks if the Natural Resource Board could clear some of the pepper trees It was decided to clear out the trees and then decide what else should go in there. Mr. Watanabe says a permit would be required to remove any of the trees. Mrs. Nelson still wants Disc Golf somewhere in the City Chris says the people who wanted it don’t even live here. Mrs. White wants Chris to find out why we can't use the school fields. Land Acquisition is at the top of Mr. Sims list And would like to see the trees cleared and walking paths at Stonecrop. STAFF MATTERS; Chris says Kirb gave us some trees which were planted at Easy Street Park BOARD OR COMMITTEE MATTERS; None Next Meeting January 25th, 2015 Items for the next agenda – None at this time With no other business to come before the Parks and Recreation Committee, the meeting adjourned at 7:06 PM Approved January 25th, 2015 Regular Meeting.
