Individuals are asked to provide copies of material for the Board or Committee one week prior to the meeting if they intend to refer to specific material. The Board or Committee will not debate an issue during Public Input but may by consensus place a requested item on a future agenda. RULES AS GUIDELINES. It is intended that the rules set forth in this Resolution provide a guideline for the effective operation of the business meetings of City Boards and Committees, and no rights are bestowed upon any parties by the adoption of these rules or by Board or Committee failure to act in accordance with them. CITY COUNCIL CHAMBERS 1225 MAIN STREET, SEBASTIAN, FLORIDA 1. Chairman Rafuls called the meeting to order at 3:00 p.m. 2. The Pledge of Allegiance was recited. 3. AGENDA MODIFICATIONS - None PUBLIC HEARINGS — None UNFINISHED BUSINESS A. Discuss Letter to Schools Encouraging Efforts to Protect the Indian River Lagoon in School Newsletters — Decide Who Will Draft Letter from Youth Advisory Council Anthony Scaramuzzi offered to draft a letter. B. Discuss Idea Brought Ug at August Meeting for Youth Festival in Riverview Park Chairman Rafuls said it would be difficult to plan in one meeting especially since the meeting is planned many months ahead. The City Manager suggested the Council have a workshop to speak freely and work things out. He also suggested individually recruiting volunteers to work on the event as a subcommittee. Anthony Scaramuzzi suggested working on the event together. The School Resource Officer asked what kind of festival they plan to hold, noting the type would help with their plans. She also asked if the festival will be geared to just the youth or families. 3of16 Youth Advisory Council Meeting 2 November 18, 2015 She reminded them that they are off next week and if each of them identifies a school contact person, those contact students could form the subcommittee. Marlee Houck suggested planning the event on Google Docs but it would not be available to the public. The Electronic Records Manager reminded them that a copy of what transpires has to be on file at City Hall. It was the consensus of the Council to have a workshop next Wednesday, November 25, 2015 in the Council Chambers at 3:00 p.m. to plan an event. C. Update by Staff on Mr. Scaramuzzi's Presentation to City Council on Road Safety Concerns The City Engineer reported on the following: 9) The County has been made aware of the sign installation and repair request at the intersection at CR512 (Sebastian Blvd.) and Louisiana Avenue. 2) A mid -block crossing on Barber Street is not recommended, but the City is considering a crossing at Tulip Drive and Barber Street along with a pedestrian crossing sign. 3) The City has cut back four trees on Roseland Road in the County's right-of-way because they were a safety concern. Anthony Scaramuzzi thanked the City Engineer. In response to the City Manager, the City Engineer said the Ft. Pierce FDOT office has been contacted to fix the northbound U.S. 1 informational sign for Roseland Road that has been struck by a vehicle. 7. PUBLIC INPUT -None 8. NEW BUSINESS A. Approve August 12, 2015 YAC Minutes Motion by Chairman Rafuls and SECOND by Marlee Houck to approve the August 12, 2015 minutes. 9. STAFF MATTERS The City Manager introduced School Resource Officer Ashley Penn who will be their new liaison and requested a time change to 4:00 p.m. for future meetings. MOTION by Chairman Rafuls and SECOND by Marlee Houck to accept the City Manager's request. The School Resource Office invited the Council to contact her with whatever they might need. Youth Advisory Council 3 November 18, 2015 10. BOARD OR COMMITTEE MEMBER MATTERS (No public input under this heading) Anthony Scaramuzzi commented the members were put on the Council make a difference in community and invited other members to help make the City better. 11. SET NEXT MEETING DATE AND AGENDA ITEMS (Suggestion February 10 or 24, 2016 at 3 pm) It was the consensus of the Council to meet again February 10, 2016 at 4:00 p.m. Taylor Eason asked where the Council would obtain funds to support a festival. School Resource Office suggested the Council make up a promotional flyer to distribute to businesses for fundraising and sponsorships. Anthony Scaramuzzi suggested the Council set up a tent for the Chamber of Commerce's Light Up Night, December 4t'. Chairman Rafuls offered to make up a flyer. Ed Simchick said the concrete batting cages at the baseball fields wears down shoes and ruins baseballs. He requested the installation of artificial turf. The City Manager offered to go over this with the City's Parks Division and report back to the Council at their February 2016 meeting. 12. Being no further business, MOTION by Chairman Rafuls and SECOND by Ms. Eason, the Youth Advisory Council adjourned at 3:27 p.m. By: Chairman Ryan Rafuls Date 5of16 YOUTH ADVISORY COUNCIL WORKSHOP MINUTES WEDNESDAY, NOVEMBER 25, 2015 - 3:00 P.M. 1225 MAIN STREET, SEBASTIAN, FLORIDA Chairman Rafuls called the meeting to order at 3:00 p.m. 2. The Pledge of Allegiance was recited. 3. ROLL CALL Present: Ryan Rafuls, Chairman (SRHS) Eddie Simchick (SRHS) Katie Toperzer (SRHS) Marlee Houck (SCJHS) Taylor Eason (SCJHS) Anthony Scaramuzzi, Vice Chairman (SRMS) arrived 3:52pm Absent: Skylar Carstairs (SRMS) Also Present: Ashley Penn, Police Officer Jeanette Williams, Recording Secretary Officer Penn presented an ice breaker exercise for the members. 4. UNFINISHED BUSINESS A. Consider Youth Advisory Council Flyer Promoting the Board Officer Penn suggested the flyer should concisely reflect who they are, what they are about, and identify their goal. Chairman Rafuls said the flyer can invited interested people to speak at their meetings. Ed Simchick added their goal is to make the City better. Marlee Houck said they are the voice for the kids. Officer Penn said the flyer could say the Council is trying to make the City a better place. She pointed out that the more activities there are for kids, the less likely they will be involved in criminal activities. Chairman Rafuls commented the next meeting in February will be their last meeting together. The Recording Secretary commented they could hold additional meetings or workshops if needed before February. Chairman Rafuls said more ideas of what they could work on would be helpful. Youth Advisory Council Workshop November 25, 2015 Discussion followed on creating a suggestion box asking for ideas. Marlee Houck suggested holding a Screen on the Green in Riverview Park as they do in Pointe West, Vero Beach. B. Discuss Participation in Chamber's Light Up Night Officer Penn suggested setting up a booth in front of the Chamber of Commerce and noted the distribution of flyers would count as community service. Officer Penn remarked longer terms would help the Council achieve their goals. There was not enough member participation and time to set up a booth for Light Up Night. C. Discuss Date and Plans for Youth Festival in Riverview Park Katie Toperzer suggested pairing up with another festival such as the Fine Arts & Music Festival. They could set up a teen section with inexpensive art crafts and music. Ed Simchick suggested an art contest. Katie Toperzer suggested incorporating a contest with a relay race. Ed Simchick suggested having the top three artists of the contest make one display for City Hall. Katie Toperzer offered to contact festival coordinator Lisanne Robinson to see if they could participate in the festival. It was discussed that the theme of the contest would be Your Favorite Thing in Sebastian in any form such as canvass, paper, etc. A suggestion box and flyer would be displayed to acquire youth suggestions. The next Youth Advisory Council meetings will be January 6, 2016 and February 10, 2016 at 4:00 p.m. The Fine Arts and Music Festival will be February 13, 2016. (Editor's Note: The Fine Arts and Music Festival is actually scheduled for January 16 & 17, 2016) Discussion followed on advertising the contest on the festival's flyer and by a Facebook page. Taylor Eason offered to design a Facebook page. Marlee Houck suggested the Facebook page should display their goals and invite ideas for the City's youth. Chairman Rafuls summarized, if allowed, the Council will participate in the Fine Arts and Music Festival; and he will have flyer for the Council to review at the January 6 meeting. An audience member commented the contest will introduce others to the fun things in Sebastian and thought it was a great idea. He suggested having the Council act as judges for the contest. Dale Simchick commented that past festivals have displayed school artwork on accordion style boards. Officer Penn acknowledge that was her project but it did not happen at the last festival. 2 vine Sri Youth Advisory Council Workshop November 25, 2015 Because it might be difficult to get three artists together for one art collaboration, Dale Simchick suggested displaying the top three contest winners' art on Channel 25 and in City Hall. Ed Simchick suggested having one Facebook administrator such as Taylor Eason, who would bring Facebook posts back to the January 6th meeting for the Council to act on. Chairman Rafuls added the Facebook page should invite public participation at their January and February meetings. 5. ROLL CALL Present: Ryan Rafuls, Chairman (SRHS) Katie Toperzer (SRHS) Marlee Houck (SCJHS) Taylor Eason (SCJHS) Absent: Eddie Simchick (SRHS) (excused) Anthony Scaramuzzi, Vice Chairman (SRMS) Skylar Carstairs (SRMS) Also Present: Ashley Penn, Police Officer Barbara Brooke -Reese, E -Records & Information Manager Jeanette Williams, Recording Secretary George Millar, Chairman of Natural Resources Board Andrea Ring, Member Natural Resources Board Special Announcement George Millar announced the Natural Resources Board 2016 Earth Day Event, Saturday April 23, 2016, from 9 a.m. to 3:00 p.m. at Riverview Park and invited the Youth Advisory Council to spread the word throughout their schools, student councils and leadership to encourage participation. 4. PARTICIPATION IN 2016 FINE ARTS & MUSIC FESTIVAL Katie Toperzer reported that she contacted Lisanne Monier -Robinson who will let the Council use the Park's pavilion from noon to 6 p.m. Chairman Rafuls said he was concerned there was not enough time to prepare and asked the Council if they would like to participate with the April 23 Earth Day, Taylor Eason reported the Council was prepared for the Fine Art Festival and asked if there was something specific things that needed extra preparation. N MCI Youth Advisory Council Meeting 2 January 6, 2016 Officer Penn pointed out the contest materials have not been chosen and purchased; noting there hasn't been any advertising to ensure participation. She suggested they probably should have met more to discuss the details. Discussion followed on receiving donations or funds from City Council for colored pencils and paper. Natural Resources Board Member Andrea Ring said her Board was thinking the Youth Council could bring the Earth Day projects they might have accomplished in their schools to be displayed in the park on April 23. Officer Penn suggested the schools could have art contests or there could be a contest at Earth Day. Ms. Ring added the City's stage would be available if they wanted to sing or act (a play). MOTION by Chairman Rafuls with a SECOND by Marlee Houck to move to art contest to the Earth Day festival passed with a vote of 4-0. ii. Confirm Contest Topic Marlee Houck suggested the art contest be Earth Day themed. Katie Toperzer asked if there could be a photo or art contest at the schools and present the winners at the festival. Officer Penn suggested the Council members discuss this through their art teachers which will help advertise the contest. Katie Toperzer offered to speak to some art teachers. Taylor Eason asked if the Council will have any other activities at Earth Day. The Recording Secretary said they would have a table that they could sit at and seek suggestions for projects and display the contest winners. Discussion followed regarding a Facebook page. The E -Records & Information Manager reported the City has a Facebook page that the Youth Advisory Council can post and advertise on using #COSYouthCouncil. The Manager requested copy to make their post to COSTVCcDcityofsebastian.org; city@cityofsebastian.org or apenn aC -cityofsebastian.org. i. Review Flyer Chairman Rafuls read the flyer he created for the benefit of the public. (see attached) Marlee Houck suggested intensifying the color. The flyer would be distributed amongst the schools, Earth Day event, Chamber of Commerce and the Library. 5. PUBLIC INPUT — None 6. NEW BUSINESS - None 7. STAFF MATTERS The Recording Secretary asked the Council if a 5:00 or 6:00 p.m. start time would accommodate the members. It was the consensus of the members to have future meetings at 6:00 p.m. IM MCI Youth Advisory Council Meeting 3 January 6, 2016 The Recording Secretary announced the next meeting is scheduled for February 10`h but Officer Penn has a Wednesday evening college class and she requested that the meeting be changed to February 9t' at 6:00 p.m. It was the consensus of the members to have the next meeting February 9th at 6:00 p.m. COMMITTEE MEMBER MATTERS - None ITEMS FOR NEXT AGENDA Chairman Rafuls said they would discuss the input they would receive from their respective art teachers that would lead the Council into discussing details for the art contest at Earth Day. He also stated he would revise the flyer and bring it back for discussion. 10. The contest is to be held at the schools and winners will be displayed at the Earth Day event on April 23rd. I left out the time of the event and the contact information of city hall. Could you look it over and let me know of any changes that need to be made and provide me with the information needed? I'm planning on meeting with all of the north county elementary art teachers tomorrow, Wednesday, January 20th, and I would like to give each of them a flyer and have them take it back to their schools and promote it. Some have already agreed to judge their school's contest. At the event I would also like to see if we could give out ribbons and announce them at the Earth Day event at the park to get them some recognition and get more kids down to the festival.I was planning on sending home some flyers with elementary kids and I plan on talking to the staff at the high school at the beginning of February.
